In this study, I assess whether administrative procedural openness, via administrative procedure acts (APAs) enhances public confidence in the civil service. I argue that APAs increase governmental transparency, predictability and accountability. Consequently, APAs ought to enhance public confidence in a country's democratic institutions, ceteris paribus. To substantiate this prediction, I investigate trends, pre- and post-APA passage, in the attitudes of Korean citizens regarding their country's democracy in general and civil service in particular (as well as with a second, brief case study of Taiwan). The evidence supports my argument both cross-sectionally and over time, suggesting that passage of Korea's APA laws in the mid-1990s did enhance the Koreans’ confidence in their country's civil service. Attitudes toward the bureaucracy, in turn, are powerful predictors of satisfaction with Korea's democracy, measured both absolutely and relative to attitudes toward the state of the nation 10 years prior. Several key findings replicate for Taiwan.  相似文献

The paper provides an overview of the most important results of a project on EU–Korea economic and regulatory relations funded by the European Commission. The paper first outlines the emergence and development of EU–Korea relations. In the second part, the paper presents the main findings clustered in three thematic areas. A first thematic area focuses on a discussion of the EU–Korea Free Trade Agreement. The second cluster analyzes EU–Korea cooperation on regulatory policies with a main focus on cooperation in the policy areas of security (arms trade and control), chemical regulation, environmental regulation, education, development cooperation and industrial policy. The third part focuses on EU–Korea cooperation concerning regional and international issues. In the third part, the paper presents the main recommendations which were formulated on the basis of the project.  相似文献

This study explains the limits of institutional transformation in Korea from the developmental state to a post-developmental state, in terms of regulatory institutions instead of developmental institutions. The Korean state has taken advantage of the government's discretionary policy changes and power formed by both informal state institutions and informal policy networks, while the regulatory state has placed a special emphasis on social consensus as well as political support for changes of market institutions. New market rules and laws have also been inefficient and ineffective for fair market competition. Limits of regulatory governance change have occurred due to misalignments between informal regulatory institutions in the developmental state and formal regulatory institutions in the post-developmental state. State managers have created discretionary state intervention in policy implementation, politicized the roles of regulatory agencies, and brought ministry-type regulatory state institutions back in. The establishment of effective market institutions has failed due to informal market institutions (unfair and illegal market practices) that have interfered with the policy implementation of new formal market regulations.  相似文献
