For more than a century, white communities across the United States employed strategies to remain all-white, including violent acts, forcibly driving minorities out of town, and racist local ordinances. One particularly widespread and effective approach used by many towns to exclude certain groups of people from living there was the creation of a ‘sundown town’: towns that purposely signalled to African Americans and other non-white groups that they were not welcome within the city limits after dark. Crowe and Ceresola seek to understand how historical racial policies affect present-day community life and, in particular, one component of community with which many towns currently struggle: economic development. In exploring the effect of cultural legacy on perceptions of race and economic development in five mid-sized communities in central and southern Illinois—two former sundown towns and three without histories of racial exclusion—their study uses interviews, observation and content analysis to examine how historical legacy can carry over to the present and affect economic development. Overall, the findings suggest that the values and beliefs passed down through a community's legacy influences current local economic development.  相似文献

Local racial contexts influence public opinion and voting behaviors. This paper argues that differences in community racial demographics also change public political behavior and influence the effectiveness of different campaign appeals to change public political behaviors of white Americans. Using data from an experiment run by a congressional primary campaign, I examine the responses of white Republicans to display a yard sign of a white Republican running against a Latino Republican. Consistent with theories of racial threat, whites in Latino neighborhoods were more likely to be willing to post yard signs. Moreover, the results also show that the effectiveness of different campaign appeals varies by neighborhood racial context. These findings show that racial diversity affects the public political behaviors of white Americans and, more importantly, changes the effectiveness of different campaign appeals.  相似文献

Renewed interest has occurred in the United States around racially biased policing. Unfortunately, little is known about the effects of neighborhood social context on black adolescents' experiences with racially biased policing. In the current study, we examined whether perceptions of racially biased policing against black adolescents are a function of neighborhood racial composition, net of other neighborhood‐ and individual‐level factors. Using two waves of data from 763 black adolescents, we found that black adolescents most frequently are discriminated against by the police in predominantly white neighborhoods. This effect especially is pronounced in white neighborhoods that experienced recent growth in the size of the black population. Our results lend support to the “defended” white neighborhood thesis.  相似文献

Abstract:  The AmpFℓSTR® MiniFiler™ polymerase chain reaction amplification kit, developed and supplied by Applied Biosystems, complements the AmpFℓSTR® Identifiler® polymerase chain reaction amplification kit (Applied Biosystems, Warrington, U.K.) by improving the success rate when profiling DNA that is degraded or contains inhibitors. Before applying the MiniFiler™ kit to casework, the profiles from 200 unrelated Kuwaitis were compared to Identifiler® profiles. Concordance was observed for 99.875% (1598 of 1600) of the compared STR loci. The two discordant profiles displayed allelic dropout: one at the D13S317 locus due to nonamplification of allele 10 in the MiniFiler™ profile, and one at the D18S51 locus due to nonamplification of allele 18 in the Identifiler® profile.  相似文献

The English Speaking Working Group (ESWG) of the International Society for Forensic Genetics (ISFG) offers an annual Paternity Testing Workshop open to all members of the group. Blood samples, a questionnaire and a paper challenge are sent to the participants. Here, we present the results of the 2002–2008 Paternity Testing Workshops with the objective to evaluate the uniformity of DNA-profiling and conclusions of the participating laboratories as well as to clarify tendencies in typing strategies and biostatistical evaluations of the laboratories. The numbers of participating laboratories increased from 46 in 2002 to 68 in 2008. The results showed an increasing degree of concordance concerning methods and DNA systems used and a high degree of uniformity in typing results with discrepancies in 0.1 and 0.3 % of all submitted PCR-based results. The paper challenges showed uniformity in the calculation of the weight of evidence for simple cases with straight-forward genetic constellations. However, a high degree of variation existed in complex scenarios with rare genetic constellations such as genetic inconsistencies/possible silent alleles, rare alleles and haplotypes.  相似文献

An additional 20 novel mini-short tandem repeat (miniSTR) loci have been developed and characterized beyond the six previously developed by our laboratory for a total of 26 non-CODIS miniSTR markers. These new markers produce short PCR products in the target range of 50-150 base pairs (bp) by moving the primer sequences as close as possible-often directly next to the identified repeat region. These candidate loci were initially screened based on their small amplicon sizes and locations on chromosomes currently unoccupied by the 13 CODIS STR loci or at least 50 Mb away from them on the same chromosome. They were sequenced and evaluated across more than 600 samples, and their population statistics were determined. The heterozygosities of the new loci were compared with those of the 13 CODIS loci and all were found to be comparable. Only five of the new loci had lower values than the CODIS loci; however, all of these were much smaller in size. This data suggests that these 26 miniSTR loci will serve as useful complements to the CODIS loci to aid in the forensic analysis of degraded DNA, as well as missing persons work and parentage testing with limited next-of-kin reference samples.  相似文献

In criminological studies of racial disparities the effect of race on outcomes is assessed after statistical controls for other variables. There is no universally accepted measure of size of disparity after controls in the most common type of disparity study: the study of binary outcomes. Some such studies use a measure that lends itself to interpretation in terms of the proportional reduction in error (PRE). Most use a non-PRE measure of association. This study investigates the effect of choice of measure on conclusions about the size of a disparity after controls. For illustrative purposes the study analyzes data on the awarding of sentence reductions to drug traffickers. After controls, blacks are found to be substantially less likely than whites to receive a reduction according to a type of non-PRE measure: an odds ratio derived from a logit model. But using the same data and model, PRE measures obtained from an ROC analysis indicate that, after controls, there is hardly any difference between the races in their likelihood of sentence reduction. Results illustrate the study's thesis: that the choice of measure can powerfully affect conclusions. The findings' implications—for policymakers and for researchers who conduct racial disparity studies—are discussed.  相似文献

As it is in many countries, racial rhetoric is a feature of South African national government elections. The use of such rhetoric provokes the question, how much is political party support in the country driven by interracial animosities? Using the nationally representative public opinion dataset, the South African Social Attitudes Survey, this article looks at party closeness to the African National Congress (ANC) amongst the black African population. The ANC is one of the oldest and most powerful political parties on the African continent and currently dominates South Africa’s parliamentary government. Constructing four indexes of racial attitudes and behaviours, the article investigates whether partisanship with the ruling party can be predicted by racial animosity. The period under investigation is 2010–2014. Bivariate and multivariate quantitative techniques are employed to test the relationship between ANC partisanship and racial animosity. The results of this investigation show that racial enmity in the country is troublingly widespread. Public opinion analysis, however, found no correlation between racial acrimony and ANC partisanship. Other factors are driving black African identification with the country’s ruling party. The implications of these results for the study for political party support in South Africa are discussed and future avenues of research presented.  相似文献

Following an introduction to the changes in how ethno-racial identity is conceptualized in the social sciences and humanities by the destabilization of categorical frameworks, the author looks at how law reacts to these discussions and paradigm shifts, and argues that legal and administrative approaches face severe linguistic and conceptual limitations by operating within a “choice” and “fraud” binary. The article then questions if the free choice of identity exists as a principle of international minority protection law, a legal field that arguably represents a global political and ethical consensus. The author makes two claims. First, according to the basic tenet of legal logic, a proper right to free choice of identity allowing people to opt out of racial, ethnic, or national (minority) communities would necessitate the freedom to opt in to the majority or to any chosen group. The second claim, however, is that international law would not actually construct an approach to opting in. Thus, the right to free choice of identity is not an autonomous, sui generis right under international law.  相似文献

This article seeks to mark the twentieth anniversary of the publication of Saidiya V. Hartman’s Scenes of Subjection: Terror, Slavery, and Self-Making in Nineteenth-Century America through a series of meditations on questions of time, embodied performance, the political concept of emancipation, and Oliver L. Jackson’s painting, Untitled 12.6.84, which graces the cover of this seminal work. This effort to recall Hartman’s argument regarding the nonevent of emancipation moves in the service of developing an understanding of the nonarrival of black freedom as a conceptual frame for addressing the recursive and untimely dimensions of black self-making. Ultimately, this article argues that Scenes of Subjection allows us to glimpse the making of worlds within the historical archive that fall outside of the normative horizons and expectations of political emancipation. Neither durable nor everlasting, neither verifiable nor guaranteed, such worlds take shape and dissolve within the mysterious rapport between the “could be” and the “not yet” and leave traces on the broken flesh of the black body.  相似文献
