构建广西—东盟农业科技合作平台的思考

广西处于中国-东盟自由贸易区的中心位置,是我国惟一的与东盟国家既有海洋又有陆地相接的省区,在农业资源禀赋、农业科技和经济等发展方面既与东盟各国有明显的共同性,又有很强的互补性.构建广西-东盟农业科技合作平台,以此推动和加快广西乃至我国与东盟各国的农业科技合作与交流,对加快广西和东盟各国的农业发展和推进全面经济技术合作,具有重大的作用和意义.     

出口企业知识产权风险管理策略

核心技术缺失、知识产权风险管理战略缺失以及国外市场利用科技优势构造知识产权壁垒这三大因素使出口企业常面临更多的知识产权风险,这些风险贯穿于出口企业的整个经营过程.正确的应对之策是树立知识产权风险管理意识,建立企业知识产权风险管理战略和风险预警机制,以规避风险,更好保护和利用所拥有的知识产权.     

读史札记:隋朝灭亡之鉴

据<隋书·食货>记载,在隋朝灭亡之前:"百姓废业,屯集城堡,无以自给.然所在仓库,犹大充牣,吏皆惧法,莫肯赈救,由是益困.初皆剥树皮以食之,渐及于叶,皮叶皆尽,乃煮土或捣藁为末而食之.其后,人乃相食."意思是说,隋朝灭亡之前老百姓的生活已极为困难,但国家的仓库仍然非常殷实,官吏们却因为害怕国家的严刑峻法,不敢发放粮食赈济百姓.开始的时候百姓们还能吃树皮、树叶,后来就吃土、吃稻麦的秸秆,最后甚至发展到人吃人的悲惨程度.     

“富二代”犯罪与司法

“富二代”犯罪为何会引起社会高度关注的问题，我想可能是基于两个原因。一是当前我国贫富差距过大引起社会的强烈不满，二是媒体的过度炒作。而关于富二代犯罪问题的思考，我有四点看法，以供大家参考。     

养肝益水颗粒对高血压早期肾损害尿微量蛋白的影响

目的:观察养肝益水颗粒对高血压早期肾损害患者尿清蛋白排泄率(urinary albumin ex-cretion ratio,UAER)、尿微量清蛋白(microalbuminuria,MA)、β2微球蛋白(β2-microglobulin,β2-MG)、α1微球蛋白(α1-microglobulin,α1-MG)、转铁蛋白(transferrin,TRF),免疫球蛋白G(immu-noglobulin G,IgGu)的影响.方法:选择80例符合中医辨证的高血压早期肾损害患者,随机分为治疗组和对照组.两组均给予常规降压治疗.治疗组同时加服养肝益水颗粒.两组疗程均为4周.分别于治疗前和治疗4周后进行UAER、MA、α1-MG、β2-MG、TRF、IgGu测定.结果:治疗后两组UAER、MA、α1-MG、β2MG、TRF、IgGu水平均显著下降,且治疗组与对照纽比较,上述指标的差异具有显著性(P＜0.05,P＜0.01).结论:养肝益水颗粒具有减少高血压早期肾损害尿微量蛋白排出的作用.

2009年12月22日,古巴哈瓦那大学西半球和美国研究中心教授阿尔苏卡莱(Carlos Alzugaray Treto)访问拉美所并作"当前古美关系"的报告. 阿尔苏卡莱教授分4个阶段阐述了古美关系的背景及发展.     

简约的国际关系理论是否必然排斥历史因素——试析制度变迁理论对结构理论借鉴意义

长期以来,＂非历史性＂缺陷成为学界批判新现实主义的一个重要的内容。本研究试图借鉴新制度经济学中制度变迁理论对新古典经济学的批判和补充,探寻将历史因素纳入结构现实主义理论的可能性,从而更好地解释国家行为绩效差异和均势未能建立等原有结构现实主义理论中未能得到很好解释的内容,并发现新的研究兴趣。     

志愿组织与公民社会的构建——兼论中国志愿组织发展

20世纪六十年代以来，传统的公民社会理论出现了转向，以哈贝马斯为先导的“公民社会-经济-国家”三分法的出现，与志愿组织在全球的发端和壮大的现实形成了紧密的契合。志愿组织成为当代公民社会研究的主体和核心要素。志愿组织是培育公民精神的载体、公民参与和意见表达的平台、公民社会与国家沟通的中介，并能够创造基层社会资本，对公民社会的构建起到至关重要的作用。在经济、政治、社会体制、文化因素的多重作用下，中国志愿组织和公民社会的发展体现为以政府为主导的自上而下的发展进程。     

The public issue life cycle and corporate political actions in China's transitional environment: a case of real estate industry

• Based on the ‘structured content analysis’ of the longitudinal data from a journal of Chinese real estate industry during last 11 years, this paper studies the nature of public issue life cycle and corresponding corporate political actions (CPAs) in a transitional economy. This paper finds out that in a transitional economy like China: (1) a new stage called ‘policy trial’ and double steps of policy introduction were found in the public issue life cycle; (2) the possible outcomes of Chinese public issues are partially consistent with Tombari's arguments; (3) the evolution of CPAs takes a more complex and different path compared with that in the West. In general, this paper provides an available research perspective (the public issue life cycle model) for firms to manage and monitor their external political environment by effectively developing CPAs in a transitional economy.

When Deterrence and Death Mitigation Fall Short: Fantasy and Fetishes as Gap‐Fillers in Border Regulation

Drawing on fieldwork and political theory with Lacanian psychoanalytic influences, this article analyzes how fantasy and fetishes help sustain strategies shown to be no solution to U.S. border control problems. More than a decade after the official launch of the border control paradigm of “prevention through deterrence,” predicated on the assumption that ramping up walls, barriers, policing, and the human costs of border crossing would deter, there has been scant evidence of deterrence and much evidence of diversion of migrants to more dangerous crossing points where death rates have soared. Attempts to mitigate the cost to life have also proved ineffective but have persisted alongside the policy of diversion. The article is based on research in a region where the reality of diversion and death instead of deterrence was lived but where people still pursue projects of barrier‐building and death mitigation that they know to be ineffective. The article analyzes how fantasy fuels action despite knowledge and occludes a traumatic element around which the symbolic order of border law is structured: the foundation of “good life” with its bounty of rights, privileges, and opportunity on the exclusion of basic life denuded of the entitlements that make the good life sweet. The article also examines how fetishes are used to cope with unrealized hopes and to diffuse the impact of the traumatic knowledge that good life is undergirded by the exclusion and even death of basic life.
