Examining Sexual Violence in the Military Within the Context of Eritrean Asylum Claims Presented in Norway

Discussion of rape by soldiers as a form of persecution haslargely been directed towards the context of war or actual conflict.Nevertheless, there is a need for attention to be directed towardsthe phenomenon of rape within the military in the post-conflictperiod. This article discusses asylum claims presented in Norwayby Eritrean female soldiers claiming risk of persecution inthe form of sexual violence, rape, or torture within the military.First, presentation is made of the history of Eritrean women'sparticipation in the war of independence and the ensuing politicaland legislative gains won at the end of the war against Ethiopia.Review of Eritrea's report and responses to the Committee onthe Elimination of Discrimination Against Women (CEDAW) reveala state of backlash against women in the post-conflict period.Second, examination of how rape within the military and desertionmay fall under the criteria of the definition of a refugee accordingthe 1951 Convention on the Status of Refugees is pursued. Comparisonis drawn to instances of rape of women soldiers in the US andIsrael, as well as sexual violence by United Nations Missionin Ethiopia and Eritrea (UNMEE) peacekeepers, revealing commonchallenges affecting prevention and protection strategies. Third,a comparative review is conducted of evidentiary standards inorder to highlight the importance of maintaining a flexibleapproach responsive to the special circumstances of sexual violence.The Norwegian practice indicated a tendency to provide protectionfor compassionate grounds or humanitarian protection, ratherthan asylum. This resulted in non-recognition of the legitimacyof claims based on gender related persecution as requiring legalprotection under the 1951 Convention on the Status of Refugees.     

Perceptions of Danger: The China threat theory

The People's Republic of China witnessed unprecedented growth at the end of the twentieth century and the manner in which it will choose to use its consequent power in the twenty-first century has become a hotly debated topic in foreign policy circles. Some have chosen to interpret China's emergence as an economic and aspiring military superpower as a threat to the national interests of the United States and Asian-Pacific security. This threat has been categorized as ideological, economic, and strategic. This essay explores the China threat theory through an in-depth analysis of the arguments of 'anti-China hands' as outlined in a variety of right wing publications.     

“Like Butter Scraped over Too Much Bread”: Animal Protection Policy in Mexico1

Over the past fifteen years Mexico has developed a string of comprehensive animal protection regulations designed to address the serious problems that affect both wild and domestic animals in the territory. Yet for all their detailed coherence and despite serious government efforts, the regulations continue to lack effective enforcement and authorities are increasingly overstretched. This study discusses three key areas that obstruct the effective implementation of Mexican animal protection policy, but where advances could be feasibly initiated. The first concerns deficiencies at the political level. The second addresses the awkward relation between government and civil society on the issue. The third examines the scope of the problem in Mexico and some implications this has for international involvement. Finally the study suggests a more collaborative approach for implementing the policy that attempts to address central concerns in each of the three areas considered.     

‘Feel what I feel’: making da(r)ta with teen girls for creative activisms on how sexual violence matters

Abstract

Inspired by feminist new materialist and posthuman activist philosophy, this paper speculates on what happens when data entangles with arts-based methodologies in a school-based participatory activist project with six teen girls (age 15) on gender-based and sexual violence. Mapping the journey of how data become da(r)ta and how da(r)ta become d/artaphacts, the paper follows how the Runway of Disrespect, the Shame Chain, the Ruler-Skirt and the Tagged Heart ripple through peer cultures, school assemblies and national policy landscapes. Each journey provides a small glimpse into how bodies, space, objects, affects and discourse ‘intra-act’ in dynamic assemblages to produce d/artaphacts crafted from and carrying experience. The paper concludes to consider the ethical-political affordances of how participatory arts-based methodologies and the im/personal vitality of objects might support young people to safely and creatively communicate and potentially transform oppressive sexual cultures and practices.     

The In-securitisation of Youth in the South and East Mediterranean

The securitisation of youth as a social category has been well-documented. For the South and East Mediterranean (SEM) countries, moral panics over demographic youth bulges, Islamist radicalisation and protracted conflicts have placed youth centre-stage as a threat to the security of states and societies. Rejecting such assertions as themselves being what Foucault might have termed ‘technologies of power’ in a neoliberal order, and instead taking a critical approach to security, the spotlight is turned towards youth themselves as the referent object of study. This reveals the multidimensional hyper-precarity and insecuritisation of young peoples’ lives which derive from that same neoliberal economic order and the political structures that sustain it in the SEM countries. The finding resonates with other studies of new, insecure, formats for adulthood in Africa and suggests that we should look at the insecurity of young people today to understand global neoliberal futures in countries beyond the post-industrial ‘core’.     

“Vivimos en Jaula de Oro”: The Impact of State-Level Legislation on Immigrant Latino Families

This study sought to learn from Latino immigrant parents which and how state-level immigration policies impact their families. Fifty-four Latino immigrant parents participated in interviews. Constructivist grounded theory methods were used to complete the analysis. Results indicate that fear of detainment, deportation, and family separation affects participants emotionally and behaviorally. Participants experience exploitive practices in the workplace and through traffic infractions. Social support networks are constantly changing and weakened when families relocate in search of immigrant friendly communities. Simultaneously, parents develop strategies to protect their families against stringent immigration enforcement. Implications for practice, policy, and research are discussed.
