This article argues that the sources of official and societal ambivalence towards civic nationhood in today’s Russia are found in the institutional instability and personalist dynamics of hybrid regime politics in the 1990s. Successful civic nation-building should institutionalize inclusive criteria for citizenship as a basis for policymaking, which in turn should create incentives for dominant ethnicities to embrace civic nationhood. While the shifting views of Boris Yel’tsin on nationalities policy and the constant turmoil in the government’s nationalities ministry have received little scholarly attention, they illuminate the endogenous sources of regime instability in relation to civic nation-building. Russia’s experience thus challenges the traditional view of ethnic nationalism as fostering authoritarianism and civic nationalism as fostering democracy: rather, competitive authoritarianism in the 1990s confounded the regime’s own efforts toward civic nation-building and laid the groundwork for the “ethnic turn” in Russian politics under Vladimir Putin.  相似文献

Abstract

There is a widespread fear that Islamist and ‘extremist’ orientations are gaining strength in Central Asia, particularly among younger people. This article, examining data from a 2011–2012 survey in the region, finds little evidence to support this proposition. While there is sizeable support for some Islamist beliefs, age is not a strong predictor of such orientations. Interestingly, assertions that Central Asian youth are more likely to feel marginalised or dissatisfied with current socio-economic conditions also do not appear to hold. Overall, rural residence and low education stand out as better predictors, with various socio-economic and political assessments having mixed effects.  相似文献

The relation between Anti-terrorism and human rights Protection is rather complicated. Based on the practices in Africa, this article analyses the conflicts and contradictions between the two. While countering terrorism, governments have to take the duty of human rights protection as well. Rights are of key importance in preventing and countering terrorism. Integrating human rights construction into antiterrorism mechanism is rather helpful in eliminating various moods of dissatisfaction which are easy to breed terrorism.  相似文献

China has experienced a rapid integration into Global Value Chains and a decade long appreciation of its exchange rate. However, these trends have been analysed largely in isolation from each other. In this paper, we explore the linkages between the two based on interviews with a sample of firms in Jiangsu Province. We show (1) how the distribution of the costs and benefits of exchange rate appreciation depends on the power hierarchies between firms in GVCs; (2) how exchange rate changes are important drivers of upgrading and even downgrading in GVCs; and (3) that the firm heterogeneity evident in GVCs provides additional insights into the politics of exchange rate determination in China.  相似文献

What are the relative pros and cons of different pathways of agricultural commercialisation in Africa? This paper examines aspects of three commercial farming cases, each of which represents one of the three most dominant models of commercial agriculture – small-scale outgrowers, medium-size commercial farms and a large estate – in the high-potential area of Meru County in Kenya. The paper provides a comparative perspective across the cases, examining their outcomes in terms of land relations, labour, livelihoods and local economic linkages. The study used a mixed-methods approach, including a household survey and a range of qualitative methods including detailed life histories. We find diverse dynamics across our cases: increasing land consolidation spurred by the rising class of commercial coffee farmers, but also land fragmentation as a result of population pressure and prevalence of inheritance as a pathway to land acquisition in the case of horticultural outgrowers. The plantation generates relatively better paid employment for permanent skilled workers, while the commercial farms create employment for casualised, insecure and poorly paid seasonal labour. These labour regimes are highly gendered. The outgrowers combine family and hired labour. Across the three cases, farmers diversify income between on-farm and off-farm sources. The commercial and outgrower farms are dynamically integrated into the local economy, while the estate is less so. These features of the three models generate processes of social differentiation, which are reshaping the agrarian structure and rural economy in Meru County.  相似文献
