ASEAN as the ‘regional conductor’: understanding ASEAN's role in Asia-Pacific order

This paper analyses ASEAN's prominence in regional order negotiation and management in Southeast Asia and the Asia-pacific through the lens of social role negotiation. It argues that ASEAN has negotiated legitimate social roles as the ‘primary manager’ in Southeast Asia and the ‘regional conductor’ of the Asia-Pacific order. It develops an English School-inspired role negotiation framework and applies it to three periods: 1954–1975 when ASEAN's ‘primary manager’ role emerged from negotiations with the USA; 1978–1991 when ASEAN's role was strengthened through negotiations with China during the Cambodian conflict; and 1991-present when ASEAN created and expanded the ‘regional conductor’ role. Negotiations during the Cold War established a division of labour where great powers provided security public goods but the great power function of diplomatic leadership was transferred to ASEAN. ASEAN's diplomatic leadership in Southeast Asia provided a foundation for creating its ‘regional conductor’ role after the Cold War. ASEAN's ability to sustain its roles depends on maintaining role bargains acceptable to the great powers, an increasingly difficult task due to great power rivalry in the South China Sea.     

Presidential roles and rhetoric

Traditional literature on the public dimensions of the American presidency suggests that the office has a significant impact upon the political lives of Americans and that contemporary presidents frequently appeal for public support to pressure other government elites. This study systematically analyzes rhetorical references to the presidency by examining a president's articulation of presidential roles in public speeches and press conferences. This study finds that Johnson, Nixon, and Carter did rhetorically refer to presidential roles, especially when confronted by crisis and controversy. The implication is that when confronted by serious controversy, presidents tell Americans about the responsibilities of the presidency in an effort to mobilize public support.     

中国在东南亚的国家角色构建及面临的角色冲突

根据角色理论,一国国家角色的构建需要在当前国际体系的背景下,通过内部定位与外部预期的互动才能得以实现。在互动的过程中,定位与预期往往会出现偏差,从而导致角色冲突的出现。角色冲突是国家角色构建过程中不可避免的现象,而中国在东南亚的国家角色构建正面临着不同程度的角色冲突,这些冲突不仅为中国推进周边外交带来挑战,也为与东盟国家共建“一带一路”和“命运共同体”带来一些阻碍。鉴于引发角色冲突的原因不仅涉及中国自身角色定位与东盟国家的传统认知思维,还受到来自域外守成国的影响,因此缓解角色冲突需构建一套完善自身角色、照顾他者情绪且能应对“不怀好意”冲击的“组合拳”。     

Role call: sex,gender roles,and intimate partner violence

ABSTRACT

Intimate partner violence (IPV) continues to be viewed in gendered and heteronormative ways. Stanziani, Cox, and Coffey (2018, Adding insult to injury: Sex, sexual orientation, and juror decision-making in a case of intimate partner violence. Journal of Homosexuality, 65(10), 1325–1350) presented participants with a case of alleged IPV while manipulating the sex and sexual orientation of the aggressor/victim dyad. Results suggested participants view violence perpetrated by a man against a woman most abhorrently. The current study replicated and expanded that study, exploring how gender role beliefs influence participant decision-making. Female participants held more adverse attitudes towards IPV when a male assaulted a female. Further, participant gender role beliefs influenced decision-making. Specifically, males who endorsed higher levels of hegemonic masculinity perceived the crime to be less serious, while females who endorsed the same beliefs perceived the defendant as less likely to benefit from treatment. Overall, results suggest individual beliefs regarding gender roles and masculinity may influence their perceptions of IPV, regardless of the gender and sexual orientation of the aggressor and victim.

National trends in female arrests, 1960–1990: Assessment and recommendations for research

Trends in female criminality from 1960 to 1990 are examined. The main focus is UCR arrest statistics but other sources of evidence are also used. Major findings include the following: (1) relative to males, the profile of the female offender has not changed; and (2) the principal change in the female percentage of arrests involves the overall rise in property crime, especially minor thefts and frauds. The effects of broad-based legal and societal trends on female criminality are discussed and an agenda for research on the issue of female crime trends is proposed.

Agile programming – Introduction and current legal challenges

Within the realms of software development, customers must specify the requirements of their new software before the start of the project. Today, this leads to considerable delays with respect to the start of the project. In addition, the integration of new requirements into a system already developed in parts is becoming increasingly time-consuming and cost-intensive. Yet the specifically necessitated functions of a software are often only revealed through the process of development. By means of agile programming, changes in the requirements of a software product can be handled flexibly in shorter development cycles. In the following, the framework of agile software development projects as it applies under German law is described and current legal problems of such projects – in particular, the issue of contract type and the new building contract law – are considered. The unplanned project design appears contrary to the legal approach. The article shows, however, that agile software products development provides customers with dynamic and quickly scalable products and that customers can leave the project after individual project steps. The new development of building contract law, which focuses on subunits and approvals, is also very much in line with the above-mentioned programming.

Toward a Balanced Approach: Defining Police Roles in Responding to Domestic Violence

Responding to domestic violence poses unique challenges to law enforcement officers. Prior research has focused on issues such as officer safety and arrest policies but overlooked a critical component—the officers’ perception of their role in responding to domestic violence incidents. This study explores how police officers define their roles through the use of focus group interviews with detectives assigned to a domestic violence unit. Findings include the identification of three role perspectives. Recommendations for a more balanced approach of these role perspectives in responding to domestic violence crimes through the use of more effective training, supervision, and evaluation are proposed.
