During the late 1970s, Turkey experienced a major campaign of political terrorism that was waged by a multiplicity of leftist, ultranationalist, and separatist groups. Between 1976 and 1980, more than 5000 people lost their lives in hundreds of terrorist incidents. The steady escalation of violence amidst a major political and economic crisis undermined the country's fragile democratic system and paved the way for a military coup in September 1980. This study examines the origins and growth of the terrorist movement in Turkey, the main characteristics of political violence, and the causes of the dramatic escalation of terrorism in the late 1970s. The study suggests that although state-sponsored terrorism against Turkey facilitated the rapid proliferation of leftist, rightist, and separatist armed extremist groups, the drift into total terrorism was largely the product of domestic political and social developments.  相似文献

Does more representative government improve states' ability to fight domestic terrorism? In prior work, democracies are seen as more susceptible to terrorism because their respect for human rights prevents them from fully eliminating terrorist groups. However, such extrajudicial aggression could also alienate large portions of the population and create the ideal conditions for an insurgency. I argue that since terrorism is the lowest-capacity form of political violence, it is natural that states that do best at deterring political violence experience the most terrorism. While representative democracies should see terrorist groups initiate spells of attacks at a greater frequency, full political representation should also galvanize major political actors to unite and eliminate terrorist threats. I test this assertion through statistical models that treat the process of terrorist group initiation and its duration and intensity separately. Results not only show that less consolidated democracies and autocracies experience longer and more intense terrorist campaigns, but that, in support of the theory's mechanisms, groups are more likely to shift to terrorism from insurgency when their political base gains more political representation. The results call the division among research programs of various political violence types into question.  相似文献

This article examines the incidences of Islamic radicalisation and violence in Ghana. It explores socio-economic and political dynamics, doctrinal and interpretational differences as sources of Islamic radicalisation and violence among the three major religious groups, namely, Al-tijaniyya Movement, Ahlussunna Waljama'a and Ahmadiyya Movement. The paper further explores how diverse factors such as preaching methodologies, external financial support, the presence of a youth bulge and different doctrinal and interpretational approaches to the concept of jihad serve as drivers of radicalisation and possible mutation into violence. Based on extensive empirical research, it argues that, while identified trends, intensity and frequency of incidences of radicalisation and violence among the three religious groups are, first and foremost, motivated by a struggle for doctrinal pre-eminence, they also have the tendency to undermine national peace and security.  相似文献

After the dramatic failure of the socialist Turkish Labour Party in the election of 1969 many extremist left-wing ideologists seemed to regard terrorism as a legitimate method of achieving their objectives. Cayan, for instance, made it clear early in the 1970s that he considered that there was no alternative and that political power had to be obtained through the methods of armed violence. Although one of the main factors responsible for political violence was the autocratic state tradition and the rigid understanding about prevention of political terrorism and violence, the major political parties also failed to play a constructive role in protecting democracy in Turkey. The left in the period of 1960-80 claimed that parliamentary democracy in Turkey was a device to perpetuate social injustice and backwardness, allowing the upper classes to enrich themselves by maintaining semi-feudal relations in society while the right-wing groups considered that democracy had destroyed the traditional social order and its values, allowing the left the freedom to subvert and undermine the national integrity and character. In this framework, this article assumes that these bloody years in Turkey have many lessons for preventing revolutionary terrorism in a pluralistic environment.  相似文献

ABSTRACT

Missing from the political violence literature is an in-depth and systematic examination of the effects of terrorist assassination on state political institutions in repressive regimes. By broadening the scope and depth of empirical research into terrorist assassinations, the potential exists to enhance our understanding of the outcomes of assassination by terrorist actors as well as our overall understanding of political violence in repressive regimes. Utilizing survival analysis and data from the Global Terrorism Database, the Polity IV Project, and the Political Terror Scale, this project focuses on the post-terrorist assassination institutional outcomes in repressive regimes. While the effects are long-term, the most repressive regimes are the most likely to experience political institutional shifts in the wake of terrorist assassinations. The direction of the institutional shifts is mixed, but results indicate that the level of state repression in existence prior to a terrorist assassination matters to post-terrorist assassination outcomes.  相似文献

During the 1990s, Egypt fought a bitter campaign against militant Islamist groups in which over a thousand people died. Since the end of the insurgency in 1997, Egypt's two fiercest Islamic terrorist groups, first the Islamic Group (Al-Gama‘a Al-Islamiyya) and then Islamic Jihad, not only ceased their violent activities but also produced and published texts revising their religious beliefs on the use of violence. Based on the counterterrorism experience of Egypt, this paper defines and describes a counterterrorism strategy of ideological reorientation. We define ideological reorientation as a counterterrorism approach that seeks to change core ideological or religious beliefs of the terrorist group, thus bringing the beliefs of group members in line with societal norms. While we cannot causally attribute the groups' decisions to lay down arms to ideological reorientation versus other regime actions (like repression), the Egyptian experience is highly suggestive. First, it indicates that the ideology of religiously-based groups is not exogenous and fixed, as is often assumed, but rather endogenous and flexible. Second, the Egyptian experience suggests that ideological reorientation may be more effective at stemming militancy in the long run compared to rival approaches.  相似文献

The internecine warfare in the former Yugoslavia has radicalised many Islamic movements in the region and facilitated close links between local Balkan groups and Middle East states as well as terrorist organisations. This article examines the spread of militant Islamic fundamentalism in the Balkans as well as in Kosovo, Macedonia, Bulgaria, Turkey, and Albania. The scope of linkages between Balkan Islamic movements and Iran pose serious concern for Western governments as a long‐term threat to any stability and democratisation in the Balkan region as it has intensified illegal activity throughout the area and heightened irredentist claims.  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

ABSTRACT

On 11 January 2016, 1128 academics in Turkey and abroad signed a petition calling on Turkish authorities to cease state violence in mainly Kurdish populated areas of the country, which had been under curfew and an extended state of emergency. The petition received an immediate reaction from President Recep Tayyip Erdo?an, who accused the signatories of treason and terrorist propaganda. He subsequently demanded that public prosecuters launch an investigation. Criminalisation of the petition has been exacerbated by disciplinary action by universities against many of the signatories. Many have suffered insults, arrest, detention or suspension as a result of the ensuing smear campaign. This massive crackdown on academic freedom has been masked by discourses of counterterrorism, which have also been deployed to criminalise dissent more generally in Turkey as a part of a process of rapid “democratic retrenchment” since 2013. This article is an attempt to put the criminalisation of academics within the larger framework of human rights violations, increasing curtailments of academic freedom and rising authoritarianism in Turkey. It argues that the prosecution of the signatories of the petition is an extension of an established tradition of targeting academic freedom in times of political crisis in Turkey but is also a product of growing authoritarianism under the ruling party and President Erdo?an. It shows that counterterrorism laws can be extended far beyond eliminating security threats by instrumentalising them to suppress dissent in a declining democracy.  相似文献

In this article I ask the question: how do citizens use memories of violence in dialogue with a democratizing Turkish state? To address this, I unpack how memories of violence influence solidarity communities in addition to those who are direct descendents of survivors. I also examine how these solidarity communities are widening political space for contemporary dialogue about the Armenian Catastrophe. To demonstrate the connection between memory and political participation, I identify three discursive moments where Turkish and Armenian citizens invoke memory in dialogue with one other and with the state. I use the 2009 online campaign for a Turkish apology to address the Armenian Catastrophe, the aftermath of the murder of Hrant Dink in 2007, and a controversial 2005 academic conference on the events of 1915 as focal points to discuss how memory impacts the way people behave as citizens. My argument is twofold: first, elite-led solidarity networks play an integral role in shaping the discursive space between citizens, the state, and the international community; and second, dialogue about memory can grow space for citizen participation in Turkey.  相似文献

The present article analyzes the discourse employed by the left-wing nationalist movement in Spain's Basque Country to legitimize the use of street violence for political ends. I distinguish four “faces” of legitimation (“ex ante” vs. “ex post,” “for us” vs. “for others”) and argue that in a situation of radicalization of politically inspired (terrorist) violence, the discourse developed to justify violent action is principally meant for the organization's own following, and less to communicate with the outside world. Basque militants claimed that their strategy of political and military radicalization in the 1990s had been responsible for recent political successes of their movement.  相似文献

What do we learn from Turkey and Tunisia regarding the relationship between political Islamism and democratization? Variables identified by current research such as autonomy, “moderation”, and cooperation with secular actors can cut both ways depending on various political-institutional conditions and prerogatives. Particularly, the article argues that preoccupation with “conquering the state from within as opposed to democratizing it” has been a key priority and intervening variable undermining the democratizing potential of the main Turkish and Tunisian political Islamic actors – primarily the AKP and Ennahda. These actors have prioritized acceptance by and ownership of their respective nation states over other goals and strategies, such as revolutionary takeover or Islamization of the state and confrontations with state elites. This has led to a relative neglect of designing and building institutions, whether for Islamic or democratic transformation. Hence, while contributing to democratization at various stages, these actors have a predisposition to adopt and regenerate, reframe and at times augment the authoritarian properties of their states. Research should ask how secular and religious actors can agree on institutions of vertical and horizontal state accountability that would help to address the past and present sources of the interest of political Islamists in conquering rather than democratizing the state.  相似文献

Abstract

The attitude of Turkish officials toward the US nuclear weapons deployed in Turkey for over four decades has been static. Officials have understandable arguments, based on their threat analysis, as to why these weapons should be retained in Turkey. However, since the 9/11 terrorist attacks, the international security environment has undergone radical changes. The classical deterrent value of nuclear weapons no longer applies with these emerging threats. At the same time, there is an increased probability of unauthorized use of crude radiological devices or nuclear weapons by terrorist organizations. In addition to increased security at storage sites, bolder steps must be taken by concerned countries to get rid of nuclear weapons. Such steps should begin with drawing-down US nuclear weapons deployed in allied countries including Turkey.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

Adam Gadahn's Abbottabad letter offers a rare opportunity to examine how this Al Qaeda Senior Leadership (AQSL) media operative and spokesman conceptualizes and executes media warfare. In this article, I first introduce, depict, and employ the author's Terrorist Quadrangle Analysis (TQA) as a useful heuristic for conceptualizing and representing the four interrelated components of the AQSL terrorist enterprise: political objectives, media warfare, terrorist attacks, and strategic objectives. This TQA construct is then employed to conceptualize Gadahn's media warfare acumen. Gadahn is shown to be an adept communications warfare operative who conscientiously disaggregates and evaluates key target audiences, messengers, messaging, and media. Gadahn's vehement critique of select “jihadi” groups, in particular Tehrik-i-Taliban (TTP), al-Shabaab, and the Islamic State of Iraq (ISI), is then described. Key here is how and why Gadahn denounces their indiscriminate, murderous terrorist attacks on Muslim non-combatant civilians and other protected persons as effectively subverting his intended AQSL media warfare strategy and undermining AQSL strategic and religio-political objectives. A concluding section briefly summarizes these chief findings, offers select implications for scholarship and counter-AQSL messaging strategy, and identifies study limitations.  相似文献

This article examines the contemporary Islamic trends in post-conflict Sierra Leone (through 2009) against the background of international concerns that the country might become a haven for religiously-inspired violence. It argues that there is some evidence that prolonged economic impoverishment and foreign religious influences, especially from Saudi Arabia and Iran, have led to a reinvigoration of Islam in post-war Sierra Leone. Though this reinvigoration has resulted in the visibility of more purist strains of the religion, there are no indications that the Sierra Leonean Muslim groups are actively participating in any worldwide jihadist network or will engage in large-scale religiously-inspired extremism and violence. The recent history of the country indicates that attempts to mobilise religious sympathies for political ends in Sierra Leone have been short-lived and largely unsuccessful  相似文献

In theory, terrorism is a political communication strategy for groups to convey their grievances and the costs of ignoring them. In practice, though, terrorist groups take responsibility for just a small portion of their attacks. Rather than getting credit for the violence, terrorist leaders generally deny their operatives committed it. This theoretical and empirical disconnect may explain why scholars have ignored the subject of unclaimed attacks despite these being the norm. With a mixed-methods research design, our study helps to fill this lacuna by proposing and testing a new theory to help account for variation in which attacks are claimed.  相似文献
