Innovation with public administration in Turkey

Public administration can play an important role in achieving a sustainable global competition level for this country through innovative services （Ozhaseki, 2006, p. 29）, to which there is a rising demand in the name of competition, globalization and new necessities of the society （Tosun, 2006, p. 19）. However, ＂innovation does not just happen＂ （Streib ＆ Willoughby, 2005, p. 83）. This paper tries to search for conditions of developing innovation with public administration in Turkey. To start with, organizational leadership, collaboration and good communication are needed to enable joint development of innovation, for example, to increase computer and information literacy, access to the Internet, and demonstrate the value of using the Internet （OECD, 2006, pp. 6, 9） Financial incentives for developing innovation by public organizations to share their solutions could also be considered.     

电子政务视阈下的服务型政府建设

实施电子政务是建设服务型政府的重要切入点,必须明确服务型政府建设的特征,正确理解电子政务对建设服务型政府的作用,并从改变传统行政观念、转变政府职能、重建组织结构、优化政府业务流程、推进协同政务、提高网站服务功能、完善公共服务优质供给的程序性制度、加强公共服务理论研究等几方面综合推进服务型政府建设。     

In English and en Español?: Language Accessibility of County Websites

This article examines the response of U.S. county government websites to language diversity among county residents. Employing a survey of county websites and U.S. Census data, our findings reflect a general lack of Spanish language accessibility. The study finds that population size and proportion of Spanish-speaking population do not positively impact county website Spanish language accessibility. Border states from California to Florida outperform northern states. There are, however, notable exceptions to the generally negative findings of the study, especially with regard to identification of best practices and other opportunities that support efforts to become more language-inclusive.     

Usability and Digital Inclusion: Standards and Guidelines

This article aims at discussing e-government website usability in relation to concerns about digital inclusion. E-government web design should consider all aspects of usability, including those that make it more accessible to all. Traditional concerns of social exclusion are being superseded by fears that lack of digital competence and information literacy may result in dangerous digital exclusion. Usability is considered as a way to address this exclusion and should therefore incorporate inclusion and accessibility guidelines. This article makes an explicit link between usability guidelines and digital inclusion and reports on a survey of local government web presence in Portugal.     

Citizen Satisfaction: A Multicriteria Satisfaction Analysis

Governments across Europe face the challenge of responding to public demand for more valuable, responsive, and efficient and effective services. In this article we will evaluate the public services in Greece. More specifically, this article refers to a citizen's satisfaction web survey for Citizens’ Service Centers. The analysis of the data is based on the MUSA (Multicriteria Satisfaction Analysis) method. MUSA is an ordinal regression model which is based on the principles of multicriteria decision analysis. The method is an instrument to evaluate quantitative global and partial satisfaction levels and to determine the weak and strong points of citizens Service Centers. Furthermore the results of this study will help the Citizens Service Centers to develop more effective services.     

Public Policy： The Reality in the Practice of Management Agreements

This paper presents the new version of public policy for government transparency, outlining state＇s required functions, in the context of economic globalization, to enable fulfillment of social demands and Brazil＇s competitive insertion in international markets. In this sense, public policies were adjusted to the role of social and economic development promoter and regulator： Strengthening government capacity for formulating and evaluating them; increasing governance, i.e., government＇s ability to implement public policies, from the viewpoint of efficiency, efficacy, and effectiveness through the introduction of new organizational models and new partnerships with civil society; establishing management contracts, agreements, and partnership terms; and finally modernizing public management. E-government （e-gov） includes three of the seven lines of action of the information society： universal service, government available for all and advanced infrastructure. The Integration and Intelligence Government Information System （i3-Gov） was developed in open platform. Thus, new trends in shared and interagency management for public, productive, and growing third （voluntary） sectors are contemplated. The paper presents the results obtained with the Federal Government Voluntary Transfers Integrated System （SICONV）, which adequately fulfills the expectations of service and transparency, but needs improvement in regard to government participation without state interference.     

试论基于服务型政府的我国电子政务法律体系的构建

现阶段,我国电子政务法律建设远远落后于电子政务本身的建设,阻碍了电子政务的进一步发展。因此,建立一套完整的电子政务法律体系以规范我国电子政务的发展,进而促进服务型政府建设已是一件刻不容缓的事情。首先,我国应该制订和完善实施电子政务的基础性法律;其次,要制订和完善电子政务活动的核心性法律;最后,要制订和完善电子政务活动的运作性法律。     

信息时代我国政务信息安全保障探究

人类社会已由工业时代迈向信息时代,安全的核心内容也经历着由物质资料安全到以知识、信息为核心的信息安全的转变之中。政府在国家和社会生活中有着不可替代的作用,应用现代信息技术来提高政府的运行效率和服务质量是信息时代政府建设和发展的必由之路,因此,信息时代政务信息安全显得尤为重要。     

运用电子政务推进市县政府集中办公

在能源日益匮乏的今天,建设节约型机关、降低能源消耗、提高政府工作效率,已经成为政府部门亟待解决的问题。电子政务在政府办公自动化、公民服务电子化、行政决策电子化等方面有助于节约政府开支,推进节约型机关建设;而市县政府集中办公可以通过精简和优化机构和人员、缩减财政开支、提升公共服务质量等推进节约型机关建设。因此,发展电子政务和推进市县集中办公是地方政府改革和建设节约型机关的重要方向和途径。
