Symbolic politics are often considered to be closely linked to an alarmist rhetoric, as well as to punitive crime policy initiatives. This article explores the symbolic dimension of the Swedish crime policy debate. Since Sweden is frequently depicted as an antithesis to punitive Anglophone societies, exploring symbolic politics in this setting might expand our understanding of what symbolic statements may consist of. The article analyses the electoral campaign preceding the Swedish general election of 2014, with the aim of identifying which symbolic statements occupy a central position in the debate through the use of a qualitative content analysis. This analysis reveals an ambiguous political rhetoric, comprising morally and emotionally charged condemnatory statements about getting tough on crime, as well as reformist and restrained references to expert knowledge and long-term solutions. On the one hand, these reformist statements strengthen the image of Swedish crime policy as being based on ideals such as rationality and humanity. On the other, they also serve to legitimize and obscure penal expansion. 相似文献

Suicide is an important public health problem in China: It is the fifth leading cause of death in China, and suicide in China accounts for over 30% of the world's overall suicide deaths. The substantial burden due to suicide has not been well recognized. This study aims to provide an estimate of the socioeconomic burden of the suicide problem in China in terms of years of life lost (YLL) and to discuss its implications. Suicide rates and the related YLL by age, gender, and region (urban/rural) from 1990 to 2000 were estimated using the most recent data from the Ministry of Health of China. The suicide rate in rural China was three times higher than that in urban areas. Suicide completers in rural areas shared 90% of total YLL. Rural women aged 25-39 years contributed the largest share of YLL. Our results show that some population subgroups contributed a disproportionate share to the disease burden of suicide. National strategies for suicide prevention should include targeted programs in catering the need of these specified subgroups in China. 相似文献

One of the most significant, yet not fully explained, institutional decisions in post‐Communist Europe was Poland's adoption of a moderate proportional representation system for the 1993 general election. This article argues that the new electoral system was not entirely based on any normative notion of democratic governance, and that the adoption did not immediately follow from the assumptions of rational choice theory. The 1993 electoral system was largely attributable to patterns of interaction between political parties that had become known, been practised and accepted since the fall of Communism. In reality, the eventual system was built up incrementally in several stages, but the Polish way of ‘muddling through’, albeit contentious and protracted, seems to have worked well for the Polish people. 相似文献

Abstract: This article analyses the development of administrative human rights in the EU. It demonstrates that the new right to good administration enshrined in Article 41 of the Charter of Fundamental Rights crowns a long process of constitutionalisation of basic administrative rights in the Community. The article discusses the meaning, content, and possible impact of Article 41 of the Charter. It explains, inter alia, the doctrinal basis of a ‘right to good administration’, and its more immediate origins. It also offers a textual analysis and commentary of Article 41. Other rights, which possibly come within the concept of ‘good administration’ but are not included in Article 41, are also suggested. The article concludes with an evaluation of Article 41 of the Charter. It argues that although Article 41 is a significant development in terms of individual administrative rights, it offers a one‐sided vision of the function of administrative law. 相似文献

This article examines the differentisal effects of specific provisions included in China’s bilateral investment treaties (BITs) in inducing foreign direct investment (FDI). Empirical analysis yields some evidence suggesting that while the signing of a BIT does not necessarily boost FDI, the entry into force of a BIT does exert a strong effect on investment flows. More importantly, we find substantial evidence that BITs with stronger investment protection provisions such as absolute and relative standards of treatment and dispute settlement procedures are more likely to induce greater FDI flows. These results suggest that the variation in the institutional design of bilateral investment treaties strongly influences FDI flows by shaping foreign investors’ expectations of their asset security and the overall stability of the host country investment environment. 相似文献
