加强培训提高工会干部的安慰技巧

我国目前还处于工伤事故的易发期,工伤事故不仅造成人员伤亡,而且对目击者及其受害者家属心理造成巨大创伤。工会在参与事故处理时、常去慰问职工,这是一种心理帮助。如果能通过培训,提高安慰技巧,不仅在一定程度上起到了心理危机干预的作用,也可以弥补目前我国专业心理学工作人员有限的问题。更体现了我国以人为本的安全发展理念。     

Assessing the G77: 50 years after unctad and 40 years after the nieo

This article views the history of the Group of 77 through the lens of its relations with unctad’s establishment in 1964, its unsuccessful struggle for the nieo in the 1970s, and the subsequent loosening of ties. The debt crisis of the 1980s, the Uruguay Round negotiations, and the arrival of the wto are seen as crucial forces unravelling the previously close links. Growing differentiation among developing countries and the changing leadership of the G77 are also cited as important influences on its current relationship with unctad.     

Performance Management and Deficit Adjustment in U.S. Cities: An Exploratory Study

Performance management or PM has been promoted as a tool to transform government. Claims that PM will enable governments to “do more with less,” “increase efficiency,” provide “value for money,” and make “rational budget decisions” abound. Has PM helped city governments in the United States cope with the effects of the 2007–2009 Great Recession? Theory suggests that PM can provide the informational and analytical foundation necessary for city officials to implement comprehensive but conflictive budget-cutting and revenue-raising strategies. By facilitating deep expenditure cuts and tax increases, PM can indirectly influence budget deficits. Using data from a national survey of city governments and multiyear audited financial reports, the empirical analysis shows that PM cities favored what are essentially decremental responses to fiscal crises that lead to marginal changes in revenues and expenditures. Not surprisingly, there is no evidence that PM influences the size and change in budget shortfalls.     

The Age of Anxiety: The Crisis of Liberal Democracy in a Post-Hegemonic Global Order

The crisis of liberal democracy is closely associated with major global shifts, which have been accelerated by the global financial crisis of 2008, with its dislocating effects in the established democracies of the global centre. Relative stagnation and rising problems of inequality and unemployment, coupled with additional shocks in the form of mass migration and terrorist attacks have generated fertile grounds for the rise of right-wing radical populist sentiments, which have been turned into electoral advantage by charismatic leaders. The crisis of liberal democracy is also a global phenomenon in the sense that liberal democracy has been severely challenged by the rise of strategic models of capitalism, notably its authoritarian version represented by the growing power and influence of the China-Russia coalition. Indeed, the success of the latter has served as a kind of reference for many authoritarian or hybrid regimes in a changing global context, at a time when the key Western powers appear to be losing their previous economic and moral appeal.     

Egypt versus Ethiopia: The Conflict over the Nile Metastasizes

Egypt and Ethiopia continue to oppose one another over the allocation of the waters of the Nile River basin, despite a succession of provisional multilateral agreements. Officials in Cairo insist that Egypt be guaranteed its “historic rights” to two-thirds of the river’s flow, while their counterparts in Addis Ababa demand an “equitable” distribution of water among all of the riparian countries. More important, Sudan’s shift in alignment from Egypt to Ethiopia has injected new tension into the dispute, and the sustained involvement of South Sudan, Kenya, Uganda and Eritrea heightens the likelihood that periodic crises will escalate into armed confrontations. Consequently, existing studies that offer sanguine assessments of the potential for a compromise settlement fail to address the key dynamics that drive the conflict.

公共危机管理预警机制是整个公共危机管理过程的第一步,决定着危机管理的发展态势。近年来,各类公共危机事件时有发生,为了预防危机,最大限度地降低危机带来的损害,必须构建完善的公共危机管理预警机制。本文从公共危机管理预警机制的内涵入手,分析了我国公共危机管理预警机制存在的问题,并借鉴国外公共危机管理预警机制的先进经验,探讨了如何健全和完善我国公共危机管理预警机制。     

The Populist Surge in Post‐Democratic Times: Theoretical and Political Challenges

Populism has often been described as a great challenge and threat to Western democracies. Not surprisingly, at a time in which we are witnessing a significant rise in populist actors in Europe and the US, scientific analyses and commentary regarding populism have become particularly popular and, indeed, necessary. My aim in this article is to offer a brief yet comprehensive overview of the ongoing debates in a bid to problematise the supposed ‘imminent threat’ of populism in light of recent developments within the political systems and societies of established democracies, especially under conditions of crisis. I understand populism as a specific type of discourse, and thus as a way—among others—of doing politics and appealing to groups of people. Thus, I highlight the varying orientations that populist movements might take, depending on the ideological traditions with which they are closely articulated and the sociopolitical environment in which they manifest. Last, I relate the ‘populist surge’ to discussions regarding post‐democracy.

我国正值社会转型时期,构建一个稳定的社会环境相当重要,伴随着社会转型,各种社会危机也随之产生。从中医学角度的"生理病"出发,把公共危机看成是一种"社会病",公共部门便是"医生",危机事件便是医学里的"社会病",依据中医学"生理病"的病理治疗方式,从望闻问切多方位提出公共部门处理公共危机模式,即"治疗""社会病"的一个连续的、动态的公共危机处理模式。     

西方主权债务危机与人民币国际化

长期以来,人民币国际化一直是一个备受争议的问题。随着美国金融危机的逐步加深,西方主要国家爆发了大规模主权债务危机。美欧经济必将进入一个新的历史节点,世界经济也会因此而进行一次重新洗牌,我国人民币国际化问题因此也面临着全新的挑战与机遇。
