在香港执行内地仲裁裁决的法律问题初探

在"一国两制"框架下,关于互相执行仲裁裁决的问题,香港和内地已有相关法律文件作了对等安排,但由于两地法律制度和司法体制的不同,统一的执行体制必须通过不同的方法、技术和途径来实施,这可能导致对有关当事人的潜在影响,如,裁决执行地的选择,为当事人选择执行地和规避法律提供了可能.     

民事诉讼中检察监督权的完善

民事审判活动是民事诉讼中较为活跃的因素,它以人民法院的民事审判权为基础,对民事审判权的运作实行检察监督则是实现诉讼法治化的重要环节。本文以我国民事诉讼检察监督权运作的内容和缺陷为着眼点,着重对监督原则、内容及权力措施等方面的进一步完善提出了设想。     

准噶尔盆地南缘区域羊鼻蝇的发生世代调查

以新疆准噶尔盆地南缘区域为调查点,应用昆虫系统调查法进行羊鼻蝇生活史调查,并对其各虫态期进行了测算和分析。结果发现：羊鼻蝇幼虫的百分比曲线呈不等称双峰型,发育速率时快时慢,冬季有滞育现象;该地区羊鼻蝇的发生世代为１ ａ ２ 代,２ 代所用时间不等,且世代重叠     

Applying a Dynamic Performance Management Framework to Wicked Issues: How Coproduction Helps to Transform Young People’s Services in Surrey County Council,UK

ABSTRACT

This article explores how a dynamic performance management (DPM) approach can give policy makers a more integrated, time-related understanding of how to address wicked problems successfully. The article highlights how an outcome-based approach to solving wicked policy problems has to balance three very contrasting objectives of stakeholders in the policy making process – improving service quality, improving quality of life outcomes and improving conformity to the principles of public governance. Simultaneous achievement of these three objectives may not be feasible, as they may form an interactive dynamic system. However the balancing act between them may be achieved by the use of DPM. Policy insights from this novel approach are illustrated through a case study of a highly successful co-production intervention to help young people with multiple disadvantages in Surrey, UK. The implications of DPM are that policy development needs to accept the important roles of emergent strategy and learning mechanisms, rather than attempting ‘blueprint’ strategic planning and control mechanisms. Some expectations about the results may indeed be justifiable in particular policy systems, as clustering of quality of life outcomes and outcomes in the achievement of governance principles is likely, because behaviours are strongly inter-related. However, this clustering can never be taken for granted but must be tested in each specific policy context. Undertaking simulations with the model and recalibrating it through time, as experience builds up, may allow learning in relation to overcoming barriers to achieving outcomes in the system.     

全球衰退与中国经济前景

全球经济如能在2010年前回复到稳定增长的轨道，则中国经济完全可能在走出“一枝独秀”的发展态势；全球经济如在2010年乃至较长的一个时期都无法回到稳定发展的轨道，则中国经济有可能会面临“长期调整”的发展态势。2009年的中国经济将受到强劲的投资拉动，消费将逐渐回暖，出口下滑的趋势完全取决于全球主要经济体的衰退程度，产业结构将呈现较大幅度地调整，失业状况将进一步加剧，如果2009年中国的资本市场能够保持稳定，中国经济将有可能维持在6％-8％左右的水平发展。     

Laughter and Liability: The Politics of British and Dutch Television Satire

Contemporary politicians face immense rhetorical and communicative challenges. Performing on the intertwined stages of politics, media (including Internet) and everyday life, they need to master diverse and contrasting repertoires of talk. Political communication research, at present, has ignored the question of how politicians face and experience these challenges, and how they reflect on the new communicative field. In this article, we begin to redress this situation by analysing and comparing the motives, experiences and reflections of politicians who appeared in the British satirical TV show, Have I Got News for You, and its Dutch adaptation, Dit was het Nieuws. Based on in-depth interviews with seven Dutch and 14 English MPs, we conclude that they draw from three repertoires to legitimise and reflect on their participation: a strategic, indulgent and anti-elitist repertoire. The first repertoire is predictable in the context of current political communication research, whereas the latter two add new dimensions of pleasure and bottom-up representation to it.     

国外关于经济增长的政治学研究综述

本文运用文献分析法,从政策选择与政治条件两个维度来梳理国外关于经济增长的政治学理论,并在各维度内对已有文献的观点进行分类归纳。结合文献梳理的成果,笔者提出关于经济增长的政治学研究范式的一些思考。     

论我国公务员薪酬增长机制的目标和原则

公务员的工资外收入差距一直是困扰公务员管理制度改革的难题之一。这种状况既影响公平．又给政府职能转变带来阻力．不利于廉政建设。所以．迫切需要对这一问题进行研究并加以解决．按照按劳分配原则、定期增资原则、物价补偿原则、平衡比较原则和法律保障原则．不断完善公务员薪酬增长机制，真正体现公务员的精英地位和其提供的优质服务的价值。     

利用积温和昆虫发育历期推测死亡时间的研究

目的积累尸食性蝇类虫态发育历期和积温的资料。方法采用动物尸体作诱饵,分别对自然飞到诱饵上繁殖生长的6种尸食性蝇类的虫态发育历期和积温进行观察研究。结果经过观察,取得了棕尾别麻蝇、丝光绿蝇、紫绿蝇、宽丽蝇、巨尾阿丽蝇、大头金蝇等6种尸食性蝇类的虫态发育历期和积温的基础数据。并采用倒计积温的方法推测实际案例中死者死亡时间,破案后证实推测时间与实际死亡时间一致。结论本文数据可为利用尸食性蝇类虫态育历期的积温推测死亡时间提供依据。
