Abstract

Far from having faded away, ten years after its formal adoption, the responsibility to protect (R2P), is arguably more relevant than ever. In the current overall context of protection crises, heightened in severity by the emergence of violent extremists, R2P has changed the way in which the international community characterises situations that involve protection failures, and has raised expectations about what should occur when atrocity crimes have been committed or are imminent. UN member states now agree that prevention is at the core of R2P, that international action should employ the full range of diplomatic, political and humanitarian measures, and that military force should only be considered as a measure of last resort. While there is continued contestation about particular aspects of R2P – as there is over much older normative advancements, such as human rights – R2P has helped to forge political consensus and build new institutional capacity to prevent and respond to atrocity crimes.  相似文献

Abstract

Smaller members of the Gulf Cooperation Council defied theoretical and practical expectations as they were able to enlarge their international influence during the years of the Arab Spring. They adopted markedly different foreign policy strategies, which can be seen as stances lying between accommodation and opportunism, depending on the extent to which they respected the security concerns of their geopolitical patron, Saudi Arabia. The mainstream schools of IR theory – neorealism, neoliberalism and constructivism – offer different explanations for these phenomena. Although none of the three schools can provide a completely exhaustive explanation, neoliberalism seems to offer the most comprehensive framework for analysis.  相似文献

Abstract

Drawing on a neoclassical realist approach, this article analyses the foreign policy conduct of different Italian governments from 1994 to 2008. Pressured by the post-cold war international system, these governments have been compelled to raise Italy's profile within the international system. However, the way in which successive governments have responded has differed markedly. By looking at variables located at the domestic level – elite perceptions of the distribution of power and government instability – it is possible to explain these differences. Neo-classical realism is seen as an advance on Waltzian neo-realism precisely because it allows room for domestic as well as international (or systemic) variables, and because it has a very specific focus on foreign policy as such.  相似文献

Abstract

In this article, we draw on insights from the interactionist perspective in sociology and international relations (IR) norm contestation literature to explore the relationship between deviance and normative change in international politics. In IR, this is still largely unexplored territory: we already know a great deal about how norms change, yet we know much less about the actual role norm violations play in this process. In order to address this gap, we conceptualize three types of normative contestation and affirmation that take place in connection with deviance (re)construction: (1) applicatory contestation and affirmation, reconstructing the meanings of international norms; (2) justificatory contestation and affirmation, challenging and reaffirming the legitimacy of international norms; and (3) hierarchical contestation and affirmation, contesting and reaffirming the relative value and importance of international norms. We discuss how, as a consequence of these dynamics, deviance-making produces both stability and change in the normative structure of world politics.  相似文献

Abstract

International news discourse is often framed with ideological underpinnings. Ideology as a system of ideas or beliefs or ways of thinking not only helps, defines and explains, but also makes value judgements about that world (Croteau 2012; Van Dijk 1995). The author 's aim was to find out to what extent international news discourse reflects a cosmopolitanist ideology. The article looks at the extent to which the discourse of international news meets Tomlinson's (1999) postulation that cosmopolitanism should involve an intellectual and aesthetic stance of ‘openness’ towards people, places and different cultures – especially those from different ‘nations’. Using framing theory and critical discourse analysis as the theoretical basis for examining international news, the aim is to determine whether international news encourages or discourages a cosmopolitanist outlook during periods of political crisis. The author argues that Western media reportage on events in Ivory Coast to a large extent reflected a cosmopolitanist outlook.  相似文献

Abstract

The liberal international order, the inseparable mix of US geopolitical power and ideational project of organising international relations along normative frameworks such as internationalism, institutionalism and democracy, is reeling under the pressure of profound systemic changes such as greater interconnectedness and multipolarity. Predictions abound that increasing great power competition, most visibly at play in geographical areas of contested orders, will eventually tear it down. However, even if major actors – the US included – display a selective, irregular and often instrumental commitment to the liberal order, they are still repositioning themselves in that order and not outside of it. In addition, conflict is not the default outcome of order contestation, as hybrid forms of governance are possible even in troubled regions. No doubt, the world of tomorrow will be less American-shaped and less liberal, but transformation is a more plausible future than collapse for the liberal order.  相似文献

Abstract

Intentional destruction of cultural heritage is a well-known phenomenon which has been particularly exacerbated in recent times. Its common denominator is represented by the intent to persecute the communities for which that heritage represents an essential element of their cultural identity and distinctiveness. In legal terms, it produces different implications, to the point that – depending on the circumstances in which it is perpetrated – it may be qualified as a war crime, crime against humanity, violation of internationally recognised human rights, or evidence of the existence of the intent to commit genocide. Since the whole international community is seriously affected by the destruction of cultural heritage, it is indispensable that the doctrine of responsibility to protect (R2P) be put into practice seriously and effectively with the purpose of protecting humanity against the irreplaceable loss of its heritage.  相似文献

Abstract

The election of Donald Trump in 2016 sent shock waves across political classes globally and prompted debates about whether his ‘America first’ agenda threatened the liberal international order. During his first year in office, Trump seemed determined to undermine the hallmarks of the liberal international order: democracy, liberal economics and international cooperation. So, are we witnessing the emergence of a “post-liberal” and “post-American” era? Four sources of evidence help frame – if not answer – the question: history, the crisis of liberal democracy, Trump’s world view, and the power of civil society (globally and nationally) to constrain any US President. They yield three main judgements. First, continuity often trumps change in US foreign policy. Second, the liberal international order may have been more fragile pre-Trump than was widely realised. Third, American power must be put at the service of its own democracy if the US is to become the example to the world it used to be.  相似文献

ABSTRACT

This article analyses two confronting narratives authored by Ukrainian and Russian bloggers who reported the Dutch referendum held on 6 March 2016, and discussed Dutch citizens’ referendum vote on the Ukraine–EU Association Agreement. The considered narratives, addressed to the Ukrainian and Russian audiences respectively, are viewed as strategic because they specifically portray political actors of the referendum “drama” – the Netherlands, the European Union (EU), Ukraine and Russia. These actors are significant participants of European international relations, and their perceptions of one another are important for European security at the present time of critical diplomacy. In this paper, information about the DUTCH REFERENDUM obtained from the new media texts is regarded as a narrative-based political concept (NBPC). It is argued that this concept has different versions, or images that reflect the narrators’ biased perceptions imposed upon the public. Identification and comparison of such images require a particular methodology. Therefore, the objective of this paper is two-fold: to expose the two confronting versions of a strategically relevant political image, and to develop an authentic, interdisciplinary methodology for its analysis. The proposed methodology is informed by the ontology theory employed in cognitive science and cognitive linguistics.  相似文献

ABSTRACT

There is a gap in IR and EU scholarship concerning unintended consequences in an international context, leaving this important phenomenon understudied. To fill this gap, a conceptualisation of unintended consequences is offered, and a set of common research questions are presented, highlighting the nature (what), the causes (why) and the modes of management (how) of unintended consequences of EU external action. The Special Issue contributes to the study of the EU as an international actor by broadening the notion of the EU’s impact abroad to include the unintended consequences of EU (in)actions and by shedding new light on the conceptual paradigms that explain EU external action.  相似文献

ABSTRACT

This paper contributes to our understanding of EU-Ukraine relations by examining intersemiotic communication – how words and images, or verbal and photographic semiotic layers and their interaction, combine in the representation of international affairs. The analysis focuses on Ukraine’s perspectives of Self, the EU and Russia as presented in Ukrainian media discourse, namely, in leading Ukrainian social and political newspapers (January-June, 2016). The article presents the results of applying the cognitive theory of perspectives to research the intersemiotic and mental image of Self and Other in four aspects: a vantage point, direction of scanning, perspectival distance, and perspectival mode. Based on that, I explain the main strategic narrative of the Ukrainian press about the EU, how it is sustained, and how the image of the EU becomes pronounced.  相似文献

Abstract

What kind of theoretical or methodological changes are needed to more effectively theorize global politics? This question is one increasingly posed, one reason being the ever burgeoning weight of violence on our global political landscapes. To investigate this, the central concept examined at the workshop from which this special section emanates was relationality. Motivated by feminist scholarship, my initial question was, ‘Why did we not focus the whole workshop around feminist theory?’ This question is posed alongside the clear knowledge that the workshop was not ‘about’ feminism and thus it might not seem rational to choose such a focus. Yet given the concept and practice of relationality was so deeply embedded in feminist work, I wondered how feminism could have been forgotten. In this article, I explore the idea of ‘forgetting feminism’ through a further question, namely, ‘Is sexism (still) at work in international relations [IR]?’ This involves a perusal of the work of sexual politics and sexism, IR’s putative ‘failure to love’ and a personal, relational detour into the life, work and career of Lily Ling—corporeally suddenly absent but remaining a vital part of the work in which we are all engaged.  相似文献

ABSTRACT

This article critically explores the Foucauldian concept of “counter-conduct”, which has recently been applied to the study of resistance in international relations (IR). Whilst a counter-conduct analytic can destabilise a power/resistance binary, I argue in this article that it does not fully overcome onto-political assumption. Drawing on postcolonial and decolonial perspectives, alongside discussions with protesters during the 2014 “Umbrella Movement” protests in Hong Kong, this article traces how a counter-conduct analytic can fix and flatten the politics and ethics of struggle in other ways. Specifically, I draw out three limiting assumptions about power/resistance articulated by Foucault, which are then implicated in a counter-conduct analytic: (1) his intra-modern critique of power; (2) his undivided reading of the subject; and (3) his valorisation of the politics of struggle. Offering a constructive critique, this article considers the stakes of unsettling these intra-modern limits and the consequences for an emerging counter-conduct research agenda.  相似文献

Abstract

Discourse analysis, once the purview of critical theories of international politics, has emerged as a mainstream methodology for understanding international relations. While interest in such perspectives has enriched international relations theory, much about the nature of methods—that is, specific empirical processes for the gathering and analysis of evidence—is left ambiguous in this scholarship. Which texts should discourse analyses focus on? And, more practically, how should those texts be chosen? Building on discussions of case study methodology from both qualitative and interpretive social science, this article contributes to theoretical and empirical projects within discourse theory by suggesting a method for text selection: the random selection of texts. I argue that random selection processes are beneficial for discourse analyses that aim to study broad cultural patterns, such as genealogy. Random selection is not simply a means of choosing texts, but also a more comprehensive logic for thinking about the purpose of texts in discourse analysis.  相似文献

Abstract

In this article I examine the extent of the South African broadcasting sector's independence and accountability since Thabo Mbeki became president in 1999. I trace how the independence of two institutions – the Independent Communications Authority of South Africa (Icasa) and the South African Broadcasting Corporation (SABC) – has been eroded over this period. While initially the government justified this erosion as being necessary to attain developmental objectives in the context of a globalising economy, more lately there have been attempts to justify greater state control of content. Icasa has been subjected to greater direct executive control, and there are attempts to intensify this control, while the executive exercises indirect control over the SABC. Greater accountability to the state has been accompanied by a decline in public accountability. I conclude by arguing that the experiences with Icasa and the SABC give credence to the argument made by several international NGOs that media freedom in South Africa is declining, in spite of official protestations to the contrary. I also argue that this control has damaged the integrity of these institutions, and that this integrity must be restored now that Mbeki's presidency is coming to an end.  相似文献

Abstract

Few issues are more important to scholars of Europe's emergence as a foreign policy actor than whether the European Union (EU) can forge a common defense-industrial policy out of 27 states' procurement policies and defense industries. Overlooked in most scholarly analyses of European defense-industrial cooperation, the story of Europe's international armaments organizations stretches back more than six decades. In this article, we examine the impact of past institutional outcomes on the defense-industrial field by applying the concepts and analytic tools of historic institutionalism to European armaments organizations. Because past institutional dynamics have channeled the subsequent development of armaments cooperation, what has emerged is a polycentric governance architecture wherein organizations with transatlantic, pan-European and restrictive-European memberships dominate distinct components of the cooperative process. We demonstrate that this maturing institutional pattern will likely limit the opportunities for the EU – and especially its Commission – to shape the future contours of European defense-industrial cooperation.  相似文献

ABSTRACT

This contribution to the special issue explores how institutional reforms are shaped by and feed back into the politics of inequality reproduction. IR has recently begun to more closely study how hierarchies intersect. This article uses the analytical concept of “interlinkages” to grasp how international organisations couple intra-organisational patterns of unequal representation to extra-organisational social hierarchies. It empirically investigates the forms and effects of such interlinkages through a case study of the League of Nations’ Council crisis and reform in 1926. The reform reaffirmed the most prominent interlinkage: the restriction of permanent membership to states recognised as “great powers”. In addition, the reform created two new types of non-permanent seats which changed the pattern of representation of small states. Overall, the case study shows that the interlinkages and their effects were generated by an interplay of formal design and informal understandings both at the level of permanent and non-permanent seats.  相似文献

Since the early 1990s the concept of the information society has taken centre stage on the political agendas of several national governments in the North and South, as well as regional and international institutions, donor organisations and non-governmental organisations (NGOs). This article first sets out to analyse and describe both the content of, the evolution in, this policy discourse. It attempts to assess the validity of this discourse in light of the current changes at the global level and in the light of the problems associated with the practical implementation of policy in a developmental context. ABSTRACT

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献

ABSTRACT

Trade and markets in weak states are often discussed in relation with violence, security and peace-building. A case in point are marketplaces in the Sudan-South Sudan borderlands where communities separated by insecurity and hostility meet, not only to trade but also to negotiate and exchange information. This does not imply that establishment of such markets automatically results in peace and stability. Based on new empirical research on the Amieth market in Abyei – an area contested by the two Sudans – I argue that such markets rely on security guarantees negotiated between a set of heterogenous societal groups and that the overall impact of such border markets is largely determined within a context of hybrid security governance. The conclusion emphasises that without a proper analysis of this context, external assistance to such borderland markets might just as well enable violent conflict actors as being a tool for peace-building.  相似文献
