This study examines differences in Mozambicans mens' and womens' experiences of living in refugee camps in Malawi late in 1990. The aim is to identify the differences in impact by gender in assistance policies and programs. In early 1991 there were an estimated 1 million Mozambican refugees in Malawi. This study is based on quantitative and qualitative data collection. The study sample included Chiumbangame and Mwawa in Mangochi District (refugee camps) and Ntcheu (settlements integrated with Malawi's population). Findings indicate that 17% of the 2006-person sample were female-headed households. Men in general had more years of schooling than women. 34% of the women and 47% of men completed at least 1 year of school and 10% of women and 24% of men completed 2 years. At all ages boys were more likely to be enrolled than girls. 4.1% of the 847 persons over 18 years old were receiving some training, but only 1 person had increased household income due to training. Refugee income was nil for women and about 20 cents/day for men. The mean daily income for individuals from female headed households was about half that of income from male headed households. Women were more likely to be working and spent more time in productive work than men. Women worked in household maintenance. Women in income programs gave housework chores to younger females in the household. The income programs were of low quality and products had low marketability. Girls helped with housework from an early age, while boys helped as teenagers. 44.2% of female headed households and 34.9% of members of male headed households reported health problems. This study identifies the ways in which refugee policy worsens gender inequalities in economic production and work burden.  相似文献

This article argues that the relationship between political institutions and foreign direct investment is both nonlinear and conditional upon status quo policies. The empirical analysis demonstrates an inverted U-shaped relationship between political institutions and foreign direct investment in developing countries, with four veto players being the most attractive institutional arrangement. Countries with too few or too many veto players are not favored because of either high policy uncertainty or high policy rigidity. In addition, the benefits and costs of credibility and flexibility vary in good times and hard times. The benefits of maintaining status quo tend to outweigh the costs in countries with good initial regulatory environment. The costs of maintaining status quo tend to outweigh the benefits when countries are more vulnerable to exogenous shocks.  相似文献

This article investigates off-farm work decisions by smallholder farm households. Using data on 1,101 households from Burkina Faso, it demonstrates that in addition to the usual household socio-demographic characteristics, remittances, access to information and beneficiary of specific training affect off-farm work decisions, as well as rainfall factors and idiosyncratic health shocks. Community characteristics such as accessibility and number of inhabitants are also key factors. While suggesting that off-farm work is less likely to be undertaken for accumulation purposes, these results have important policy implications. In particular, policy measures should consider each segment as a separate entity.  相似文献

Many studies show that democracy promotes freer trade. However, because they typically focus on “at-the-border” barriers such as tariffs, we know little about democracy’s effects on “behind-the-border” barriers such as discrimination in government procurement. We address this question by asking how democracy affects governments’ incentives to discriminate against foreigners when buying goods and services. We argue that “buy national” policies have unclear costs and are harder to attack than policies that visibly interfere with consumers’ ability to buy foreign goods. This makes such provisions more attractive than tariffs to democratic leaders seeking reelection. We thus hypothesize that democracy leads to lower tariffs but to greater discrimination in public procurement. We support this hypothesis with an analysis of procurement and imports in 138 countries from 1990 to 2008. Our results imply that a full understanding of the democracy–trade policy relationship requires attention to increasingly prominent behind-the-border barriers to trade.  相似文献

While fighting insurgency, both state and non-state groups depend on the local population for valuable resources such as food, intelligence, and security. By using a repertoire of subsistence coping mechanisms available to households in the context of the local political economy as an indicator of grievances and mechanisms of interactions between local households and the state and insurgents, district level data from Nepal on Maoist conflict is used to test hypotheses regarding state and insurgent violence. The analysis confirms that the state was more likely to kill people in a district where the number of households that borrowed to cope with subsistence was high. The Maoists were more likely to kill in a district with a higher number of subsistence sufficient households.  相似文献

In rural Sri Lanka, remittances from housemaids working in the Middle East figure prominently in household livelihood strategies. This article examines the impact of housemaid remittances on living standards and suggests measures to maximise the benefits of remittances for recipient households while minimising the personal and financial costs of migration. The effectiveness of migration as a household strategy depends on a decent overseas job with a reliable income, a reduction in the costs of migrating and remitting, and the responsible management of household welfare and finances by recipients, including the maintenance of local income sources while the migrant is away.  相似文献

Using a case of a dairy cooperative in Bhutan, this study investigates how social capital enhances individual household income and community development in rural areas. It also examines the influence of cooperatives in social capital formation. The study finds that social capital facilitates households that are resource-constrained by working together to reduce costs through economies of scale, enhancing information accessibility, building confidence, and strengthening teamwork. It fosters not only an improvement in the livelihoods of cooperative members, but also provides a positive influence for non-members and the community as a whole. The study also reveals that cooperatives influence formation of three forms of bonding, bridging, and linking social capitals. While bonding social capital facilitates strong teamwork among the members, bridging and linking social capitals connect the cooperatives with the outside networks and provides them more opportunities and services for its sustainability.  相似文献

In this paper, we suggest that the Investment Model of Commitment, developed in social psychology, offers a solution to an important microfoundational issue in audience cost theory. Audience cost models are useful for thinking about the foreign policy behaviors of democratic and nondemocratic states. However, they often assume that citizens reliably penalize leaders who break their foreign policy promises even though the empirical record suggests this is not always the case. We argue that public commitment to foreign policy assets and relationships is a precondition for the application of audience costs. Using the UN and NATO as case studies, we hypothesize that the commitments people develop to international organizations emerge as a function of (1) their satisfaction with the performance of the organization, (2) the investments in those organizations, and (3) an assessment of the alternatives to these associations. Correlational and experimental tests of the model confirm that the strongest individual-level commitments arise when people are highly satisfied with the performance of specific institutions, believe that much has been invested in support of them, and perceive that the alternatives to particular institutions are poor. Implications for the development of audience cost theory are discussed.  相似文献

Humanitarian norms and institutions should be considered when analyzing the development and state of national policy. Mexico and Honduras, for example, have provided physical security, health care, and education to most Guatemalans and Salvadorans seeking asylum. In neither case, however, are Mexico's and Honduras' economic and political interests being best served. National interest initially forced the deportation or massacre of these refugees, in the case of Honduras, in the early 1980s. In the absence of change in neither national interests nor attitude, these refugees owe their current treatment to the Office of United Nations High Commissioner for Refugees. These cases support this paper's argument that national policy is shaped over time by interaction with international norm-promoting institutions. In the interest of minimizing costs and risk, policymakers and governments tend to adapt institutionally developed and internationally accepted policies to suit their needs. National policy is not developed solely on the basis of calculations of national interest outside of internationally accepted norms. This paper demonstrates the ability to empirically test the nature of forces guiding the development of national policy.  相似文献

The crisis bargaining literature sees demands as endogenous to crises. However, despite the parallels between military and economic coercion, sanctions researchers have preferred to analyze economic coercion after demands have been issued, and have not explored sufficiently the possibility that when senders formulate their policy objectives, they consider the international constraints imposed by the capabilities and interests of target states. I complement the sanctions literature by deriving the implications of strategic goal formulation in a game theoretic model of economic coercion that assumes endogenous demands. The model explains the inconsistent empirical relationship between sanctions costs and outcomes as well as the paradoxical tendency of senders to select into difficult disputes. I find that threats are not always more effective than sanctions and suggest what an optimal sanctions policy might look like.  相似文献

Many households in developing countries are exposed to numerous adverse events. The absence of a complete market for insurance and imperfect risk-sharing among households can lead to a significant effect on household welfare from shocks. This article examines the heterogeneous effects of income shocks on household welfare using two waves of the Nigerian General Household Survey Panel datasets from 2010/11 and 2012/13. The study adopted the household fixed effects approach, and the results show that households in the top quintile experienced an increased consumption expenditure compared to those in the bottom quintile in terms of rainfall distribution. There are also heterogeneous effects of income shocks on the gender and locational characteristics of the households.  相似文献

How does branding militant groups as “Foreign Terrorist Organizations” (FTOs) affect them? Beyond its obvious policy importance, this question speaks to debates about counterterrorism, terrorism financing, and organizational dynamics of subnational violence. This article analyzes FTO designation, a key policy used by the U.S. government since 1997 to impose costs on foreign terrorist groups and those who might support them. Contrary to arguments that sanctions are ineffective and that terrorism is too “cheap” to be affected, it is argued that designation should weaken terrorist groups, reducing their attacks over time. However, the effect is probably conditional. FTO designation should be especially effective against groups operating in U.S.-aligned countries, given the importance of international cooperation in counterterrorism. Global quantitative analyses suggest that FTOs operating in U.S.-aligned countries carry out fewer attacks over time than other groups, taking many other factors into consideration.  相似文献

This article explores the potential of using children’s perceptions of distance to reflect a gendered understanding of remoteness. Data collected from 1,549 children in Tanzania concerning their perceptions of remoteness in relation to accessibility of school, health care, and water resources were analysed in reference to their impact on school attendance and performance. Gendered variability in perceived distances to services by children may indicate that remoteness is as much of a social issue as it is a geographic phenomenon, in that girls perceive distance and time between home and destination to be further than boys who travel approximately the same distance.  相似文献

Citizens hold opinions about what kinds of foreign policy their government should pursue. Because foreign policy often has geographically specific domestic consequences, we expect opinions to vary with the locality of its impact. In this article, we examine whether individual support for US foreign policy to promote democracy abroad depends on exactly where the policy’s domestic impact will occur. We expect individuals to favor policies that bestow local benefits while opposing those that impose local costs. Accordingly, we argue that support for proposed democracy aid grants will be higher when such aid benefits local firms and organizations. Conversely, we expect that opposition to proposed economic sanctions in the form of development aid cuts will be higher when the associated domestic costs stemming from lost jobs fall locally. Using the results from an original survey experiment, we find evidence that a positive local impact of aid increases support for and reduces opposition to democracy promotion, while a negative local impact of sanctions reduces indifference and increases opposition to punitive policy in the case of democratic backsliding.  相似文献

Health security is a relatively new concept in terms of how it is practised in disaster-prone locales. We observed 10 rural households in Bangladesh for four months using informal interviews, field diaries, and observation. The findings suggest that the everyday practises of health security involve the capabilities of “caring for themselves” in resource-constrained contexts. Understanding how households care for themselves prior to and during disasters presents an opportunity to examine how improved health might reduce the effects of disasters, ill health, and poverty. Some interventions are proposed to improve health security for poorer households in general and women in particular.  相似文献

This article reports on a study that aimed to deepen understanding of the factors which influence livelihood choices, and perceptions of wealth and poverty, in Accra, Ghana. Focus group discussions and household surveys were held in ten selected communities. Although parents are able to influence their households’ livelihood choices, the prevailing socio-economic circumstances are more likely to determine what household members are likely to do. Perceptions of wealth and poverty are influenced by factors both internal and external to households, indicating the complexity and variety of interrelated assets which the poor depend on for their livelihoods.  相似文献

This study used household data from Taraba State, Nigeria, to explore the advantages of using a multidimensional approach to measure food and nutrition insecurity. Adaptations of three popular food security indicators were combined in a single household questionnaire to test how well the Household Food Insecurity Access Scale (HFIAS), the Dietary Diversity Score (DDS), and the Coping Strategies Index (CSI) complement each other. Sixty-nine per cent of households in the sample were classified as extremely food insecure, which means they are likely to resort to intensive but erosive coping strategies and lower dietary diversity. The three indicators powerfully complemented each other. This multidimensional food security measurement framework provided a more nuanced picture of the depth and breadth of food insecurity for local government areas in Taraba State. This approach can help Nigerian policy authorities overcome the information deficits that impede effective food and nutrition assistance interventions.  相似文献

This study assessed the effect of participation in off-farm work on the food security status of farming households in the Northern Region of Ghana. Primary data were solicited from 324 farming households in the Tamale metropolis and Tolon district using semi-structured questionnaires. The treatment effects of both income and food security status were estimated using propensity score matching and double-robust methods. The empirical results suggest that participation in off-farm activities increased household daily calorie consumption. These results have implications for the development of off-farm ventures for the benefit of the farming households.  相似文献

The 1998 floods, which inundated much of Bangladesh, had a major effect on the lives and work of urban slum children. Lack of work opportunities, and beliefs about appropriate roles for young children, meant that the floods did not lead to great increases in workforce entry and in some cases led to a reduction in the opportunities available. Children's domestic work was also affected. Children's paid and domestic work had an important impact on how well households survived during and after the floods. The findings highlight the simultaneously beneficial and harmful nature of much child labour, and are therefore relevant to the dilemmas that face policy makers in this area. The research reported on in this article also has implications for those involved in disaster relief policy making.  相似文献
