目的建立胶带的种类检验、方法。方法应用傅利叶显微红外光谱仪,分别对胶带的胶质、基质(基材)及整体(胶质和基质同时存在)进行检测分析。结果不同种类胶带,红外吸收图谱存在差异,相互间图谱匹配率不同。通过比对分析,可对不同种类的胶带进行鉴别。结论该方法检验胶粘带(胶带),检材用量少、结果准确,操作简便,具有很强的实用性。  相似文献

Examination of concealed writing is often a challenge for forensic document examiners. Although the published literature describes many techniques, these are often only successful when the writing has been concealed by pencil, pen, or by spreading inks of different tint or by smearing of the writing with colored fluids. When black pressure sensitive adhesive (PSA) tape is used, these procedures are ineffective. The present report describes the use of a straight chain hydrocarbon to remove the PSA tape and allow a comparison of the concealed writing with that of a suspect. The use of the solvent had no observable effect on either the writing or the substrate. The procedure is rapid and easy to use and is also effective with other colored PSA tapes.  相似文献

The backings of 90 black electrical tapes were analyzed to evaluate the chemical components of these films, the ability of individual techniques to discriminate samples, and the ability of the techniques combined to distinguish samples. The techniques utilized and their respective discrimination results were stereomicroscopy and physical measurements, to include observation of surface features of the backing, width, and thickness measurements (c. 64%); Fourier transform infrared spectroscopy (FTIR) using a microscope accessory (c. 83%); pyrolysis-gas chromatography/mass spectrometry (Py-GC/MS; c. 81%); and scanning electron microscopy/energy-dispersive spectroscopy (SEM/EDS; c. 87%). Ninety-four percent of the backings were discriminated through this combination of analytical methods. Finally, evaluating these results in conjunction with previously published data on the analysis of the adhesives from the same set of electrical tapes provided an overall discrimination of nearly 96%.  相似文献

The Coalition government made a commitment to review employment law to ensure flexibility for both parties and enhance business's competitiveness. This led the prime minister to ask venture capitalist Adrian Beecroft to undertake the task of identifying the areas of employment law that presented the greatest burden, and making recommendations for reform. The Beecroft report identifies 16 areas for reform, but the lack of evidence to support his conclusions severely undermines his case. The challenge of increasing employment in a stagnant economy is substantial, and Beecroft's recommendations, if implemented, are unlikely to make a difference. Businesses need to see increased demand and access to finance if they are to take on more workers, but government must also develop a long‐term vision of the UK labour market and address weaknesses that existed before the financial crisis.  相似文献

Commercial‐off‐the‐shelf (COTS) materials were evaluated as surface samplers for the Department of Homeland Security Chemical Forensics Program. The program helps evidence collectors identify trace chemical residues at incident scenes. COTS items are widely available, produced in large lots, and with strict controls. Chemical attribution signatures were collected from common surfaces. Eight tape lift candidates were considered, five were chosen based on performance and tested for analytical interferences and extraction efficiencies with 14 chemicals. Three products (duct tape, print lifters, command strips) were evaluated for uptake from common interior surfaces (glass, tile, ABS plastic). Duct tape provided highest recoveries across all surfaces. Even the most volatile analytes were detected in the ABS plastic samples (nondetections in others), regardless of tape lift material used. The porous plastic substrate provides better target retention than glass and tile surfaces. Forensic field operators should sample surfaces made of ABS plastic (keyboards, remotes, phones, etc.) whenever possible.  相似文献

Given the unprecedented scale of intergovernmental development funding and the importance of institutional quality for human well‐being, it is imperative to precisely understand the impact of development funds on corruption. In Europe, European Union (EU) Funds provide a boost to public spending in recipient member states while introducing additional corruption controls. We investigate whether EU Funds increase high‐level corruption in the Czech Republic and Hungary in 2009–2012. We analyze newly collected data from over 100,000 public procurement contracts to develop objective corruption risk indicators and link them to agency level data in the public sector. Propensity score matching estimations suggest that EU funds increase corruption risk by up to 34 percent. The negative effects are largely attributable to overly formalistic compliance and EU Funds overriding domestic accountability mechanisms in public organizations entirely dependent on external funds. The policy implications are profound: governments should reduce barriers to market entry by lowering red tape and prevent excessive concentration of funds.  相似文献

Footwear impressions are a common form of evidence found at crime scenes, and the accurate recovery and recording of such impressions is critical for shoe sole comparison and identification. The lifting of shoe sole impressions from hot surfaces (>30°C/86°F) and in hot environments has received little attention in the literature, particularly in relation to the recovery of class and randomly acquired characteristics (RACs) required for accurate comparisons. This study addressed this knowledge gap by comparing the performance of three common impression lifters (gelatin, adhesive, and vinyl static cling film) at recovering shoe sole impressions in dust from hot flooring substrates. Dry origin dust shoe sole impressions were made on ceramic tile, galvanized metal, and laminated wood flooring using a shoe that possessed two RACs and five class characteristics present on the sole. Substrates were left in direct full sun for five hours during a summer day prior to lifting. Performance was measured by the proportion of RACs and class characteristics visible in each lifted impression. Results demonstrated that the vinyl static cling film tested performed poorly across all substrates, particularly for metal (23.8% marks recovered), including notable shrinkage of the lifted impression. In contrast, adhesive (~96% marks recovered over all substrates), and to a lesser extent gelatin (~85%), lifts were highly successful on hot substrates. These data suggest that adhesive lifts can consistently and accurately recover shoe sole impressions from hot substrates. This study contributes critical information for crime scene examiners to improve and expand evidence recovery in hot environments.  相似文献
