This article reviews the development of post-war policy on the joint planning of health and social services for older people in the context of broader theoretical ideas about inter-organisational collaboration. It identifies the lack of organisational homogeneity and the absence of domain consensus across the health/social services boundary as the main obstacles to progress. However, the article hrther suggests that, if these problems are to be properly understood, the broader policy context within which joint planning took place must also be investigated. In this regard, the article suggests that central government's attempts to encourage joint planning since the 1960s have repeatedly been hampered by distrust among local agencies of its more general policy intentions in this area. 相似文献

The 2007 Bali Climate Conference launched a 'meta-negotiation' of unprecedented scale and complexity. Culminating in 2009, climate change delegates must now define the next round of targets for the Kyoto Protocol developed country parties, and comparable provisions for the USA. Most dauntingly, negotiators must also devise a new architecture for further 'action' by developing countries under the Convention. This paper reflects on the key challenges involved in crafting a consensus at the climate conference in 2009 in Copenhagen. In particular, it explores options for reaching agreement with the USA and developing countries, suggesting a transition phase up to 2020. For developing countries, the paper outlines a possible 'choose and no-lose' approach, along with options for increased financing. The paper concludes by looking beyond 2009, emphasizing that, given the complexity of the negotiations, a work programme post-Copenhagen will be needed. 相似文献

NATO's entry into the Balkan war raised salient questions about the alliance's broader mission and, more generally, about Europe's security architecture. This article confronts these questions by revisiting the debate about collective defense versus collective security as organizing principles for alliances. NATO is viewed as serving a hybrid role of promoting collective defense and regional collective security. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. Sitting at the heart of m-commerce and at the intersection of the value chains of the payments, mobile, retail and technology industries, mobile payments are set to grow rapidly in the short and medium terms. M-payments are giving rise to the development of a new ecosystem of market participants including card schemes, MNOs, retailers, device suppliers, service providers and trusted service managers. Key regulatory considerations arising include e- money and payment services, mobile services regulation, consumer protection, data privacy and standards. The contractual landscape linking the various parties inhabiting the ecosystem is also rapidly developing, with key issues around revenue models, customer ownership, technology development, and risk and liability.
