This article traces one of the logics of the ongoing war inthe Mano River region of West Africa. It argues that, in thewake of humanitarian interventions in Sierra Leone, combatantswho moved on to fight in Liberia were more likely to use attacksagainst civilians in their military strategy. It suggests, however,that such tactical military choices are to be understood interms of local contexts of meaning, most notably about the natureof political power. The author's own ethnographic work withthe kamajor militia in Sierra Leone and with Liberians Unitedfor Reconciliation and Democracy (LURD) in Liberia serves asthe basis for this analysis, and he advocates a participant-observationfield methodology for the study of contemporary conflict. 相似文献

This article analyses the varying influence across time of the “epistemic community“ of free‐market economists on immigration policy making in Switzerland. To this end, a framework for the analysis of the impact of economic expertise is provided, and then used in an historical analysis comparing the 1960s with the 1990s. Whereas this influence can be considered to have been weak in the 1960s, it gained significantly in importance in the 1990s, when a period of economic unrest seriously challenged previous immigration policies. It is argued that economic experts played an important role in framing the reforms undertaken during this latter period, notably by providing a “credible causal story“ about the links between the existing immigration policy and the social problems which arose in the country in the 1990s. As compared to the 1960s, economic expertise in the 1990s enjoyed more credibility, more political support and took full advantage of a more uncertain social and economic context. 相似文献

This article, drawing on fieldwork in China, charts the ascendancy of Lian Tong (China Unicom), the first competitor to the incumbent Ministry of Posts and Telecommunications. Commencing with an historical overview of Chinese telecommunications, it suggests that Lian Tong's formation has been contingent upon support from key constituencies within China's political elite. The company's emergence mirrors technological trends and user pressure evident globally. It embodies the drive towards market liberalisation now evident within the Peoples’ Republic. While the Chinese policy community is sensible of the need to make haste slowly toward the goal of telecommunications competition — ‘touching stones to cross the river’ in the contemporary aphorism — the success of this ‘policy experiment’ depends both on the subtleties of Chinese politics and the construction of bold new regulatory frameworks. This paper analyzes marriage and divorce reform and family planning policies in the People's Republic of China in the context of the state-defined collective interest. A theoretical examination of the contradictions between women's liberation and the Marxist defined economic and political concerns of the state shows that liberation cannot be achieved until the state acknowledges the values of social reproduction and family nurturance. The empirical discussion of recent reforms in family policies in China points to the continuing manipulation of women's interests by the state. The tendency of the PRC government to make policy based on narrow economic considerations results in the maintenance of a system in which women's special interests are exclude from the collective interest and thus denied legitimacy. 相似文献

The article reviews the history of the evolution of the definition of child abuse as a social problem, then analyzes the related legislative efforts to respond to the problem, giving special emphasis to child abuse prevention. Program outcomes of relevant primary prevention programs are discussed, as well as studies attempting to predict risk of child abuse. Even a dozen years since the passage of the Surface Mining. Control and Reclamation Act (SMCRA) there is little agreement on how well i t has worked. The paper attempts to assess the impacts of SMCRA in six major surface coal producing states. Although i t is not possible to make an unqualified overall national assessment, the evidence presented in the paper indicates that in many (but by no means all) cases, surface coal mining is now carried out in environmentally less destructive ways then before the Act. However, the accomplishments have fallen far short of expectations. The situation in some states has gotten worse than before the Act. Overall, the impact of the Act on the ground has been mixed and has depended on the rigor with which the Act has been implemented in individual coal states. 相似文献

This paper examines rural and urban changes in the distribution of poverty that would result from modifying the conventional poverty measure to include the annuity value of household net worth.
Use of this new income/wealth measure caused numerous shifts in the location and demography of the poverty population. Among those more often found to be in poverty under the new measure were young, renter, and large central city resident households. Age, homeownership, farm employment, education, retirement status, public assistance participation, and residence in the West were important factors in explaining the divergence of the WH and INC measures. Traditionally, one of the functions of state legislatures has been that of oversight. However, because it is the least rewarding, legislatures have paid it the least attention. This has led to increased responsibilities for state auditors. In many cases, their role has expanded from an examination of financial transactions and internal control to include the oversight functions previously performed by the legislatures. The result has been considerable auditor-legislative tensions. This study surveyed state auditors to determine potential areas of conflict between auditors and legislatures. It found the major areas of conflict include inaction by legislators on the findings and recommendations of auditors and attempts at inappropriate control over the audit function by legislatures. 相似文献

The United States government has provided a range of assistance to help troubled industries. Such aid is of particular interest in debates over in- dustrial or competitiveness policy and in thinking about how effectively American government intervenes in the "micro economy." The experience of aid to one industry, the New England fisheries, suggests that programs fail to achieve their ends for three major reasons. First, industry spokesmen and government officials have difficulty understanding the cause of in- dustry problems. Second, programs fail when they are inappropriate ap- proaches to solving the problems. Third, many programs have implementation difficulties. Findings on other industries suggest that the same kinds of problems interfere with the success of other programs. If government efforts to help industries often fail in ways that are somewhat predictable, then Congress and federal agencies should make the assistance more effective by taking specific steps. These efforts to improve programs, however, are problematic themselves and will not ensure success. 相似文献
