几个世纪以来, 欧亚大陆一直都是世界地缘政治的核心, 是世界主要力量活动的舞台, 世界 历史上诸次大的战争都发生于此。直到今天, 它仍然是大国之间较量的重要场所和国际格局调整的 主要对象。冷战结束以后, 美国以唯一超级大国自居, 自命为“世界领袖” , 认定美充当世界霸主的时 代已经到来。鉴于欧亚大陆极其重要的地缘价值, 美视之为“塑造”21 世纪世界, 建立单极统治的“大 棋盘” , 并制定了一套完整的欧亚大陆地缘战略, 从西、东、南三个方向开始进行一系列调整

美国对华“战略阻断”行为及其困境

顶层大国实力占比面临“关键门槛”时，霸权国为维护霸权地位有可能对崛起国施加“战略阻断”行为，动用经济、政治、军事等多种手段对其崛起进程予以阻断。崛起国对霸权国GDP占比存在60%到80%两个“关键门槛”，二战后作为霸权国的美国一般选择在60%门槛前后对崛起国实施“战略阻断”行为。自2018年3月美国发起对华贸易战始，特朗普、拜登两届政府先后以极限施压和“高强度竞争”对中国实行了两轮全面遏制打压，造成中美关系深度恶化。这是霸权国对崛起国实施“战略阻断”行为的最新案例。由于中国崛起势头不可逆转和对美实力占比已经越过3/4线，美国对华“战略阻断”行为实际上已经陷入困境。在充分认识和把握规律的基础上，作为崛起国的中国制定正确的国家战略并推行成功外交，能够有效反制霸权国的“战略阻断”行为，从而维护自己的核心利益和世界和平发展大局。

地缘政治因素与二战期间大国的战略抉择

地缘政治因素是二战期间制约各参战国家战略抉择的一个重要因素。（ｌ）二战前夕和初期，德意日和美英苏之所以能分别组成轴心国和同盟国两大战略同盟，除了国家利益一致、意识形态接近等原因外，使对手处于两面作战的不利境地这一地缘政治的考虑也是重要因素之一。（２）地缘政治因素对参加二战的各大国军事战略决策产生了重要影响。希特勒发动侵略战争，日本“南下”向英美开战，美国坚持“欧洲第一”战略，英国拖延开辟第二战场，都与其地缘政治的考虑有关。（３）美苏等大国在战争后期，根据新的力量对比，从地缘政治角度出发，划分了战后世界势力范围。以地缘政治因素考察各大国的外交决策，也是观察当代国际关系的一个重要视角。

Therefore, finding ways to get along with the U.S. is crucial to the speed, direction, configuration and character of the East Asian community.
