对我区公安教育工作的思考

公安教育培训工作是公安事业发展的重要增长点,是队伍管理长效机制的重要环节,公安工作的特点要求公安队伍建设必须走职业化、专业化之路。公安教育培训工作必须紧紧围绕着培养合格的高素质职业化专门人才的目标运作,突出教育培训特色,拓展空间,加强、改善与业务实践部门的联系,贴近实践,突出针对性,将公安教育培训工作做精,做强,做出效益。     

试析儒家德位之辨中的敬位意识

由儒家主导性开辟的德位之辨,孔子为其定下基调,孟子从道义论立场加以证明。儒家揭示德位之辨及其敬位意识,并上升到义务论性质。以德居位、敬位意识内化为责任心和忧“责”意识、义务心使然、道义论立场,对知识分子从政之路提出了责任情结问题,更使儒家的德位之辨获得了独特的理论向度和实践价值。     

Coping with complexity: Ballot position effects in the Finnish open-list proportional representation system

Many studies show that the order of candidates’ names on the ballot has an effect on voting. Less informed and indifferent voters may simplify the voting process by using the ballot position of candidates as a voting cue. By studying six parliamentary elections in Finland, this study first demonstrates that the relationship between ballot position and preference votes follows a reversed J-shaped curve. Candidates listed early on the ballot win the most preference votes, while candidates listed near the end have an advantage over those listed in the middle. Furthermore, the ballot position effect grows stronger with the complexity of the electoral environment. The ballot position effect increases as the number of candidates on the party list increases, the candidates-to-seats ratio increases and the number of incumbents on the list decreases.     

Pan-European thought in British fascism: the International Third Position and the Alliance for Peace and Freedom

Shaffer’s article explores pan-Europeanism in post-war British fascism by examining the International Third Position (ITP) and the Alliance for Peace and Freedom (APF). More marginal than the National Front and the British National Party, these groups never sought electoral influence or attracted a noteworthy membership. However, the ITP and the APF served as an important expression of extremist thought after the National Front and British National Party suffered from declining support. Both notably involved Nick Griffin and Roberto Fiore—who played significant roles in post-war fascism—although their involvement has not been explored in detail. By examining their activities, Shaffer argues that the pan-Europeanism of the ITP and the APF represented an evolution of British fascism that focused on foreign audiences and non-electoral goals. Despite containing elements of pan-Europeanist thought that existed in the NF and the BNP, they sought a purer and more exclusive objective with a strictly international focus.     

咬痕个体识别的比对方法

目的 建立一个牙模数据库,为通过牙齿、咬痕进行个人识别的研究及其在法医实践中的应用提供一种新方法。方法 经过对400例牙模进行分析、计算,将牙齿的形状、排列转换成数字型(X,Y)坐标,通过计算出每颗牙关键点与坐标原点的相对位置,在DOS系统下运用Borland C++5.0语言编写程序,快速地计算出牙齿和牙弓的特征。结果 能对牙模进行自动识别,达到排除与认定。其比对精度长度为1.3mm,角度3°;可取的最少牙点位数目为12～14较为合理,大致需要5～7个完整的牙痕。结论 该方法是研究咬痕与牙模比对的基础。
