This article presents a critical discourse analysis of the discourse surrounding education, international development and security in Khyber Pakhtunkhwa, North-West Pakistan. The article notes the dissonance between a discourse emphasising global security and the experienced insecurity faced by schools and students in North-West Pakistan, under attack from the Pakistani Taliban (the most notable attack being the shooting of Malala Yousafzai in 2012). This analysis examines the impact of securitisation on the discursive production of the political realm, exploring whether securitisation engenders security or insecurity. Three key findings emerge. First, the purpose of securitised education becomes fixed on ‘mindset transformation’ from an extremist mindset to an educated mindset. Second, students are transformed into soldiers fighting against extremism as education becomes weaponised. Third, the discourse blurs the distinction between the uneducated and extremist, and the figure of the ‘threatening, uneducated Other’ emerges. The discursive production of such oppositional subjectivities throws into question whether the international community’s intervention in education in North-West Pakistan, in order to improve security and fight extremism, is not in fact producing greater insecurity.  相似文献

The Organisation for Security and Co-operation in Europe (OSCE) has rarely been considered in scholarship on gender and security, even though it was one of the regional security organisations whose gender policy predated the United Nations Security Council’s call for more international attention to issues related to women, peace and security in October 2000. Based on an analysis of official OSCE documents and on semi-structured interviews, we trace the integration of gender issues in the OSCE and explore the rationale behind and the challenges associated with it. We identify two phases of gender policy change in the OSCE and show how the integration of UNSCR 1325 brought about an expansion of OSCE gender policy from an exclusive focus on “soft” security issues towards increased inclusion of gender in the area of “hard” security. Drawing on historical and feminist institutionalism, we argue that reform coalitions were crucial for the policy changes in the OSCE but that they encountered institutional and ideational barriers, which hampered implementation of the gender policy. In light of rising opposition, our analysis warns of a backlash that might jeopardise current achievements.  相似文献

The United Nations [UN] came into being following the Second World War. Resembling earlier efforts of co-operation by the most powerful states of the international system, it was an attempt to effect global governance through the maintenance of international peace and security amongst states. However, led by its main executive organ, the Security Council, the UN has been unable to prevent and effectively deal with armed conflicts and mass atrocities in a number of situations. Over the years, the inability of the UN Security Council to take collective action has resulted in its ineffectiveness in dealing with war and humanitarian crises. This situation has led to calls for Security Council reform and has generated several initiatives to that end. This analysis discusses major shortcomings of the Security Council, analyses prominent reform initiatives, and introduces a proposal, the “Two-Layered Regional Model,” for Security Council reform.  相似文献

France is one of the most prominent European military powers and a strong proponent of an independent European military capability. Yet, France’s actions since 2009 suggest that it may be prioritizing the transatlantic relationship over the development of the European Union’s Common Security and Defence Policy. Does this signal a fundamental Atlanticist shift in the way that France envisions its future defence and security, or does it simply signal a temporary re-evaluation of French Europeanist security ambitions? Our analysis attempts to answer whether there is presently an Atlanticist shift evident in French foreign policy, and whether any such shift is rooted in a desire to preserve French influence through international institutions such as the North Atlantic Treaty Organization. This paper combines elite interviews with content analysis of French media comparing the current time with the mid-1990s to determine whether there is a shift in how defence and security issues are discussed and, if so, whether that signals a fundamental change. We find that, while there is a shift, it does not necessarily indicate a more Atlanticist posture, but suggests rather a pragmatic move to further French security goals through the most effective institutional mechanisms available.  相似文献

International land “acquisition” or land “grabbing” has become a global phenomenon in which India plays an increasingly important role. While there is a critical domestic debate regarding land deals within India — especially pertaining to the provisions of the Land Acquisition Act of 2014 — there is practically no such debate regarding international land deals by Indian companies in Sub-Saharan Africa. By applying a two-level discourse analysis, this article argues that the land discourse within India can be understood as a strategy of exclusion. By linking land issues with questions of “development,” the discursive strategies of powerful actors lead to the exclusion of the arguments of NGOs and others opposed to the land deals from the discourse within India. This strategy of exclusion is then taken to the extreme with the strategy of securitization outside India: land deals are linked to “food security,” as the example of Ethiopia highlights.  相似文献

Robert Kaplan's 1994 article, ‘The Coming Anarchy’ was a milestone in the literature on the links between environmental change and security. The article predicted that disease, corruption, overpopulation, scarce resources and climate change would plunge West Africa into pervasive conflict. Nearly a decade and a half—and several civil wars—later this article returns to West Africa to see to what extent Kaplan's predictions have come to pass. While West Africa may not have followed exactly the trajectory that Kaplan foresaw, he did correctly predict that climate change would be recognised as a threat to international security. This paper reviews in greater detail the development of conceptualisations of environment and security that influence current discussions over the potential impacts of climate change on security, paying particular attention to the ways in which West Africa is vulnerable to the impacts of climate change.  相似文献

The United Nations Charter confers on the Security Council prime responsibility for maintaining international peace and security. Yet these very concepts are undergoing radical change. More than the absence of war, peace has come to mean harmony both within and among nations. It has acquired a dimension far larger than the original State-centred notion of the Charter. Security connotes inclusion, cohesion, and integration - a sense of belonging to a society and a prevailing international order that is predicated on fairness and respect for differences and human dignity. Today, especially given the rise in conflicts of a non-international character, the Council musturgently review the appropriateness of existing instruments and traditional diplomacy. The author calls for better links between the UN, the Security Council, NGOs, and civil-society organisations; and proposes legal and practical mechanisms both to afford better protection to aid workers and to ensure that, when they are applied, sanctions regimes are effective means of placing pressure on those responsible for the abuse of power.  相似文献

When conflictive viewpoints are discursively strengthened, they develop into a ‘conflict discourse’ with a specific discursive structure which perpetuates conflict, like the discursive securitisation of an issue for varying audiences. When they are weakened, however, societal discourse can potentially change so that agreement becomes possible again, thus achieving discursive conflict transformation. This article analyses the Israeli and the Palestinian water discourse. On both sides, the dominant discourse structures underscore the conflictive issues regarding the distribution of water between Israelis and Palestinians, thus making communication, let alone negotiation, downright impossible. While Palestinians regard the natural water resources as sufficient in principle and the existing scarcity as entirely politically induced, Israelis perceive the natural water resources as absolutely scarce while receiving major de-securitisation impulses from the possibility of desalination. In the respective (minor) counter-discourses, however, possible starting points for dialogue and conflict resolution are visible.  相似文献

This article explores alternatives to prevailing state-centric and legalistic approaches to supporting local security and access to justice. It does so through a case study of an initiative developed by an international NGO in partnership with a group of traditional authorities in Somaliland. The initiative aimed at enhancing local security and access to justice, drawing on customary conflict resolution mechanisms and everyday strategies of self-securing. At the same time, the initiative was shaped by international input and liberal notions of human rights and human security. This approach entailed a renegotiation of both local ordering and international discourse. Drawing on our fieldwork, we examine the initiative as it has evolved since 2003, and discuss what it suggests in terms of prospects for international support to ‘non-state’ actors. In particular, the article draws attention to the potential of working with everyday local practices to enable social change rather than focusing narrowly on reforming legal systems (whether state or customary).  相似文献

Labelling the ‘other’ is one of the most relevant aspects in an armed conflict context. Summarising what the opponent is in one single expression is a strong rhetorical tool in any belligerent discourse. The use of the ‘terrorist’ label assumes a particularly powerful role in such a construction. Employing Ole Wæver's layered discursive structure, this article aims to study the discursive practices and political consequences associated with the use of such labels. The political implications of using the ‘terrorist’ label in regards to the Kurdistan Workers' Party (PKK) in Turkish politics will be analysed as an illustrative case study. The period under analysis extends from April 2007 to January 2008, corresponding to the escalation of a security discourse that led to the (brief) Turkish military incursion in northern Iraq in the winter of 2007–2008. The political exposure and intense usage of the ‘terrorist’ label in this period makes it particularly ripe for understanding the political discursive context that shapes Turkey's policies towards this protracted conflict. The focus on this period also sheds light on the political reasons underlying the intractability of this conflict.  相似文献

ABSTRACT

Increasingly, a diverse set of policy communities, including those with defence, development and environmental mandates, frame climate change as a security threat. Most often this discursive formation labels climate change as a ‘threat multiplier’. This framing, however, is vague, linear and leaves many questions unanswered regarding how institutions can develop and implement policy that addresses the joint challenges of climate change, conflict and security. Utilising a mixed-methods approach, and grounding data collection in US policy communities, this article examines how policy actors and institutions integrate climate-security discourses into policy processes. The objective of this research is to provide direct insight into how the discourses and technical understandings of climate-security transition into policy priorities and implementation realities. This research identified three common approaches to climate-security: (1) A challenge of adaptation and resilience; (2) A potent political argument; and (3) An issue of limited importance and feasibility. These approaches, however, are inconsistent across sectors and within organisations, suggesting a lack of cohesion and considerable challenges in identifying and responding to climate change as a ‘threat multiplier’.  相似文献

Policymakers, military strategists and academics all increasingly hail climate change as a security issue. This article revisits the (comparatively) long-standing “environmental security debate” and asks what lessons that earlier debate holds for the push towards making climate change a security issue. Two important claims are made. First, the emerging climate security debate is in many ways a re-run of the earlier dispute. It features many of the same proponents and many of the same disagreements. These disagreements concern, amongst other things, the nature of the threat, the referent object of security and the appropriate policy responses. Second, given its many different interpretations, from an environmentalist perspective, securitisation of the climate is not necessarily a positive development.  相似文献

The past decade has witnessed a growing interest among scholars of international relations, and global environmental governance in particular, in the role of transnational networks within the international arena. While the existence and potential significance of such networks has been documented, many questions concerning the nature of governance conducted by such networks and their impact remain. We contribute to these debates by examining how such networks are created and maintained and the extent to which they can foster policy learning and change. We focus on the Cities for Climate Protection (CCP) program, a network of some 550 local governments concerned with promoting local initiatives for the mitigation of climate change. It is frequently asserted that the importance of such networks lies in their ability to exchange knowledge and information, and to forge norms about the nature and terms of particular issues. However, we find that those local governments most effectively engaged with the network are mobilized more by the financial and political resources it offers, and the legitimacy conferred to particular norms about climate protection, than by access to information. Moreover, processes of policy learning within the CCP program take place in discursive struggles as different actors seek legitimacy for their interpretations of what local climate protection policies should mean. In conclusion, we reflect upon the implications of these findings for understanding the role of transnational networks in global environmental governance.  相似文献

This article analyses one specific instance of the use of targeted sanctions to combat the financing of terrorism by the European Union on behalf of the United Nations Security Council. The case raised a number of issues involving the use of sanctions against non-state actors and provoked a legal challenge at the European Court of Justice. These European court cases have been portrayed as a challenge to the use of targeted sanctions by the Security Council to maintain international peace and security. The fundamental critique here is that targeted sanctions must adhere to due process and the rule of law in order to protect individual human rights.  相似文献

Recent studies report that temporary members of the UN Security Council receive favorable treatment from the IMF, the World Bank, or in US foreign aid in exchange for their political support for permanent members. Nevertheless, few studies have examined whether this favorable treatment and these benefits have actually made any significant changes in the member states’ voting behavior in the United Nations. To explore this question, we investigate whether membership on the UN Security Council influences a state’s voting in the UN General Assembly. In the analysis of panel data for 197 countries over the period from 1946 to 2008, the empirical results show that elected members of the UN Security Council tend to behave similarly with permanent members, especially with the United States, as the number of loan programs signed with the IMF and the World Bank increases. Also, US foreign aid significantly increases temporary members’ vote coincidence with the United States and other permanent members. In this regard, this article contributes to our understanding of state voting behavior and power politics in international organizations.  相似文献

The phenomenon of foreign fighters has become a central issue to the ongoing conflict in Syria. This article explores how members of the public answer the question ‘Why do British citizens join the conflict in Syria’ on social media sites and in response to online news articles. Building upon research on everyday narratives of security and terrorism, we analyse 807 comments, and in doing so, we argue that online comments are important in producing the discursive environment for making sense of British foreign fighters and what should be done in response to them. We find that there is a tendency to view British foreign fighters as being purely motivated by religion, and there is also a belief that British foreign fighters should be responded to through exceptional measures. We discuss the implications of such perceptions, and we highlight how problematic misconceptions about Islam and Muslims are not just disseminated through elite and media discourse, but through everyday narratives published by members of the public online.  相似文献

The targeted sanctions adopted by the UN Security Council against individuals and entities suspected of association with terrorism are managed through procedures that infringe fundamental human rights, and there are no mechanisms for actual accountability. With the exception of the ECJ in Kadi, municipal and regional courts tend to consider the UN Security Council's resolutions and domestic measures implementing them outside the scope of judicial review. This article argues that the Security Council is bound to observe human rights even in the context of international security action, and that States are not exonerated from international responsibility for violations committed under the umbrella of Chapter VII resolutions.  相似文献

The Security Council summit meeting of 31 January 1992 was supposed to be a momentous event that would determine the course of the world body and international peace and security in the post-Cold War era. Despite high expectations, though, the actual meeting did not produce much more than a broadly-phrased declaration of good intentions. The article examines the hypothesis that the meeting had a dual agenda, with a hidden as well as a public part. It is argued that the main item on the hidden agenda was the confirmation, beyond any doubt or potential challenge, of Russia as the rightful successor to the USSR permanent seat on the Security Council. This suited well the weakened major remnant of the former Soviet Union as well as the other permanent members of the Security Council, especially the UK and France, who had good reasons to want to defer indefinitely any reexamination of the Council's composition and powers.  相似文献
