The limits to local participation and deliberation in the French 'politique de la ville'

Abstract.  Over the past twenty years in France, the politique de la ville (a public policy initiative targeting impoverished urban areas) has constituted one of the main sources of renewal of the discourse concerning social participation. This article looks at whether it has led to a genuine democratisation of policy making. The following four questions are discussed: Have participatory procedures improved the efficiency of public policy? Have they fostered the strengthening of the social bond? Has setting up new procedures improved deliberation between political and nonpolitical actors? And has this new policy generated a renewal of local elites and modified the decision-making process? The authors conclude that these different attempts have had only a very limited impact.     

THE RELEVANCE OF PEACE TO STUDIES OF DRUG MARKET VIOLENCE*

Goldstein's (1985) concept of systemic violence has contributed substantially to criminological thought and research, but its power can be enhanced by connecting it to a broader typology of social life: the resource exchange—social control typology. That typology connects systemic violence logically with two important yet neglected forms of drug market behavior: peaceful resource exchange and peaceful social control. This article, which is based on 50 in‐depth interviews with individuals involved actively or recently in drug selling, describes the various forms of violent and nonviolent resource exchange and social control in illicit drug markets, stating them in quantitative terms that are conceptually distinct and empirically observable. We conclude by discussing 1) the implications of peaceful behavior for a fuller understanding of violence and 2) the relevance of the resource exchange‐social control typology to criminological theory and research.

The Beginning of a New History

If the 20th Century was the century of physics, the 21st Century is the century of cybernetics, biology and ecology. Technological advance has both crossed new frontiers and discovered old limits. Nobel laureate Ilya Prigogine broke new ground with his understanding that nature, including its human component, seeks to establish order out of chaos by “self‐organizing,” not only according to pre‐determined laws, but through random creative choices as well that are responsible for the endless novelty and potentiality of being. The technologically‐armed purposive role of humans in the Anthropocentric Age thus takes on a new significance: “What we do today depends on our image of the future rather than the future depending on what we do today” as Prigogine puts it. “The equations of the future are written in our actions as well as in nature. Time becomes construction.” Nowhere is this truer than in the new science of genomics, which touches the soul, and in the effort to preserve the ecological balance that has enabled humanity to flourish within the narrow band of earth's livable climate. In this section we bring together leading thinkers, scientists and technologists of our age to address these issues of mankind's fate.
