Joint Planning across the Health/Social Services Boundary since 1946

This article reviews the development of post-war policy on the joint planning of health and social services for older people in the context of broader theoretical ideas about inter-organisational collaboration. It identifies the lack of organisational homogeneity and the absence of domain consensus across the health/social services boundary as the main obstacles to progress. However, the article hrther suggests that, if these problems are to be properly understood, the broader policy context within which joint planning took place must also be investigated. In this regard, the article suggests that central government's attempts to encourage joint planning since the 1960s have repeatedly been hampered by distrust among local agencies of its more general policy intentions in this area.     

The Pattern and Trends of International Politics in the Post-Crisis Era

In the 1990s, the dramatic changes in the Soviet Union and East Europe put an end to the Cold War stand-off between the United States and the Soviet Union. The world entered the post-Cold War era with the United States as the world＇s sole superpower. In the 21st century, the outbreak of the 9/11 terrorist attacks brought the United States into two wars in Iraq and Afghanistan.     

Crafting the Copenhagen Consensus: Some Reflections

The 2007 Bali Climate Conference launched a 'meta-negotiation' of unprecedented scale and complexity. Culminating in 2009, climate change delegates must now define the next round of targets for the Kyoto Protocol developed country parties, and comparable provisions for the USA. Most dauntingly, negotiators must also devise a new architecture for further 'action' by developing countries under the Convention. This paper reflects on the key challenges involved in crafting a consensus at the climate conference in 2009 in Copenhagen. In particular, it explores options for reaching agreement with the USA and developing countries, suggesting a transition phase up to 2020. For developing countries, the paper outlines a possible 'choose and no-lose' approach, along with options for increased financing. The paper concludes by looking beyond 2009, emphasizing that, given the complexity of the negotiations, a work programme post-Copenhagen will be needed.

由最高法院推进的量刑程序改革目前正在全国部分法院进行试点。试点方案遵循依法、合理性与可操作性兼顾、公正与效率兼顾等原则,根据不同类型案件的特点,尝试采用不同的方法将量刑纳入法庭审理程序,以保障量刑活动的相对独立性。当前,我国的量刑程序改革面临着一些现实的问题和困难,同时,法院自身的特点决定了由其推动的量刑程序改革也存在一定的局限性。

The field of judgment and decisionmaking research provides a theoretical framework and analytical tools that may be valuable in facilitating the resolution of environmental conflict through mediation. This paper provides an overview of the concepts, tools and findings of this research area, and illustrates how they might be used to build a lvbrieffl for aiding the mediation of a controversy regarding sludge disposal in the New York Bight.     

Regional collective security in Europe: Past patterns and future prospects

NATO's entry into the Balkan war raised salient questions about the alliance's broader mission and, more generally, about Europe's security architecture. This article confronts these questions by revisiting the debate about collective defense versus collective security as organizing principles for alliances. NATO is viewed as serving a hybrid role of promoting collective defense and regional collective security. This latter, under‐valued function relates to NATO's role in promoting internal cohesion among its members and is crucial to understanding the alliance's evolution and its persistance long after the Cold War.     

Does Russia need a general staff?

The institutional arrangements and mechanisms for preventing and managing conflicts will determine the future of European security and the balance of power in a wider Europe. Russian policy and Russia‐NATO relations are anaylsed within the context of the ongoing changes at Russia's southern periphery. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. The article suggests that instability in the southern periphery in the future will require security cooperation and a joint approach by Russia and NATO countries.     

Mobile payments: Current and emerging regulatory and contracting issues

Sitting at the heart of m-commerce and at the intersection of the value chains of the payments, mobile, retail and technology industries, mobile payments are set to grow rapidly in the short and medium terms. M-payments are giving rise to the development of a new ecosystem of market participants including card schemes, MNOs, retailers, device suppliers, service providers and trusted service managers. Key regulatory considerations arising include e- money and payment services, mobile services regulation, consumer protection, data privacy and standards. The contractual landscape linking the various parties inhabiting the ecosystem is also rapidly developing, with key issues around revenue models, customer ownership, technology development, and risk and liability. Parties involved in mobile payments will need to carefully assess their and others' roles and regulatory aspects in determining their strategy and how to approach contractual discussions.
