Expo afterlife: corporate performance and capitalist futurity in the Carousel of Progress

This article discusses a theatrical spectacle created by Walt Disney and General Electric for the 1964 New York World’s Fair that has run for the last five decades: the Carousel of Progress, a history pageant that stages the evolution of domestic technology in the twentieth century. As a spectacle dedicated to celebrating tools that bolster women’s participation in the social reproduction of capitalism, the author argues, the Carousel shows how expos utilize theatricality in order to inscribe industrial technologies within corporate ideologies. By apprehending the Carousel of Progress as a site of corporate performance, the author demonstrates how the Carousel’s afterlife in theme park entertainment has enabled Disney to theatricalize disparate modes of capitalist futurity in response to shifting cultural sensibilities. The author situates the Carousel within an economy that has consistently presented female domestic labor as subordinate to corporate capital, culminating with its late-1990s staging of an illusory prefeminism, which fantasizes a twentieth century in which no feminist movement took place. Engaging with theories of corporate performance, this article takes up the Carousel of Progress’s production history as an indication of theatricality’s longstanding utility to corporate capitalism.

财政预算的本质，是社会公众与政府之间围绕预算资金使用和公共产品供给进行的委托代理交易。作为交易，财政预算存在交易成本，即财政预算的运行程序成本。制度经济学认为，交易成本过高会降低交易绩效。那么财政预算的交易成本过高也会降低预算绩效。为了控制财政预算交易成本，应当在预算法中构建一种有效的内部激励机制，保证预算执行主体的本位利益与社会公共利益挂钩，促进预算执行主体自觉地以社会公共利益最大化为目标运用财政资金，即绩效预算法律制度。     

包容的价值取向与包容性增长的融合途径探析

包容的价值取向作为一种价值导向和发展观,在人的发展和社会主义核心价值体系建设中发挥着越来越大的作用,包容性增长是包容的价值取向在经济领域的投射。但随着经济社会的发展,包容性增长中重视效率和效益的问题被放大,掩盖了其所蕴含的社会包容性发展问题。因此,用包容性发展的概念取代包容性增长的概念,并实现包容的价值取向与包容性增长的融合便成为重要的研究课题。本文在论述二者融合的必要性的基础上,探讨了二者融合的途径,以期用二者的融合促进人与社会的包容以及人的和谐发展、全面发展。     

Global poverty and inequality: are the revised estimates open to an alternative interpretation?

The level of, and trends in, global inequality and global poverty are indicative assessments of who has benefited from economic growth. The revision of price data has led to a reassessment of those estimates. Through an extensive overview of the implications, we argue that the data can be read in different ways. Official estimates show global extreme poverty and global inequality are considerably lower than previously thought. We argue that these changes are much less significant than they at first appear, and we present a more nuanced alternative interpretation by exploring changes across the entire global distribution.     

职场友谊对员工职业成长的影响研究 —— 工作旺盛感的中介作用

伴随着组织扁平化和无边界职业生涯时代的到来,工作轮换成为频繁现象,为在劳动力市场中保持持续的竞争优势,关注和促进组织内的职业成长成为人们的最佳选择。本研究以职场友谊为切入点,探索职场友谊对员工职业成长的影响作用,同时探究了工作旺盛感在其中的中介效应。研究结果显示,职场友谊对员工职业成长有显著的正向影响;职场友谊对工作旺盛感有显著的正向影响;工作旺盛感对职业成长有显著的正向影响;工作旺盛感在职场友谊和职业成长的关系中起部分中介作用。在此研究基础上,提出对管理实践的启示,同时进一步探讨了本研究的不足和展望。     

Is Public Service Motivation Changeable? Integrative Modeling with Goal-Setting Theory

This study proposes that Public Service Motivation (PSM) can be changeable by unique characteristics of public organization. The proposition is applied for the integration between PSM theory and goal-setting theory that is inevitable to better understand the motivation phenomena for the organization. The integration model consists of two sub-mechanisms: 1) the moderating role of goal characteristics on the relationship between Public Service Motivation and work motivation, and 2) the mediating role of PSM on the relationship between goal characteristics and performance. The model suggests empirically testable five theoretical propositions with methodological strategies. Finally, theoretical implications and future study are discussed.     

Speaking Like Statesmen or Scientists: Differentiating Congressional and Administrative Views on Data

ABSTRACT

Do legislators and executives speak of data the same way when speaking about public sector data? Public management scholarship and public performance policies often emphasize data-driven decision making as the path to making government efficient and effective. Whether the public policy makers mean the same thing when they speak about data in discussions of data-driven performance and decision making is unknown. In this article, the authors present an analysis of the language of data in conversations about government performance. Two frameworks are identified for the role of data in public performance—the statesman’s and the scientist’s. A corpus-level analysis of over 30 years of government documents is used to demonstrate the differences between these two approaches. This research builds consciously on the work of previous scholars seeking to map the nuances of data-driven performance management policies in the U.S. federal government.     

Projecting the Arena of Inclusion: The Case of South Korea in Pursuing a Phased Inclusive Growth Process

South Korea created a mechanism that fuels inclusive growth, a process that coevolves economic growth and social well‐being. This study attempts to elaborate on the context and preconditions for development that would manifest salience policy implications for moving up the industrial value chain and attain inclusive growth. We contend against the view of simplified growth cum equity that is used to elucidate the success of Korea's socioeconomic development (economic miracles). Our findings informed us that there were intense measures taken throughout different phases of Korea's industrial development. In addition, we observed in many occasions intense negotiations between the state, firms, and civil society for social welfare and a better working environment. This led to a pursuit for inclusive growth in the post catching‐up phase that blended together many inclusive agendas, realizing growth that coevolved industrial upgrading and social welfare. This article seeks to explain how Korea populated its arena of inclusion in the process of pursuing rapid industrialization. The overview of different phases of development provides normative principles that are useful as a guide for other economies which aspire to attain similar development.     

Territorial reforms in Europe: effects on administrative performance and democratic participation

Territorial reform is the most radical and contested reorganisation of local government. A sound evaluation of the outcome of such reforms is hence an important step to ensure the legitimation of any decision on the subject. However, in our view the discourse on the subject appears to be one sided, focusing primarily on overall fiscal effects scrutinised by economists. The contribution of this paper is hence threefold: Firstly, we provide an overview off territorial reforms in Europe, with a special focus on Eastern Germany as a promising case for cross-country comparisons. Secondly, we provide an overview of the analytical classifications of these reforms and context factors to be considered in their evaluation. And thirdly, we analyse the literature on qualitative performance effects of these reforms. The results show that territorial reforms have a significant positive impact on functional performance, while the effects on participation and integration are indeed ambivalent. In doing so, we provide substantial arguments for a broader, more inclusive discussion on the success of territorial reforms.
