Funding for many mass screening programs for low-income and uninsured populations provides resources for screening tests, yet only rarely does it provide coverage for necessary follow-up diagnostic and treatment services. The National Breast and Cervical Cancer Early Detection Program (NBCCEDP), a federally funded initiative that provides cancer screening to low-income uninsured and underinsured women, covers some diagnostic follow-up tests and no treatment services. We conducted in-depth case studies of seven state programs participating in the NBCCEDP to investigate the strategies and approaches being used to secure diagnostic and treatment services. The results suggest that the program relies on a patchwork of resources--at state and local levels--to provide diagnostic and treatment services. This includes a number of components of local safety nets, all of which are unstable and have uncertain futures. Public health disease-screening initiatives need to reconsider the feasibility of continued reliance on case-by-case appeals to the local safety net for diagnostic follow-up and treatment services.  相似文献

Scholars have long recognized that terrorist groups have engaged in transnational organized crime activities. But the question that comes up is, “When does a criminal enterprise become a terrorist group or vice versa?” Terrorist groups have used physical violence, participated in weapons and drug trafficking networks, immigrant smuggling, and money laundering. More recently a number of terrorist groups have established what Jonathan White has referred to as “illegal multinational criminal organizations.” This article will examine the convergence of terrorism and organized crime through the prism of the Kurdish Workers' Party (PKK).  相似文献

Over the past three decades, the industrialized world has witnessed four resilient social trends: (1) the consistent erosion of union-membership; (2) an increase in income polarization and inequality; (3) a dramatic resurgence in popular protest; and (4) a steady rise in public and private policing employment. In this paper, we examine the relationship between these trends by theorizing and operationalizing the notion of the “industrial reserve army” and a series of related tenets in order to conduct an international (N = 45), empirical test of a nascent Marxian model of policing. By treating total policing employment as an empirical barometer of bourgeois insecurity we find that this insecurity is conditioned by two elements of Marxian political economy: (1) relative deprivation (income inequality) and (2) the rise of an industrial reserve army (manufacturing employment and unemployment). Second, while surplus value and labour militancy (strikes and lockouts per 100,000 population) rise along with union membership, the presence of higher rates of unionization appears to ameliorate the need for more policing in all but post-USSR countries. While unions assist in checking the immiseration of workers through labour actions, union membership is nonetheless inversely correlated to policing employment, giving credence to the Marxian idea that while unions help mitigate against the exploitation workers, they also act as “lieutenants of capital,” performing an essential policing function under capitalism.  相似文献

This study examined public perceptions of white collar crime in Turkey. The authors utilized a nationwide household sample that was extracted from the whole population of Turkey by employing a stratified multi-stage cluster sampling technique. The results indicate that Turkish citizens consider white collar crime nearly as serious as traditional crimes. But when these results are compared with contemporary research findings in the United States, the results reveal that Americans are more likely to rate white collar crime as a more serious offense than their Turkish counterparts.  相似文献

This article aims to explore the relationship between regional powers and the United Nations (UN) with respect to regional issues by examining UN-Turkish ties concerning the Middle East during the 2000s. Bidding for a leading regional role in the Middle East, especially in the 2000s, the Justice and Development Party (AKP) government in Turkey has increasingly used international platforms, including the UN, to gain a significant regional position in the Middle East. Turkey’s relationship with the UN in this respect could provide a relevant example to explore multilateralism and multilateral instruments in Turkey’s perceived regional power role during the last decade. The term “regional power” will be used as a conceptual framework to explore Turkey’s behavioural pattern with respect to the UN in view of the regional-global linkage, as global activism is nearly a standard behaviour of any state with a leading regional power role/claim. In view of this, the period during which Turkey held a temporary seat on the UN Security Council between 2009 and 2010 will be given particular attention in order to identify any significant link or at least any tentative correlations between Turkey’s then-closer involvement in the UN and its regional power role/claim in the Middle East. Moreover, fluctuations recorded in Turkey’s relations with the UN with respect to the Middle East during the last decade will be taken into account to examine a variety of challenges involved in any regional state’s relations with the UN regarding regional issues. Conducting a periodical analysis of Turkey-UN relations with respect to the Middle East could provide some provisional answers regarding both limitations and opportunities related to the future state of relations between any regional power and the most universal organization of world politics.  相似文献

Terrorist organizations use a proactive strategy in identifying potential candidates for recruitment. In such a strategy, miscellaneous vulnerabilities, grievances, and feeling destitute, inter alia, render certain individuals perfect candidates for terrorist organizations. It is therefore crucial to have an integrative approach to understand the interplay between the profiles of terrorists and their reasons to join terrorist groups on the one hand and processes of recruitment on the other. Proceeding from such a fulcrum, this article provides a general profile of the Kurdistan Workers’ Party [PKK]/Kurdistan Communities Union [KCK] members and various recruitment techniques used by this group. To this end, records of 2,270 group members were content analyzed, in addition to face-to-face interviews with 42 group members and a range of individuals from public and private institutions. Our findings suggest that a variety of individual and organizational factors influence individual paths toward terrorism.  相似文献
