ABSTRACTThis paper examines insurgent citizenship practices employed by activists in the exiled Burmese women’s movement from the 1990s and onwards. Consisting of political exiles, refugees and ethnic insurgents, this movement has successfully used the transnational, transitory space of the borderlands to constitute its participants as political subjects with legitimate claims to rights, citizenship and leadership. Drawing on interviews, this analysis interrogates women’s activism through the lens of insurgent citizenship practices. Thus, how have Burmese women’s activists claimed rights and lived citizenship in exile? Three main strategies are examined: firstly, women activists have positioned themselves as political actors and authorities through involvement in governance and humanitarian aid delivery in refugee camps. Secondly, they have claimed rights and political subjectivity through engagement with international norms, networks and arenas. Thirdly, they have claimed citizenship and political influence in oppositional nation-making projects through engaging with and negotiating ethno-nationalist armed struggles. The analysis highlights the multifaceted nature of women’s insurgent citizenship practices, showing how they navigate multiple marginalized subject positions, direct their rights claims towards multiple governing authorities, and enact multiple political communities. 相似文献

State control of land plays a critical role in producing land dispossession throughout the Global South. In Myanmar, the state’s approach towards territorial expansion has driven the country’s system of land governance, resulting in widespread and systemic land grabbing. This article investigates ongoing land governance reforms as key terrains for contesting such abuses of power. Employing a relational land governance approach, we view reform processes as shaped by changing power-laden social relations among government, civil society, and international donor actors. Legal and regulatory reforms in Myanmar potentially act as sites of meaningful social change but in practice tend to maintain significant limitations in altering governance dynamics. Civil society organizations and their alliances in Myanmar have played an important role in opening up policy processes to a broader group of political actors. Myanmar’s Rohingya conflict is arguably the most sensitive and complex issue facing the country, both in terms of the extent of physical and social destruction, and the impact on Myanmar’s domestic reform and international standing. The scale of human suffering is mind-numbing, the reactions of Aung San Suu Kyi and the Myanmar authorities baffling. However, too much international commentary is reductionist, flattening multiparty and multifaceted sociopolitical dynamics into a simple narrative, which is detrimental to understanding and responding to the conflict. This paper attempts to make sense of some of this complexity, firstly by addressing several common misperceptions of the conflict, then analysing it from a variety of theoretical perspectives. The first misconception is that this conflict is not new, but significant antecedents date back at to at least World War II, if not before. The second is that this conflict is not merely about state oppression of a despised and vulnerable ethno-religious minority, but rather a multipolar conflict with conflict and violence, driven by mutual existential fears and deeply historical grievances on all sides, by at least three key actors. This multipolarity needs to be better understood but outsiders seeking resolution of the conflict. And finally, the third is that this conflict is not primarily about the denial of citizenship and statelessness of the Muslims, as significant as this is, but about definition of the political community in Myanmar and the politics of inclusion/exclusion in governance. Framing this as an ‘intractable conflict’, this paper then examines the drivers of conflict from the perspective of an ethnic security dilemma, a double minority complex, and the political economy, arriving at conclusions about the nature of the conflict and sounding a final warning about a potential moral hazard arising from the way international support is framed and offered. 相似文献

ABSTRACTThe Extractive Industry Transparency Initiative is a set of transnational rules that aims at improving governance in the oil, gas and mining sector. Several resource rich countries have joined the initiative since its inception in 2002. The question is why and with what effect? The article explores the case of Myanmar and argues that both state and non-state actors use the transnational regulations of the Extractive Industry Transparency Initiative framework for their own ends. While the government attempts to attract broader foreign investment and increased foreign aid, civil society tries to address the human rights situation in the country. While this ultimately leads to conflict and confrontation in a society shaken by a long period of authoritarianism and civil wars, there is potential for the Myanmar Extractive Industry Transparency Initiative to provide an opportunity to improve state–society relations and build inclusive governance structures with an improved human rights record. However, the challenges are massive given the weakness of the state, ongoing armed conflict in ethnic minority areas and low trust between political actors. 相似文献
