Guillermo O’Donnell’s influential work ‘Delegative Democracy’ set the discourse on a peculiar type of democracy. Lying between representative democracy and authoritarianism, the uniqueness of delegative democracy lies in its features, including an absence of horizontal accountability, strong centralised rule, individual leadership with unchecked powers, a cult figure embodying the nation and clientelist practices. While delegative democracies seem to arise out of presidential systems, Turkey, though a parliamentary system, has also displayed the distinctive features of delegative democracies. This paper identifies three characteristics of delegative democracy, which are responsible for the lack of democratic consolidation, if not the erosion of democracy itself: anti-institutionalism, an anti-political agenda and clientelism. Arguing that delegative democracy is the best concept with which to examine contemporary Turkey, the paper lays out how, post-2011, Turkey has demonstrated the three elements of delegative democracy. The final section discusses the implications of the Turkish case for scrutinising the very possibility of delegative democracy in parliamentary regimes.  相似文献

Five years on from the Tunisian revolution, Tunisia stands as the sole success story of the Arab Spring. The country since then has managed to adopt a pluralist and democratic constitution, and held three free and fair elections. Accordingly, in the eyes of several observers, Tunisia is now in the process of consolidating its new democracy. However, the reality on the ground seems much gloomier, as most recent opinion surveys suggest that there is a significant degree of dissatisfaction, not only with political parties and Parliament but also with the very institution of democracy. Nevertheless, what accounts for this change? After the collapse of the long-lasting and oppressive Ben Ali regime, how, just in five years, has Tunisians’ confidence in the democratic process changed? This article accounts for this state of affairs from a party politics view, arguing that political parties, which are the main protagonists of the consolidation process, fail to fulfill their role of acquiring legitimacy for the new regime. While party–state relations seem to be stabilized due to the inclusiveness of the constitution-making process, both inter-party relationships and the relationship between parties and society suffer from numerous flaws which, in turn, hamper the democratic consolidation process.  相似文献

Both principal Turkish political parties make extensive use of patron–client networks, but in very different ways. The CHP relies on competing local brokers and synchronous vote buying. The AKP is at the centre of a network of public and private funding turning social policy to clientelist ends. Socially anchored AKP activists link the party to voters, allowing it to target social assistance for political advantage and take credit for improvement in local conditions. The case presented in this paper provides a natural experiment suggesting that this distinction is an important explanation for the AKP’s electoral success in low-income urban areas.  相似文献

ABSTRACT

The present article aims to expand scholarship on the political role of social media by focusing on the case of Facebook and the self-determination claims of Turkish Cypriots vis-à-vis Turkey. Drawing upon a virtual ethnography of relevant Facebook sites and groups, this article scrutinises whether social media offer an innovative public platform for the politics of self-determination or on-line claims are in reality formed and negotiated in the same manner as the offline ones. The article concludes that Turkish Cypriots’ Facebook activism may very well be for strengthening their community, shielding their distinct characteristics from mainland Turkey and raising their self-esteem, rather than indicating demands for complete autonomy in the traditional political sense of the word and/or statehood.  相似文献

The current global political economy is characterised by the intensifying economic interaction of BRICS and ‘near BRICS’ economies, with emerging powers increasing their influence in neighbouring regions. The growing partnership between Turkey and Russia constitutes a useful case study for examining this transformation, in which Western supremacy and US hegemony are under increasing challenge. Turkish–Russian relations shed light on broader themes in global political economy. First, significant economic interdependence may be generated among states with different political outlooks, in the form of loose regional integration schemes driven by bilateral relations between key states and supporting private actors or interests. Second, growing economic interdependence may coexist with continued political conflict and geopolitical rivalry, as indicated by the Syrian and Ukrainian crises. An important strategy that emerges is the tendency to compartmentalise economic issues and geopolitical rivalries in order to avoid negative spill-over effects. This facilitates the coexistence of extensive competition with deepening cooperation, as reflected in relations in the field of energy.  相似文献

The aim of this study is to define organizational citizenship levels of physicians working in public hospitals. The population of the study consists of the physicians employed in the hospitals run by the Ministry of Health in Istanbul. The Organizational Citizenship Level Scale was used for the collection of data. It was found that the participants’ organizational citizenship levels were the highest in the “conscience” subsection and the lowest in the “praising the organization” subsection. Findings of this study provide clear information for the decision-makers and hospital managers in developing working conditions of physicians in public hospitals.  相似文献

At the turn of the first millennium, the rise of autonomous communes and city-states in northern Italy coincided with the development of a particular sense of attachment to land and city, which is widely labeled as civic patriotism. Neither the transformation of these collective identities across time nor the macrostructural dynamics behind this transformation has received much attention. Through an examination of these communes and city-states from the eleventh to the sixteenth century, this paper unpacks different forms of collective identities that prevailed in northern Italy in different periods of time, all of which have previously been labeled as “patriotism” in the literature. The differentiation I propose between “communal patriotism,” “civic nationalism,” and “city-state chauvinism” presents a more nuanced picture which highlights the differences in the ways these collective identities are produced, reproduced, and transformed. My analysis also discusses the role played by macrostructural dynamics (e.g., changing climate in the macropolitical economy as well as inter-city-state system in the peninsula) in transforming these collective identities. Alongside a longue durée evolutionary transformation, there were two conjunctural moments which created ruptures in the transformation of collective identities in northern Italy: The first took place during the territorialization of the communes and the conquest of the contado in the mid-twelfth century and the second occurred in the aftermath of the crisis of the fourteenth century.  相似文献
