International Organizations ICTs Policies: E‐Democracy and E‐Government for Political Development

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. Particular attention will be devoted to e‐democracy and e‐government as policies to build democracy in developing countries.

联合国青年政策框架和各国制定青年政策的理论及实践表明,国家青年政策的制定必须在立足于本国．国情的同时又注意借鉴国际经验,并对“青年”等基本概念做出明确界定,阐明青年与自然、青年与社会等基本关系,把青年作为未来力量与现实力量的集合体和问题与潜力的统一体。     

The Role of EU Internal Policies in Implementing Greenhouse Gas Mitigation Options to Achieve Kyoto Targets

This paper reviews the role of internal European Union (EU) policies and measures in implementing the target for greenhouse gas mitigation in the Kyoto Protocol. It starts with a discussion of the EU Burden Sharing Agreement, which distributes the target between Member States. This leads to a review of the appropriate level of implementation of policies, i.e. at the EU level or Member State level. There is a role for the flexible mechanisms of the Protocol, particularly emission permit trading, in complementing Member State policies at the EU level. The implementation is to be done against the background of three major factors which may have an important bearing on the policies: the probable long-term requirement of substantial reductions in greenhouse gas emissions a changing structure of energy markets, following liberalisation of the gas and electricity markets EU enlargement to include economies in transition with the potential for further substantial reductions in emissions.The paper concludes with a discussion of ancillary benefits of the policies that may be substantial and a summary of the position as regards the "unfinished business" of the Protocol to be discussed at the Conference of the Parties in the Hague in November 2000.

论我国产业政策的法治化及实施制度重构

产业政策的实施机制的完备是产业政策功能实现的根本,而产业政策的实施必须按法治化的思路进行,而当前我国处于经济转型期,现有的经济体制状况要求国家宏观调控主要运用经济政策和经济杠杆对经济生活进行间接的、一定范围内的干预。在这种体制转型过程中,产业政策可以起到关键性作用。     

An Exploratory Analysis of Florida Law Enforcement Domestic Violence Policies

The high social cost of domestic violence has caught the attention of lawmakers and criminal justice agency administrators across the country. As public awareness and concern over the incidence of domestic violence has risen, domestic violence legislation has focused on, among other things, the law enforcement response to domestic violence. The purpose of this study is to examine Florida law enforcement agency response to domestic violence by analyzing agency standard operating procedures (SOPs) across measures identified in the Florida Model Policy for Domestic Violence. Utilizing content analysis, the authors identify agency policy mandates including the number of officers responding to the scene, the use of specialized units, availability of victim advocates, and procedures for investigation.     

Cultivation and Use of Opium in Rural India: Bottom-Up Insights Into Anti-Drug Efforts

Although India is a major supplier of licit (i.e., legally grown) opium, it is also a leading producer of illicit (i.e., illegally grown) opium. To learn who might be involved in both types of production, the researchers interviewed 50 licensed opium farmers in Madhya Pradesh. Those interviews covered, among other aspects, farmers’ opium use, community attitudes towards addiction and trafficking, and knowledge of government-set opium prices and regulations. In general, some of those interviewed outlined both informal social controls and shunning, used against rural addicts, and support, even if grudgingly given, for government regulation. Those same interviews, however, revealed evidence of important social/economic changes that are undercutting the limited efficacy of extant formal controls in curtailing opium use, addiction, and trafficking.     

Meeting the Offender Re-integration Challenge

In this article the author – member of the European Offender Employment Forum – gives his view on the problems of re-integrating ex-offenders. He describes the pan-European growth of the prison population, the vocational training offered in prisons and the demands of the labour market. He also discusses promising programmes and initiatives to counter the problems faced by ex-offenders. The 'solution' should be multi-dimensional, provide for continuity between pre-release and after-care and counter problems like employment, housing and finances. Governments must make it their business to ensure that the programmes they support are meeting the range of offenders' needs, are linking properly with the labour market and are providing continuity from sentence to community.
