Grammar,context and power: securitization of the 2010 Belgrade Pride Parade

In the wake of the 2010 Belgrade Pride Parade, right-wing extremists portrayed the event as a threat to public morals, while liberals framed homophobia as a threat to democracy. While these moves managed to polarize and mobilize the public, the government didn’t heed their calls to adopt extraordinary measures. The Parade took place on 10 October and the extremists organized unchecked violent counter-demonstrations. By drawing on Securitization Theory, we triangulate content and discourse analysis to understand why these securitizing moves had a low success. Our analysis shows that although both moves followed the grammar of security, they were only partially embedded into the wider discursive context and were not enunciated by securitizing actors with strong positional power.     

公民文化视野下的政府信任研究

本文基于中国综合社会调查(CGSS)2005年的数据,通过多层次模型考察市场转型过程中国城市居民的政府信任的影响机制。研究结果表明,城市居民对政府信任存在区域差异。在区域差异前提下,除教育程度、收入和社会经济地位变化等因素对政府信任的影响具有显著性外,社会信任对政治信任具有很大影响。可见,由于民众的社会参与而产生的社会信任会产生溢出效果,可以促进民众对政府的信任。     

Making the case for school-based health: where do we stand?

School-based health centers (SBHCs) have proliferated rapidly nation-wide and remain politically popular. This article explores the disconnect between the evidence and the discourse on SBHCs, drawing upon the authors' evaluation of SBHCs in Newark, New Jersey, and a critical assessment of the evaluative literature and public discourse on school clinics to argue that a number of important issues are being overlooked by both research and advocacy. These issues include variations in the health needs and health care resources of different communities and the questions of whether and how SBHCs can best integrate with existing resources to fill unmet local needs. Furthermore, despite the cautions of experts that third-party reimbursement (via traditional fee-for-service insurance or participation in health maintenance organizations) cannot cover clinic expenses and is difficult to obtain, pursuit of reimbursement continues to be a goal of some SBHC sponsors, helping to promote a clinic model that in some communities is very likely not to be the best way to address student needs or to build on clinic strengths. Discussion around SBHCs should focus on diagnosing specific community needs, identifying the best approach to meeting those needs, and seeking funding sources that match the work that needs to be done.     

Gains in life expectancy by sex and age in Mexico

"This work estimates the gains in life expectancy, or average years a person lives, at a national level [in Mexico] during the 1950-1980 period by sex and age of the population structure, referring as well to the changes undergone in such gains. An exhaustive presentation of the Pollard method is made in order to enable us to appreciate the advantages and limitations of the methodology used to quantify the gains in life expectancy. The geographic scope of migration in Mexico City

"This paper reports some results of analyzing migratory dynamics in the Metropolitan Area of Mexico City, which ever since the 1970-1980 decade have affected other regions of the country, mainly the State of Mexico. The analysis describes different types and modes of migratory movement: metropolitan (from Mexico City), inter-county (within each state), and interstate (between Mexico City and other states). Data was provided by the XI Population and Household Census of 1990." (SUMMARY IN ENG)     

Suicidal intentions and suicides in Mexico, 1977-1984

The author examines and compares levels and trends in suicide in Mexico, using official data for 1977 and 1984. Consideration is given to characteristics of those who attempt or commit suicide, including geographic differences, method preferred, age, marital status, and reasons for wanting to die.     

Intersection of disability and gender: multi-layered experiences of Ethiopian women with disabilities

This article explores the intersection of disability and gender through the experiences of Ethiopian women with disabilities using household chores as an example. As these women are often hidden at home, little literature is available on them. Thus this article aims to highlight the lived experiences of women with disabilities who are or have been at home. The interviewed women introduce peer support as an important means to increase their self-esteem and face stigma in their daily lives in a positive manner through dialogue and negotiation. The paper further suggests employing women with disabilities as a means to enable them to play a significant role in development cooperation by changing the status quo towards equality.     

转型期中国城市居民政府信任研究——基于社会资本视角的实证分析

如何重塑公众对政府信任已经成为当前政府工作非常关键的公共课题。社会资本理论家对于不同形态的社会资本在不同的制度背景下对政府信任的影响没有形成共识。为弥补既有研究的不足,本研究在CGSS2005调查数据基础上,采用多层次线性回归模型探讨了不同形态的社会资本对中国城市居民政府信任的影响。研究发现,中国城市居民的政府信任存在区域差异。在区域差异前提下,个体层面的社会资本显著提升了城市居民对政府信任,无论是实质性社会资本——"普遍"信任和互助行为,还是形式社会资本——开放型的社会网络,均对政府信任产生显著正向影响。但是,区域的社会资本对于提升政府信任不具有与个体层次社会资本同样重要的意义。因此,在创建社会资本过程中,依托开放型社会网络和社区为平台,树立互惠互利的道德规范,培育互助文化和合作精神,有助于提高整个社会的普遍信任,从而创建政治资本,提升政府信任。     

Filipino Elite Women and Public Health in the American Colonial Era, 1906–1940

This article is the first step in the process of writing Filipino elite women into the history of public health by focusing on those who were not health practitioners (not doctors, nurses or midwives), but who were heavily involved in the campaign against infant mortality in the American colonial period. It argues that Filipino elite women fulfilled the extremely important role of administrators of organizations that addressed infant care and maternal and child health, in the distribution of milk and the dissemination of information about maternal and children's health. Using hitherto unused sources from the archives of La Protección de la Infancia, the periodicals of the National Federation of Women's Clubs, and colonial records, this study reveals how the public health movement in the Philippines was gendered, and analyzes the contributions made by Filipino elite women that have to date not yet been acknowledged in the scholarship.
