Historical experience of resolving territorial disputes in all parts of the world shows that the disputed territory itself has neither the strategic depth nor sufficient maneuvering space. It is hard to make any progress when solely focusing on resolving the territorial issue. How to keep the territorial issue in a controllable and appropriate place has posed a great challenge to the Northeast Asian countries.     

How (often) do voters change their consideration sets?

The consideration set model posits that in multi-party elections voters decide in two stages. We expect that in the consideration stage, when voters select viable options, ideological proximity is a key determinant, while in the choice stage election-specific factors become particularly important. This would imply that consideration sets are rather stable and that changes in voting preferences occur mainly within ideologically coherent consideration sets. This study examines both claims by analyzing panel survey data from Sweden and the Netherlands. Consideration sets were indeed rather stable, more so than voting intentions. After one year, voters still considered the same party in 81% of cases and only 13% of respondents shifted between ideological camps. This indicates that voters changed electoral preferences primarily within the boundaries of relatively stable consideration sets and ideological camps. These findings help to understand how elections can be volatile, despite the strong impact of highly stable ideological orientations.     

Ukraine’s journey to Europe: strategic macronarrative and conceptual metaphors

ABSTRACT

Informed by strategic narrative theorisation and cognitive metaphor theory refined and expanded, this paper analyses textual and pictorial instantiations of cognitive metaphors used to describe and explain the trajectory of Ukraine’s development and form a particular narrative of this movement. Both narrative and cognitive metaphor are considered as tools for navigating experience and serving to construe its subjective images. The study focuses on the ways these tools were used by Ukrainian print media (eight influential outlets) in 2016. The outcomes demonstrate how a coherent strategic macronarrative of Ukraine’s course of development emerges from metaphoric images that survive semiotic mode changes, alternating between textual and pictorial. The macronarrative is that of Ukraine on a hero’s journey towards the European Union – a journey with political and economic implications for both Ukraine and the EU.     

Strategic rebels: a spatial econometric approach to rebel fighting durations in civil wars

ABSTRACT

Recent research on multi-actor civil wars highlights that rebel organizations condition their conflict behavior on that of other rebel organizations, with competition and free-riding constituting the core theoretical mechanisms. We provide a new actor-centric approach to explicitly model strategic interdependence in multi-actor civil wars. We argue that rebel organizations have incentives to remain mobilized until the end of a conflict to maintain their power to negotiate, power to spoil, power to enforce, and power to protect. This induces strategic complements that dominate duration dynamics in multi-actor conflicts. Based on a network game-theoretic model, we derive a spatial econometric framework that allows for a direct test of strategic interdependence. We find that the estimated duration interdependence is positive but partially offset in secessionist conflicts where the public goods nature of the incompatibility also induces strategic substitution effects.     

Construction Procurement and State Government Strategy: Aligned or Disconnected?

Australian state governments are engaging in strategic planning processes and publishing departmental and/or overall state strategic plans. One means of achieving the goals outlined in these strategic plans is via public procurement processes. Investments in construction projects by governments are strategic in nature and made to create infrastructure, which enables the provision of public services. This article investigates the contribution that construction procurement across the five Australian state governments who expend the most money on infrastructure makes towards the achievement of government strategy. The research draws on interviews with experienced project managers to assess whether public sector construction procurement is aligned or disconnected with publically stated government strategies.

Assessing Risk of Placement Instability to Aid Foster Care Placement Decision Making

Placement stability is of critical importance to the well-being of children in foster care and has an impact on other key outcomes. Placement decision-making that matches children with placement resources is often cited as a practice that impacts placement stability, but little research exists to inform this practice. The focus of this research is on a child assessment tool that was developed to determine the appropriate level of care, which serves as one component of a web-based matching system that pulls together child and placement information used to inform the placement decision. The research examines the relationship between the child assessment subscale domains and placement stability for first and subsequent placement decisions and evaluates the stability of placements made in and outside of the indicated level of care.
