论宗教活动场所的治安管理——以西藏自治区拉萨市为例

宗教活动场所的治安管理,是保障宗教事务及宗教活动健康有序的需要,是保证宗教教职人员、信教群众和观光游客以及文物安全的需要,也是抵制境内外敌对势力利用宗教进行渗透和破坏的需要。作为社会治安的主管部门,公安机关依法对宗教活动场所进行治安管理是其职责所在。在西藏,尤其是拉萨,加强对宗教活动场所的治安管理显得更为重要。     

“It makes it legit”: local semiotic perceptions of the linguistic landscape in a market in Soshanguve,South Africa

This article explores the linguistic landscape (LL) of a semi-informal market in a South African township called Soshanguve. The fieldsite is situated in an area that is characterized by diversity and longstanding multilingualism. An ethnographic approach draws on the semiotic reading of the LL by a participant whose analysis of the multilingual commercial signage provides insight into local perceptions on language use and materiality. The study focuses on the participant’s analysis of the indexicality of African languages and traders’ names used in the LL that is in general dominated by English. Furthermore, the use of Sepitori (mixed language) in the signage will be explored for the first time. Findings contribute to disentangle and expand the notion of luxury and necessity. More specifically, we suggest that these concepts can be extended to include the notions of sponsorship and mediation, which can potentially involve reinterpreting the process of production, use and perception of the materials in signage.

This paper analyzes representations of national identity in three museums dedicated to commemorating twentieth-century occupations in the Baltic States. Narratives presented in those museums can reproduce dominant forms of nationalism (the Estonian case), provide alternative models of discourse while paying respect to established identities (the Latvian case) or deconstruct the victim/oppressor binary altogether while contributing to other aspects of nationalist discourse at the same time (the Lithuanian case).     

An improved protocol for the examination of rogue WWW sites

Internet server managers have a range of techniques available to help them improve service performance and security. These techniques can become barriers to the investigation of illicit or illegal activity. This paper describes some of the legitimate techniques which can be used to improve server performance or security, and which present challenges for the investigator. Furthermore, it proposes a rigorous procedure which should be followed to ensure that any investigation of a web site or server has been complete and accurate, and that all possible useful information has been extracted and examined.     

American E-Government at the Crossroads

Abstract

This article reports analyses, findings, conclusions and implications about the first U.S. survey of Web sites of 223 major American cities with populations of 100,000 or more. The national survey sought to provide one of the most comprehensive reviews of, and current and future implications regarding, Web site uses by major cities as well as optimal uses by features and user benefits. It made concrete suggestions for future uses of governmental Web-strategy development. Completed in June 2001, the study sought particularly to evaluate how American cities are incorporating online services into their constituency services. Analyses and findings indicated that many major U.S. cities were advancing their e-gov-ernment initiatives and virtually all cities acknowledged the importance of a basic Web presence. However, a large gap still remained between current practice and Optimal, Ml online potential.

Use of the World Wide Web in the 1996 US election

The role of the World Wide Web in the 1996 US election was analyzed from three perspectives: receiver, source, and effects. A test Web site was set up to provide political information, and the pattern of use indicates that users seemed more interested in seeking news than in deciding how to vote. An analysis of campaign characteristics and subsequent votes indicates that the higher the office being sought, the more likely a campaign is to have a supporting Web site, and that having a Web site was also associated, for one reason or another, with a statistically significant number of additional votes on the average.

盗掘古文化遗址、古墓葬罪是1997年刑法新增加的犯罪，它侵犯的是双重客体，犯罪对象是具有历史、艺术、科学价值的古文化遗址、古墓葬；客观方面盗掘行为是单一的实行行为；主观方面是故意，以非法占有为目的，属于主观的超过要素。既遂的认定应以盗掘行为的完成作为区分标志。
