This study sheds light on the relationship between local and national elites during political transitions. Examining local councils in post-revolutionary Tunisia (2011–2013), it examines why and when the composition of councils changed in the absence of local elections. The study yields two important lessons. First, changes in councils resulted from a power struggle between national and local elites. Councils were more likely to remain in place when local parties and unions helped council members resist pressures from above. The interplay of local and national actors, and not the council’s competencies, explains when changes took place. Second, all councils became politicized in the process. Far from being caretaker councils impartially addressing local needs, the councils were institutions playing important roles in the struggles between local and national political elites. Councils were arenas in which political power, and notions of legitimate representation, were contested in the absence of elections. The argument is supported by quantitative analyses of original data and four comparative case studies based on qualitative fieldwork. The findings highlight the importance of local councils in transition processes and provide a basis for further work exploring local-national engagement in democratization.  相似文献

This article investigates the impact of international efforts to cultivate effective and authoritative local governing institutions in the Western Balkans, a prime testing ground for democratization aid to post-war states. It explores three hypotheses, each of which argues that a particular approach of international actors toward domestic officials best improves the quality of local governance. The study's gathering of interview and survey data from field-based actors enables it to evaluate local government reforms' impact on domestic communities. This investigation arrives at three findings. First, in the view of Western Balkan peoples, local governance reforms do not produce benefits when they are either imposed or ignored by international authorities. Secondly, reforms produce benefits for local communities when they are designed to meet domestic concerns. More specifically, reforms valued by local communities are designed in ways that respond to domestic, rather than international, concepts of good local governance that emphasize socioeconomic aspects and produce tangible benefits. Well designed reforms also include significant aid targeting local governance that is coupled with the promise of a larger political settlement that is attractive to powerful domestic elites and contingent on clearly articulated local governance reforms. Thirdly, such aid best characterises European Union efforts only in Macedonia.  相似文献

This article examines whether decentralization in the Republic of Macedonia has contributed to widening effective political participation and strengthening democracy at the local level between 2005 and 2012. It begins by demonstrating the debate regarding political decentralization and its ability to mitigate ethnic conflict by facilitating the effective participation of national minorities in local institutions. An assessment of the largely consociational power-sharing mechanisms envisaged locally then determines whether decentralization has contributed to: improving the political representation of diverse groups in local decision-making processes; deepening local democracy by providing opportunities for residents to participate in local governance; and enhancing the transparency, accountability, and responsiveness of municipal governments. The opportunities Macedonian citizens have for participating directly in local decision-making processes are also evaluated. This article argues that whilst political decentralization has expanded the potential space available for citizens to participate in local governance, it has not guaranteed the participation of local communities, or that their participation is both equitable and effective. Advocates of decentralization have failed to sufficiently appreciate the extent to which the over-dominance of some political parties, which lack internal democracy, along with the pervasiveness of patronage-based politics, may undermine the reform's potential benefits.  相似文献

Many authoritarian regimes use participatory political reform to maintain control over the societies under their rule and survive global waves of democratization. Recent studies of transitional governance have underscored the importance and intricacy of institutional reform; however, no consensus has been reached on an explanation of the dynamism that shapes institutional reforms under non-democratic systems. Why do authoritarian apparatchiks reform their institutions of governance? How can the varied pathways of these reforms be explained? Post-Deng China provides an ideal laboratory in which to study these issues. Since the 1990s, growing tensions between the Leninist polity and a gradually opened society have compelled local governments in China to test a vast set of participatory reforms. In an examination of three major local participatory budgeting reforms in China, this article maps the main pathways – representation, consultation, and transparency – of these recent sub-national participatory reforms implemented by the incumbent regime, and explores the driving forces that sculpt a reformist model over the alternatives. By introducing an “incentive-contingent framework”, this article sketches out the “repertoire” of participatory reforms in the authoritarian governance of China and suggests an explanatory framework for the variation in the strategies and forms of such institutional innovations.  相似文献

Numerous arguments have been advanced in the academic and policy literature as concerns the democratizing potential of decentralization reforms in third-wave developing and transition countries; numerous also have been the case studies signalling the short-comings of these reforms. In addition, analysis of local political participation has become an important dimension of studies of democratization. Taking the case of Bolivia as an example, this article addresses an issue which has been generally overlooked in this literature, that is the process of constitution of local political agents. Where do political agents come from in the context of democratization of local politics? Additionally, this article raises questions regarding the relationship between greater inclusion and deepening democracy in the local political sphere.  相似文献

This article examines the experiences of women occupying reserved seats on the suku councils of Timor-Leste (each of which represents a number of small villages). The limited political participation of these women is often ascribed to patriarchal ideas within rural areas, and the need for capacity development. This article argues, however, that there are further structural issues at play, whereby the interaction between traditional and modern governance makes it difficult for women occupying reserved seats to make their mark. While gender quotas can be a useful tool to encourage women's political participation, these structural issues need to be recognised and addressed in order to truly empower women.  相似文献

The corporate social responsibility (CSR) agenda has taken off since the 1980s, with both civil society and business actors involved in mobilising around it. This paper examines the reasons for civil society mobilisation on CSR issues, the types of organisations involved, and their different forms of activism and relations with business. It then identifies the ways in which big business is engaging with and shaping the CSR agenda, but questions whether this agenda can effectively contribute to development. The paper argues that the CSR agenda can deal with some of the worst symptoms of maldevelopment, such as poor working conditions, pollution, and poor factory–community relations, but that it does not deal with the key political and economic mechanisms through which transnational companies undermine the development prospects of poor countries. A final section considers how this agenda may evolve on the basis of recent developments in CSR activism and regulation.  相似文献

In this paper, I consider the strengths and weaknesses of including local actors in governance assessments through an analysis of the Rwandan Joint Governance Assessment (JGA) and its supporting institutions. The JGA is the first and only governance assessment produced and approved by donors and a recipient country. The approach is seen by many as a model to replicate elsewhere, because it combines donors' need to assess governance in the countries in which they work with a desire for context sensitivity and local ownership. However, local and/or joint approaches may also face a variety of problems ranging from implementation difficulties to the risk of political co-optation. The case study presented in this paper highlights the practical and political challenges faced during the implementation of the JGA and analyses to what extent these have the potential to compromise the approach. For both the donors and the recipient government, the process represents unknown terrain in which they continually struggle to position themselves. The findings also point to more general problems that can arise when international frameworks are embedded in local contexts.  相似文献

This article examines the socio-historical factors that underpin the political sociology of militarism in Nigeria. In spite of subscribing to a democratic constitution and several regional mechanisms that advance democratic values, security governance in Nigeria has been marked by the increasing use of military force in responding to perceived threats posed by armed militias in the oil-rich Niger Delta. I argue that the securitisation of oil is fuels militarisation, facilitated by local, national and international actors. The turn to democratisation and changing conceptions of security have reinforced rather than reined in militarism, which results in a competitive and often violent politics between national, local and global security and military actors over access to and control of oil resources. These dynamics also result in dangerous socio-economic and political consequences for Niger Delta communities.  相似文献

In the wake of the financial crises of the last two decades, the promotion of corporate governance reform has emerged as a priority concern of the international financial community. This paper draws attention to the role played by Sovereign Wealth Funds (SWFs) in this process. It shows that SWFs’ enactment of a common set of shareholder-oriented corporate governance reforms has not solely been driven from the ‘outside in’—i.e. conforming to prevailing global financial norms and pressures. Indeed, various SWFs are in fact attempting to change financial best practice from the ‘inside out’ by promoting a transformative shareholder-value model of corporate governance throughout the companies they hold in their investment portfolios. To better elucidate the dynamics of this process, this paper looks at the experience of two SWFs in Asia and Europe. More specifically, it will explore the corporate governance agendas of Norway’s Government Pension Fund-Global and Malaysia’s Khazanah Nasional Berhad.  相似文献

This contribution examines the role of Convergència i Unió and Esquerra Republicana de Catalunya in putting the issue of Catalonia's constitutional relationship with the rest of Spain at the top of the Catalan and Spanish political agenda. It focuses on the strategic behavior of these two parties in pursuit of their territorial goals since 1978 and identifies the complex dynamics that led both parties to converge around a shared commitment to Catalan sovereignty. It is argued that the extent to which past strategic decisions have strengthened or weakened nationalist parties’ credibility on their core business of territorial empowerment has a significant impact on the options currently available to them as they seek a satisfactory answer to the Catalan question.  相似文献

Conflict management in the context of ethnic boundaries and a history of inter-ethnic violence remains a challenge in a range of socio-economic contexts. Conflict management in remote rural areas within developing states where state presence and capacity is relatively weak amidst a background of prolonged and ongoing inter-ethnic violence is particularly challenging. This article examines a case of successful bottom-up efforts to manage conflict at the micro level in northern Kenya. Focusing on the so-called siege of Loregon and its aftermath, this case study describes dynamics on one part of the ‘border’ between Turkana and Pokot ethnic groups, examining the causes and consequences of this violent episode, with a particular focus on recent successes at the local level in managing conflict and as a consequence in reducing the likelihood of future violence in a particular locality, despite ongoing violence in other parts of the interface between Turkana-Pokot ethnic groups.  相似文献

Contemporary development theory and policy research puts an overarching emphasis on institution building as a key driver of change in developing countries. Over the past few decades, decentralisation reforms have played out as the linchpin of such institution building efforts, advocated by international development agencies and favoured by national governments. This article examines decentralisation reforms implemented in Pakistan under the Poverty Reduction Strategy Papers initiative through a case study of the implementation and outcomes of Devolution Plan (DP) in Khyber Pukhtunkhwa province. Promulgated by General Musharaf in 2000, the DP aimed to restructure and rebuild political and administrative structures, to redress key issues of governance, resource distribution, and service delivery. The Local Government System (LGS) was a key reform element within the DP, but it lost traction and was abolished in 2008/09. This article demonstrates two important factors, regime legitimisation and the preservation of clientelistic politics, that have profoundly shaped implementation of the DP. The findings demonstrate how the implementation of this large-scale internationally supported attempt at institution building ultimately succumbed to a range of particularistic interests.  相似文献

This article looks at Internet use by insurgent groups in the North Caucasus in the context of a regional diffusion of violence. Using a mixed methods research design that combines hyperlink network analysis and micro-discourse analysis, it examines the online characteristics of the Caucasus Emirate and the main frames conveyed by the websites affiliated with the Emirate. It demonstrates the existence of a network of cross-referencing websites that, collectively, articulate the Emirate's political agenda online and allow for the dissemination of frames across the Web. It also shows that while jihadism provides a cultural resource that fosters a global sense of community, the jihadization of discourse does not eradicate local references as the local dynamics of the conflict have a strong impact on online communicative strategies. Finally, although based on a specific case study, this article highlights the potential of a mixed methods research design as applied to an analysis of virtual insurgent networks.  相似文献

The proliferation of Salafi-jihadi insurgencies across Africa challenges the United States’ counterterrorism approach. From its inception, the insurgency in Cabo Delgado, Mozambique was driven by local and foreign dynamics, which have been complicated by additional external intervention in the conflict. Using the Cabo Delgado insurgency, we demonstrate how efforts to address its global dimensions, such as the group's affiliation with the Islamic State, can work against attempts to mitigate its local drivers. We conclude with recommendations for a more effective U.S. response that takes both the local and global dynamics into account. This article builds on our February 2021 report “Combating the Islamic State's Spread in Africa: Assessment and Recommendations for Mozambique,” published by the American Enterprise Institute.  相似文献

Recent studies on causes of intergovernmental transformation in old and new democracies have found that decentralization is often the outcome of negotiations between national and local political interests. South Korea is commonly believed to be an exception because local elections and institutions introduced in the early 1990s were, by and large, the product of negotiations among political elites at the centre, without significant inclusion of local actors. However, this article attempts to explicate a hitherto ignored aspect of decentralization reform in Korea: the role of civil society and local activism in the politics of decentralization. In the 2000s, several ‘triggering events’ such as economic instability, democratic consolidation, emergence of civilian leaders, and the growth of civil society provided a strong momentum for the decentralization movement. We demonstrate how civic organizations at both national and local levels have played significant roles in proposing and pushing for decentralization, and argue that the bottom-up movement for decentralization under the Roh Moo-hyun administration was surprisingly well mobilized and institutionalized, especially at the agenda-setting stage.  相似文献

Although the economies of East Asia emerged from the global financial crisis of 2008 in comparatively strong positions, they remain structurally embedded within global markets. The degree of regional integration that has occurred within East Asia is thus predicated on the on-going interdependence with the economies of Europe and North America. Moves to advance East Asian regional cooperation in the wake of the crisis reflect this global interdependence, as well as intra-regional differences in interests and a lack of strong leadership within the region. Modest cooperation on an East Asian basis has continued since 2008 but the region is very far from realising a substantive regional governance model on economic and financial issues and does not appear to be pursuing a distinctive governance agenda. This article examines recent developments in East Asian regional cooperation, with a view to assessing the significance of current achievements and explaining the mixed and sometimes contradictory nature of initiatives for regional governance in East Asia.  相似文献

In studies of political transition, scholars started to explore the effect of competition between foreign policies of antipodal regimes on the political trajectories of transition countries, notably between traditional Western donors such as the European Union and the United States of America and regional authoritarian powers such as Saudi Arabia. Drawing on existing accounts, this article studies the conditions under which external actors can effectively steer local elite towards democratic reforms despite illiberal regional powers’ potential counteractions. We argue that the reform-oriented political elites in the recipient country are the ultimate judges in this competition for influence. If democracy promotion is credible, they will decide in favour of democratization, but only if the expected costs and benefits of democratic engagement resist solicitation by authoritarian powers. A study of post-Arab Spring democracy promotion in Tunisia supports the pivotal role of the external donors’ credibility in times of complex donor constellations.  相似文献

Abstract

Confronted with critical business situations in the late 1990s, Japanese firms began to tackle reforms in both corporate governance and human-resource management. These reforms advocated that Japanese firms shift from being organization-based to market-based corporations, similar to their US counterparts. However, the actual reform did not produce such an overall change but occurred with incremental and cumulative changes within the existing institutional framework. This article examines continuing changes in Japanese firms, and demonstrates that they are diversified into different directions as a result of gradual institutional change.  相似文献

President Barack Obama has trumpeted a "new era of engagement" for the United States. The central components of his strategy include a world order characterized by peaceful accommodation between established and rising powers; the collective management of transnational problems; and the overhaul of international institutions to reflect these shifting power dynamics and the new global agenda. Placing less emphasis than his predecessor on the pursuit of American primacy, Obama envisions--indeed, insists-that other global powers assume new responsibilities. Notwithstanding its multilateral instincts, though, the Obama administration is limited in its practical ability to promote and embrace sweeping reforms to global governance. Therefore, rather than casting its lot entirely with universal organizations like the United Nations, the United States will adopt a pragmatic approach to international cooperation that combines formal institutions with more flexible partnerships to achieve US national interests. The balance sheet for Obama's first year in office underscores both the opportunities for and the constraints on global governance reform in the current geopolitical environment.  相似文献
