Perceptions of justice: Clientele evaluations of conflict adjustment by a utility regulatory agency

During the past 15 years social psychological research on justice has evaluated hypotheses about linkages among various personal and institutional attributes and variables like outcome favorability and perceptions of procedural and distributive justice in decision-making contexts. This article reexamines hypotheses and findings about procedural and distributive justice using data from the dispute adjustment process used by a state regulatory agency. This study differs from any previous studies of perceptions of justice in two respects. First, the study employs data about the perceptions ofboth sides of a disputing experience before a public authority. Second, rather than using multiple regression and path analysis as in many past studies, we illustrate the value of hierarchical log-linear analysis as an analytical technique. The data analyzed through loglinear analysis permit us to reconsider previous conclusions about the procedural neutrality and participation in dispute adjustment and the linkage of these concepts to the legitimacy of the political regime.     

社区居民参与旅游发展的问题及体制性影响因素研究——一个社区主导型旅游村落的视角

中国社区主导型旅游村落的居民在参与旅游发展过程中存在各种问题,该文以北京郊区一个自然村落为例,针对社区居民参与旅游过程中参与旅游规划与决策、村资源旅游经营、旅游监督、旅游收益分配四个方面存在的问题,提出了社区居民社区参与旅游不足问题背后的三个体制性影响因素,即村干部委托代理制度、村干部公共管理角色与经营角色的混合制度,以及乡村干部内部利益的庇护网,并提出了可选择的发展路径。     

法条竞合的学术演进——一个学术史的考察

法条竞合是我国刑法学中一个颇具特色的理论问题,对于正确地解释立法以及正确地适用法条都起到了重要的作用。法条竞合从概念引入到本土化,经历了一个逐渐的学术演变进程,这也是我国刑法学术成长的过程。法条竞合理论讨论中涉及的重法优于轻法等原则的理解与适用,无不与罪刑法定原则相关。可以说,法条竞合的学术史恰是我国刑法理论发展的一个缩影。     

Multileveled citizenship and citizenship education: experiences of students in China's Beijing

With reference to three secondary schools in Beijing, this study investigates students' perceptions of multiple identities at four levels – self, local, national, and global – and the ways in which students form multiple identities. The study uses a mixed methodology of questionnaires and interview surveys to collect data, and identifies four patterns of Beijing students' multiple identities: a high value on self-identity, a strong affective orientation toward local and national identity, minimal distinction between local and national identities, and an imagined global identity. This study provides empirical data that both supplements and challenges the existing literature on citizenship and citizenship education in the context of globalization.     

浅析网络舆论对公共政策制定的影响

随着信息技术的高速发展,网络舆论对公共政策制定的影响和作用开始凸显,并已成为公民影响公共政策制定的一条新途径。与此同时,网络舆论对公共政策的制定也存在一些不利影响。所以,政府在公共政策制定过程中要正确利用网络舆论,以便更好地实现公民参与,促进民意与公共政策的有效互动。

公共决策中的公民参与是经济政治发展的必然产物,作为衡量一个国家民主化程度的重要标准受到越来越多的关注。中国的公民参与存在一些限制性因素,与公众高涨的参与热情相冲突。应该在充分肯定公民参与价值的基础上,区分政策类型、寻找灵活的参与方式,满足公民参与的要求。从多方面努力,建立起有序的、常态的公民参与体制。

论中国传统女性参政角色及当代转变

女性参政是社会发展和现代化事业的一个重要部分,也是推进社会主义民主政治、加强政治文明建设的需要。从原始社会到改革开放这一悠久的历史时期内,女性参政角色经历了由执政人、工具人到平等人的漫长演变,并且这些演变过程中都有着共同的特征。从历史角度分析,主要可归因为政权、族权、神权和夫权这四大权力对传统女性参政角色的压抑。探究中国传统女性参政角色的转变对新时期建构合理的女性参政角色大有裨益,可以从参与机制、法律保障、女性话语和公民维度四个角度进行建构。     

地方政府绩效评估中公众参与问题研究

目前我国许多地方政府在其绩效评估中,评估主体、评估信息呈现出实质性的政府垄断,公众参与形同虚设,流于形式。因此,调整评估主体,使其组成多元化;发展电子政务,创新政府绩效信息提供方式,促进信息公开化以及重视和提高公众参与政府绩效评估的能力实属当务之急。     

试论网络参与下的政府决策

公民参与政府决策是公共决策科学化、民主化的客观要求。随着网络技术的发展,网络参与作为公民参与政府决策的一种新方式,越来越成为公民政治参与的有效途径。因此,探索在网络参与环境下如何趋利避害,使公共决策更加科学、合理、民主并符合社会全体成员的需要,具有重要的现实意义。本文以政府决策为研究对象,以网络参与为研究视角,通过案例实证分析,探讨了网络参与和政府决策之间从冲突走向协商的可能性和途径,以期引起学术界对此问题的进一步研究和思考。
