Abstract

Searching for an alternative founding myth for international relations (IR) entails going back long before the 1648 Westphalian milestone. Drawing from a world historical approach, this article makes the case for investigating the origins of the subject matter of IR in the pre-state era: its founding moment may be traced back to a first encounter between two distinct bands of nomadic Homo sapiens hunter-gatherers in the Palaeolithic period. As the outcome of this interaction was not predetermined, four scenarios are considered: absence of relations by retreat and isolation; conflict triggered by self-preservation (birth of war); cooperation, barter or other types of exchange; and merging together. Following the initial engagement, intergroup relations became much more intertwined. Once the stranger was no longer unknown, the original distinction between Us and Them began to fade away. The ensuing relationship shaped their co-constructed social reality, in a long process of extending trust beyond the family circle.  相似文献

Abstract

Trust matters profoundly for many dimensions of political life. In this article we focus on political trust: how the trust or mistrust citizens have toward the political process, politicians and government affects politics. Prior research has shown that political trust influences such crucial dimensions of politics as the basic legitimacy of government, political participation, voting behavior, compliance with government, and reform orientation. In this article, we seek to answer three major questions. First, is political trust declining in Japan? Second, we are interested in exploring the determinants of trust and distrust in politics: why do people lose trust in politics? What kinds of voters lose political trust? Third, we explore the consequences: what happens when people lose trust in government and politics.  相似文献

SUMMARY

The object of this article is to illustrate the extent to which continuing education can be applied as a public relations instrument in alumni relations. Alumni as a prime target group in any university's public relations programme can exert an influence on the university. Apart from their own direct involvement in the canvassing of funds and students, alumni can also exert a meaningful influence in the interest of the university as opinion leaders and decision-makers within the community.

In carrying out a public relations programme, the public relations instruments must be made available to the university in such a way that alumni may be reached to best advantage. The connection between alumni and their university must be strengthened by involving them substantially in the prime concern of the institution – namely education.

In the article, it is suggested that continuing educational programmes aimed at alumni are ideal public relations instruments for supplementing existing programmes.  相似文献

ABSTRACT

How do personal encounters with legal institutions shape citizens’ confidence in those institutions throughout sub-Saharan Africa? Using Afrobarometer’s cross-national citizen survey, we show that negative first-hand experiences with government courts and police erode citizens’ trust in those state institutions but do not tend to disrupt citizens’ perceptions of their authority to arbitrate or enforce the law. Individuals from diverse demographic backgrounds imbue state institutions with the right to perform their governance and law-enforcement duties, even after experiencing institutional incompetence or injustice. This article advances existing comparative research on legal institutions, which tends to conflate trust and legitimacy and overlooks the distinction between de facto performance and de jure authority. We suggest that rule-of-law institutions have deeper roots than some scholars have previously supposed.  相似文献

ABSTRACT

Public relations is defined as the management of communication. However, the theory and practice of public relations are based on a modernist understanding of organisation. Alternative perspectives on the societal and organisational role of public relations are limited. This article explores the contribution of a postmodern critique of public relations, and the differences between modernism and postmodernism, particularly in organisational context. The current debate between critical theory and postmodern critique is also reviewed. Postmodernism is particularly critical of the public relations focus on strategy and management. It rejects the manager as a rational being who has the ability to determine organisational outcomes through strategies, which are viewed as discursive techniques used to enhance the power of some corporate actors. Modern public relations is a hegemonic practice that interpellates practitioners into the system to legitimise the perspectives and actions of corporate managers as objective knowledge, particularly through discursive practices in organisational media. Finally, the media relations role of public relations is critiqued for its creation of a hyperreality that leads to the creation of a hypercivilisation that has no factual existence. This article concludes with suggestions for a postmodern research agenda and defends the simultaneous use of critical and postmodern theory.  相似文献

This article links the NATO enlargement debate to the course of civil‐military relations in the Czech Republic and Slovakia. After a general analysis of civil‐military relations and the media, it looks at the NATO membership issues discussed across seven dimensions and their impact on relations between civil society and the military. Abstract

This introductory article to the special issue on ‘Trust and Mistrust in Contemporary Japan’ lays out key trust concepts used in social science research. It then turns towards the Japanese case, summarizing important research on the notion of trust and Japanese politics and society, according to which trust levels are comparatively low. The subsequent part provides an overview on the case studies that scrutinize issues related to political trust in particular. As the contributions invariably point to low levels of political trust, we finally reflect on problems in Japan's politics in relation to the notion of trust.  相似文献

Abstract

This study identifies attributes that are perceived by online communicators as contributing to the effectiveness of corporate online communication. A marketing public relations (MPR) perspective is applied to assess the contribution of credibility, trust and long-term relationships to effective corporate online communication.

Q methodology is used as the research method and Q sorting as the means of data collection. Credibility, trust, long-term relationships and their composite factors are tested among 20 communicators and 20 receivers of corporate online communication. The participants' sortings of statements are first compared by means of Q factor analysis and then analysed. Four factors are ultimately identified that are perceived to contribute to effective corporate online communication by communicators and receivers: trust, responsibility, efficiency and meaningful relationships.  相似文献

Abstract

Public relations is essentially a communications function concerned with relationships, image and image development and it is from this perspective that the subject is viewed. A literature survey of the use of public relations in tourism indicated that no structural theoretical framework for its application in destination image development has been postulated. This was found to be the case in both tourism and public relations literature. In this article, such a framework is devised. Adapting an existing open-systems public relations model to represent the process of establishing a tourism relationship between a tourist-generating country and a tourist destination does this. This model was used as the foundation for formulating a public relations strategic framework.  相似文献

Despite a scholarly consensus that hegemony is exercised primarily through the use of coercion and positive inducements, scholars of international relations have devoted little attention to how dominant states choose between these influence tools to impose their desired international order on weak but recalcitrant states. This article presents an analytical framework to examine the determinants of such choices. In doing so, it develops three alternative theoretical models of international order enforcement from extant international relations literature and offers a preliminary assessment of their relative merits by way of a comparative study of two cases drawn from the nineteenth-century Pax Britannica. This plausibility probe shows that social conventions can play an important role in the choice of enforcement strategies and that neither realist nor domestic-politics explanations offer useful general models of the enforcement of international order.  相似文献

Abstract

The Treaty of Portsmouth could not solve all the diplomatic problems between Russia and Japan, and dissenting voices were heard in both countries. Nevertheless, Russo-Japanese relations went in the direction of not only normalization, but also building an alliance. That radical change from hostility has not often happened in history and needs careful research, in particular the early stages of this process after the conclusion of the Treaty of Portsmouth. The construction of an alliance was not the primary goal at the beginning of Russo-Japanese negotiations after the war between the two nations. This goal appeared during the process of solving different problems, and so the international situation is extremely important to understand changes in Russo-Japanese relations. This process had several facets. First, there was the deterioration in Anglo-German relations with a corresponding realignment of British policy towards Russia. Second was the resolution of problems in Central Asia between Russia and Great Britain. Third, there was the mutual interests Japan and Russia had in China, in particular rail interests, which were related to the organic unity of the northern part of the Russian railroad in China. Finally, Russia had the desire to keep relations with France as a corner-stone of foreign policy.  相似文献

Abstract

This article investigates the complex relations between heritage and memory through an analysis of the UNESCO World Heritage ‘Sites of Japan’s Meiji Industrial Revolution’ and its component Miike coal mine. When discussing this World Heritage Site, scholars and the media have focused on the diplomatic controversy over the history of forced labour between Japan and South Korea, interpreting it as a new example of a dispute over history in East Asia. However, this understanding oversimplifies the relations between heritage and memory. Based on fieldwork research and documentary analysis, this article investigates the diversity and complexity of the collective memory of Miike coal mine from a local perspective. The results show that there is a sharp dissonance between the World Heritage story and some of the ex-miners’ memories, which focus on the negative past, fu no isan. Documentary analysis shows that fu no isan has two different but closely related meanings: negative legacy and negative heritage. Fieldwork research reveals that the various commemorations of fu no isan in the local community, mainly based on ex-miners’ social networks, constitute a form of vernacular memory, independent from the official memory of the World Heritage. Finally, I conclude that heritage can be public memory, rather than just official memory, as long as it is open to plural memories of the past.  相似文献

Abstract

Recent research has demonstrated that, for young adults, officers’ accommodative practices are potent predictors of civilians’ attributed trust in the police, and their perceived likelihood of compliance with police requests. The present study continued this line of work in the African nation of Zimbabwe and in the United States. Besides differences between nations, results revealed that for US participants, officer accommodativeness indirectly predicted civilian compliance through trust. For those in Zimbabwe, however, only direct relationships were found – between officer accommodation and civilian trust, and between accommodation and compliance. The theoretical and practical significance of these are discussed.  相似文献

Abstract

The main aim of this article is to investigate the challenges facing public relations professionals in building organisation–public relationships (OPRs), by means of an overview of related modernistic literature, mainly within a modernistic paradigm. Dominant business developments have historically impacted the broader role of public relations in organisations and society, and it is maintained that the change in the domain of public relations to a relational perspective is yet again a consequence of the efforts by business to survive in the new millennium. There can be no doubt about the strategic importance of relationships to the survival of organisations and to public relations. A relational approach to public relations has major strategic value, and embracing its challenges is vital for the profession. The relational approach offers a two-fold opportunity to public relations professionals, namely to confirm their contribution to achieving organisational goals through the measurement of their relationship-building efforts, and the prospect of realigning themselves with other business functions in the organisation. The main objective of this article is to review the change in the domain of public relations to a relational perspective, and to investigate the current challenges facing public relations professionals in building mutually beneficial OPRs on the basis of the relational perspective of public relations.  相似文献

Abstract

Trust between civil society and the state is a necessary pre-condition for successful public policy in advanced industrial democracies. It is all the more important following a mass catastrophe that affects hundreds of thousands and upends the rhythms of daily life across the country. Choices made by the Japanese government and energy utilities during and after the compounded 11 March 2011 disasters damaged relationships between civil society, utility firms, and the government. This article looks at how decision makers in Japan continue to struggle with a trust deficit and how that gap has altered the behavior of non-governmental organizations (NGOs) and civil society as a whole. Residents will continue to resist what they see as flawed disaster recovery and nuclear restart processes unless the political system undergoes major reform.  相似文献

Recently, attention has been drawn to the close relations between the Palestine Liberation Organization (PLO) and the ruling Sandinista regime in Nicaragua. The support, training, and arms furnished by the PLO to the Sandinistas and like‐minded revolutionary movements in surrounding Central American countries have often been cited as proof that Nicaragua has been transformed into a base for international terrorism in the Western Hemisphere.

This article assesses the relationship between the PLO and the Sandinistas. In particular, it examines the geopolitical dimension of this relationship, that is, the extension or transposition of the conflict between the PLO and Israel in the Middle East to Central America. In this respect, PLO support and assistance to the Sandinistas and other revolutionary movements in surrounding countries has served as a counterbalance to Israeli support and arms sales to Nicaragua's neighbors in Central America.  相似文献

ABSTRACT

Drawing on international political sociology, this article shows how the merger of development and security has become part of the ideational architecture that facilitates a new ‘feel-good’ militarism in Africa. Contemporary international reform efforts are designed to restrain military power in the name of development, democracy and civilian oversight, but also to strengthen the coercive capacities of African security institutions and make them more efficient in the global fight against violent extremism. Such defensive development efforts have implications for the historically problematic relationship of the African state with modern forms of organised force, reconfiguring and recalibrating relations and dynamics between the state, military forces and external actors. The article concludes that defensive development is fraught with combative contradictions and risks becoming the handmaiden not only of increased militaristic violence, but also of oppression and the restriction of freedom and democracy.  相似文献

In international relations, ideas matter. Not only are ideas important, and rooted in a relationship with interests, but present ideas are shaped by the outcome of past ideational battles. It is the impact of conflict between the ideas of the early 1990s upon the present that concerns this article. The first section of this article suggests that ideas matter. The second then examines the interplay of those ideas of European security in the early 1990s. The third and fourth sections trace the inevitable move to NATO enlargement that arose as a consequence. The protracted war in Iraq has exacerbated existing tensions and dysfunctional elements inherent in American civil-military relations. Many in the national security community were worried that civil-military relations were far from satisfactory well before the war.1 For too long this dimension of “the American way of war” had been allowed to drift without resolution. The Iraq conflict could result in a further deterioration in this crucial component of strategic effectiveness due to mutual “scapegoating, blame-avoiding and willful institutional refusal to recognize and act on the sources of defeat.”2 This essay explores the current precarious nature of civil-military relations in this country. It also explores the emergence of a “stab in the back” thesis among the military community, and various issues raised by the ongoing Long War. Based on this evaluation, the article concludes with some proposals to remedy or lessen the strains that exist today. These remedies seek to better define the compact and code of conduct that governs the overall relationship between the masters of policy and the dedicated servants we ask to carry out those policies.  相似文献
