Monitoring School Violence

Abstract

National monitoring of school violence is essential for needs assessments, policymaking, and evaluation at the national level. As informative and important as national monitoring is, the data generated at the national level is often not useful at the district or school site levels. There is therefore a need for a feasible method of monitoring school violence on the district and school level; furthermore, we need to find ways to effectively apply national-level information to schools and school districts. over time should be the foundation for the design, implementation, and evaluation of interventions in this area. In this article, we propose an expanded concept of monitoring that links comparable data on school violence at the grade, school site, district, and national levels. The paper presents our conceptual framework and methodology and illustrates its implementation in a district in Israel. We present examples of reports generated to monitor school violence for the district as a whole and for each of the school sites. Finally, we conclude that this is a feasible and useful model that social services could adopt to monitor practice in many other areas.     

Measuring the quality of election administration

How do we distinguish between a ‘genuine’, ‘free and fair’, or ‘legitimate’ election and an election that is something less? In this article, we offer an answer to this vexing question: the Election Administration Systems Index (EASI). EASI is a practical, transparent, and sustainable tool for measuring the quality of elections in the developing world. The following pages describe the current limitations in measuring election quality, detail the EASI approach, and provide a comparative analysis of the results of its pilot implementation. EASI scores are drawn from a survey of experts on elections in the target country following a recent nationwide election. The analytical framework is comprised of three electoral dimensions: participation, competition, and integrity of the process. We also divide these dimensions temporally according to the electoral cycle: either pre-election, during the election, or post-election. The final product is a set of six primary scores displayed across dimension and time. By aggregating the survey data in this fashion, we provide for a nuanced assessment of an election by each dimension and across the cycle. As our pilot results demonstrate, EASI is a diagnostic tool for identifying electoral strengths and weaknesses and serves well for comparative assessments.     

Synthetic Performance Indicators for Residential Housing Agencies

Many public administrations produce and distribute public services through a number of similar local autonomous organizations, or institutions, operating in different parts of the territory assigned to them under a centralized authority. Examples of this are the public residential housing institutions, the institutions for waste disposal, health care institutions, and education institutions. The problem arises regarding the evaluation of the performance of these local organizations and institutions not in absolute but in relative terms, in order to determine what incentives or sanctions should be meted out to them. This study presents the methodological problems, the data analysis, and the initial results of the method adopted by the Lombardy Region to create a system of performance indicators that will permit an automatic ranking of the Residential Housing Agencies in Lombardy （ALER） according to their performance, based on information from their balance sheets. A performance index was devised by rationally combining the results of three different analyses： position analysis, ranking analysis, and scoring analysis. The results allowed the central administration to： （1） motivate the managers of the local units through a system of performance-based incentives; （2） aggregate poorly performing local units or outsource inefficient functions; and （3） create competition among local units and raise overall performance levels.

中国政府公共产品供给的国际比较研究具有重要的理论与实践意义。进行中国政府公共产品供给的国际比较研究 ,首先要建立科学全面的政府公共产品供给指标体系。根据政府公共产品供给指标体系 ,我们可以对中国政府公共产品供给的状况进行国际比较 ,由此评估中国政府公共产品的现状与不足之处 ,并提出科学的行政改革措施。中国的行政改革应该重在提高政府公共产品水平 ,使政府能以充足优质的公共服务满足社会公共需求。     

The Economic Evaluation of Policing Activity: An Application of a Hybrid Methodology

This paper advances a hybrid police cost function that synthesises the proactive/preventive and response/reactive methodologies from the criminology literature. The model presents a coherent estimation process that can help in the allocation of scarce resources to police forces and also enable economists, government organisations and criminologists to assess the scale and technical efficiency of forces. This hybrid model uses response survey data for a sample of English and Welsh police forces in which relative efficiency rankings are contrasted with relative performance measures produced by the Audit Commission. We find that there are considerable divergences in police force's scale and technical efficiency during 1997/98 and 1998/99 utilising non-parametric techniques.

本文通过对主导报纸《人民日报》的一次小型社会性别监测,统计分析了该报人物报道、专访、图片和性别议题报道的状况,并结合与既往主导报纸社会性别监测结果的对比,指出主导报纸近年来的妇女报道并无明显改善,最突出的问题是忽视妇女和性别议题,通过使妇女“不在场”而固化了男性主导的话语权力格局。

政务公开是实现透明政府的重要制度之一,政务公开的顺利开展有赖于监督保障机制的实现。文章从省级政府信息公开监督保障机制的现状入手,分析监督保障制度存在的公民参与不足和政府履职不全的问题。提出通过提高社会资本水平、降低公民参与成本、政务公开专职化和公开范围精细化等措施,实现政务公开有序进行。
