China and the Changing World——Summary of the International Seminar in Commemoration of the 30th Anniversary of the CICIR(Part Ⅱ)

China Institutes of Contemporary International Relations (CICIR)hosted an international symposium on China and the Changing World on September 4-5, 2010 to commemorate its 30th anniversary. Four panel discussions were held on China-U.S. relations, the emerging powers,China-Europe relations and Asia-Pacific cooperation. A summary of the discussions and the concluding speech by CICIR President Cui Liru are as follows.

To celebrate its 30th anniversary,the China Institutes for Contemporary International Relations hosted a two-day seminar titled"The Changing world and China"on September 4-5 in Beijing.The fast-day seminar was held in the Shangri-la Hotel.Mr.Zhang Zhijun,Chinese Vice Minister for Foreign Affairs gave the keynote speech.Over seventy scholars from the United States,Russia,France,Romania,Japan,Korea,Australia,Singapore,Turkey,Pakistan,India,South Africa and China attended.     

Congratulations on the 50~(th) Anniversary of the Beginning of Diplomatic Relations between China and African Countries

This year marks the 50th anniversary of the beginning of diplomatic relations between China and African countries. Over the past half a century, with the joint efforts by the leaders and peoples of China and Africa, the friendship between China and Africa has been increasingly consolidated and the relations between the two sides have grown to a new high. In November this year, the Beijing Summit and the Third Ministerial Meeting of the China-Africa Cooperation Forum will be held in Beijing to discuss the further strengthening of the relations and cooperation between China and Africa. Reform of the United Nations and Transformation of the International System

The reform of the United Nations is closely related with the transformation of the International system. The United Nations has made great success since it started a comprehensive reform in 2005. Such a reform is necessary both for the transition of the largest international organization in the world and transformation of the international system. Diversity of the Model of Development and the Choice in the Harmonious Development

Since the end of the cold war, the world has undergone extensive, complex and profound changes. The features of such changes are multi -polarization, globalization and diversification. These three features are interconnected and closely linked. They influence each other and promote each other. Muhipolarization, globalization and diversification are still in the process of development, and are therefore fluid and constantly changing. Generally speaking, the development of the world situation is in favour of world peace and stability. But in the process of multi-polarization, globalization and diversification, various unprecedentedly complicated contradictions and new problems crop up, so we still need to jointly and appropriately handle the situation.

Nationalist Politics at the Crossroads: The Basque Nationalist Party and the Challenge of Sovereignty (1998–2014)

In the past two decades the Basque Nationalist Party's political strategy has exemplified its historical oscillation between, on the one hand, a more radical claim to Basque sovereignty supported mostly by nationalist forces and, on the other, a comparatively more moderate Realpolitik aimed at achieving higher degrees of regional autonomy and cross-party consensus as a means of more gradual Basque nation-building. In contrast to the mainstream interpretation forwarded by the media and other political parties, the main difference between the relatively more radical or moderate strategies of the PNV is not a higher or lower ideological profile of the claim for Basque sovereignty but a different strategic decision concerning the problem of how to bring together the struggle for sovereignty and the reality of Basque pluralism.     

“(O)n the side of justice and peace”: 1 Canada on the League of Nations Council 1927–1930

Although very much an international novice, Canada secured election to the League Council in September 1927. It did not, on the whole, have a notable impact on its proceedings. Its people, too, were little moved by its presence at Geneva. And while its Prime minister enjoyed his one visit to the League, his scepticism about it remained undimmed. Nonetheless, its three-year Council term had a number of important consequences. It engineered what was on the face of it a significant amendment to League procedures regarding minorities. The experience and horizons of its Department of External affairs were widened. It became accepted that a Dominion—or India—should always sit on the Council. Its status—and that of the other Dominions—as states equal with Britain was underlined. And by demonstrating that it was not in Britain's pocket, Canada's political standing was greatly enhanced. Internationally, it had arrived.     

Views of China and Europe on the New Order of the World

The 7^th Sino-German Security Dialogue Seminar is focused on ＂China, Europe and a new world order＂. Our discussions should include the world order in general, as well as in-depth exchanges on specific issues in the area of international relations that both countries deem important. I want to get to the point directly by stating a basic point： although many factors in the international politics continue to change, as old challenges still exist and new challenges keep cropping up, there still remains a cornerstone for the world order, which is the Unites Nations. This is a starting point very close to the real politics： we must advance the international politics within current structure, and I would like to stress that such international politics must be international politics for peace.
