This paper seeks to explain an aborted attempt at reform of the Greek pension system, following a series of previous failures. It applies the framework of rational choice institutionalism in order to examine the strategy and setting of the relevant actors. The pension system had become a huge fiscal burden on the state, threatening Greece's position in the European Union. Moreover, its gross inequalities of provision and bureaucratic inefficiency were symptoms of the embedded clientelism and 'disjointed corporatism' that stood in the way of the government's self-proclaimed 'modernization' programme. In the event, though EMU entry requirements empowered the reform momentum, a combination of the strategic weakness of key actors and the entrenched opposition of sectoral interests dissipated the initiative. The failure suggests the relevance of the wider social setting to reform: in particular, the weakness of the technocratic community and the relative absence of a supportive 'advocacy coalition', beyond the dominance of the 'party state'. Faced with criticism, the political leadership sought to protect their electoral position and postponed pressing decisions. The case study raises important questions about the scope for such reform in Greece and the future stability of the 'Euro-zone'. 相似文献

This paper examines media discourse and emotions in discourse (pathos) during the week before the Greek Referendum of 2015. Drawing on the framework of Critical Discourse Analysis, we study the interrelation between macro-level (dominant) values and views, and the micro-level of media positioning, as retrieved from newspaper headlines. The headlines come from three Greek and two French newspapers of differing political, economic, and ideological standpoints. Focusing on the micro-level, we sketch an integrationist framework of analysis: We conduct a systemic functional analysis to scrutinize the transitivity structures of headlines, and an analysis of pathos in order to track constructed emotions. Among our main findings is that the newspapers, despite their different positionings and interests, converge on a dense discursive and emotional construction that favours the dominant values of a free market and the doctrine of austerity. 相似文献

This article examines types of tax registers that provide a picture of families in the Aegean Islands during the Ottoman occupation. Numerical data from the islands of Andros, Myconos, Syros, Serifos, and Patmos are emphasized. Accounts by travelers and Roman Catholic priests and other documentation of that time are also examined. The article attempts to verify the reliability of data from the registers regarding family size, number of households, the possibility of household sharing by more than one family, and number of household heads. Records of personal taxes (ispence, or poll tax) indicate that the families on the islands during the 17th and 18th centuries had only a few members. Exact data cannot be derived because the communities attempted to redistribute taxes according to their own needs rather than following official Ottoman orders. Similar indirect information is derived from another kind of register that recorded the transfer of taxpayers' properties. The number of houses for some islands seems to have steadily increased although the number of family shares did not. This phenomenon may be linked to the status of ownership of immovable property, the horizontal property that was applied, and the nonexistence of cohabitation of extended families. Another issue concerns the number of widows in the tax registers. This large number does not correspond to the family status of these women but rather to tax practices exercised by the communities and participation of these women in the economic and social life of the islands. 相似文献

The Security Council summit meeting of 31 January 1992 was supposed to be a momentous event that would determine the course of the world body and international peace and security in the post‐Cold War era. Despite high expectations, though, the actual meeting did not produce much more than a broadly‐phrased declaration of good intentions. The article examines the hypothesis that the meeting had a dual agenda, with a hidden as well as a public part. It is argued that the main item on the hidden agenda was the confirmation, beyond any doubt or potential challenge, of Russia as the rightful successor to the USSR permanent seat on the Security Council. This suited well the weakened major remnant of the former Soviet Union as well as the other permanent members of the Security Council, especially the UK and France, who had good reasons to want to defer indefinitely any reexamination of the Council's composition and powers. 相似文献

The international communiry's efforts to create a global permanent penal court culminated in the Rome Statute establishing the International Criminal Court of 1998. Although the United States of America initially signed it, it later withdrew the signature thus signalling its very strong opposition to it. This article attempts, on the one hand, to examine and analyze the US opposition from the standpoint of international relations and diplomatic law and, on the other, to determine its legaliry in the context of the law of treaties. 相似文献

International attention has focused recently on the reform “failures” of Greece in the context of its European Union membership. Systemic constraints are increasingly recognized. The present article argues that attention ought also to be given to the inner workings of government at the center and their undermining of reform capacity. It explores the nature of the Greek core executive across five premierships and argues the supposed supremacy of the prime minister is something of a fallacy. In reality, the structure is one of a “solitary centre” amid a “segmented government.” As such, the closest parallels are with Central, rather than Southern, Europe. In developing its empirical analysis, the article makes a methodological contribution to the examination of core executive relations and resources. 相似文献

In their day-to-day work, carrying out complex tasks, forensic scientists use a combination of explicit, codified standard operating procedures and tacit knowledge developed through their ongoing practice. We show that tacit knowledge is an integral part of the activities of expert forensic science practitioners who continually add to their knowledge repertoire by engaging other scientists through communities of practice. We wish to shed fresh light on the gaining of tacit knowledge by forensic scientists during their apprentice formative years, termed as legitimate peripheral participation. In quantifying tacit knowledge exchanges, we use social network analysis, a methodology for the analysis of social structures, to map relational knowledge flows between forensic scientists within communities of practice at the Forensic Science Laboratory, Ireland. This paper sheds light on the importance of tacit knowledge within the training regime of forensic scientists and its recognition as equal to the part played by explicit knowledge. 相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. However, a review of the IS literature reveals the inability of public administration organizations to complete information technology projects successfully. Unless governments learn to manage the government transformation projects, these e-dreams will turn into global nightmares. The shortage of studies on e-government implementation presents a knowledge gap that needs to be plugged. This paper describes and analyzes the implementation and the project management approach of the electronic government interoperability framework (EGIF) in Greece. Our intent is to present an application of a goal-driven project management methodology named EGTPM (electronic government transformation project management) in order to use it as a methodological reference when navigating in the open sea of information technology project implementations in the area of public administration. The successful implementation of the specific project indicates that the application of EGTPM approach could provide a solution to achieve government transformation objectives more effectively and efficiently. 相似文献

This paper attempts to go beyond actor‐centered explanations of the European Union's (EU) presence in regulatory politics by examining the role of the EU in the diffusion of regulatory norms and practices. We explore the international diffusion of public procurement policy, to which multiple organizations and especially the EU and the World Trade Organization have made an active contribution. Using the “opportunity‐presence‐capability” scheme, we argue that the EU is actively co‐shaping the global agenda on public procurement, mainly as a result of the “opportunity” and “presence” dimensions of its global actorness and its role in the horizontal diffusion of public procurement regulations between international organizations. For “EU as a global actor” literature to offer valuable explanations, an in‐depth analysis of its relationship with other international organizations, such as the World Trade Organization, reveals significant interactions and the co‐shaping of policy agendas. 相似文献
