This article tests the hypothesis that the attitude towards migration can be understood as a social seismograph for the degree of a society’s degree of democratisation. In this article I present my hypothesis and analyse the constellation of arguments within the public controversy following the so-called refugee crisis in Germany. I work out the internal problematics structuring the three main polarisations in this discourse. Most of the contributions analysed here are interventions rather than academic texts (albeit often authored by academics) making practical suggestions to cope with what they respectively relate to different definitions of crisis. Methodologically, this article is based on a thorough reading of essays and books and their relation to one another, with view to the current conjuncture. Understanding this ‘crisis’ after 2015 requires an approach attentive not only to the different ‘politics of polarisations’ within the public controversy but also to the real and phantasmal dimensions of the crisis. Although the figure of the refugee has began to occupy a central role in the discussion of migration policy, the debate has, I demonstrate, surprisingly little or nothing to do with migration whatsoever, but rather speak to the degree of required democratisation. 相似文献
This study analyzes the war against the Islamic State (IS), specifically on the front in northern Iraq, and the mental strategies that the Kurdish Peshmerga soldiers use to maintain their combat motivation. For this field study, dozens of soldiers of various ranks were interviewed and observed on three fronts outside of Mosul, Erbil, and Kirkuk in February 2014. While some mental strategies are nearly universal, others depend on the characteristics of the fighting force and the threat that they face. The article identifies five distinct mental strategies for dealing with the stress of fighting the IS: simultaneous dehumanization and humanization of the enemy, seeing a larger cause, use of humor, religious identity, and martyrdom. The findings suggest that factors beyond primary group cohesion, on which much previous research has focused, can play an important role in increasing soldiers’ fighting power. 相似文献
In Portugal the republican regime broke ties with the monarchy, advocating the need to reassume the national principle, as well as the secularization of its foundations and of the state itself. With the establishment of the new parliamentary republic in 1910 and the debate between republic and monarchy, the supporters of parliamentarianism saw a rupture in the composition and relationship between the powers foreseen in the constitutional charter of 1826, which gave more power to the king during the period of the constitutional monarchy. This made republicans grow closer to the constitution of the French Third Republic, the Brazilian constitution of 1891, the 1812 constitution of Cadiz and the 1822 Portuguese constitution, owing to the fact that these were radical liberal constitutions that conferred national sovereignty. The republicans put forward various arguments both to defame and to defend parliamentarianism. Nevertheless, as in the constitution of 1822, the republican constitution of 1911 stipulated that the congress (the Portuguese Parliament) would be, in theory, the only body that could regulate the political guidelines of the republic. 相似文献
Exposure to different kinds of traumatic events is common among adolescents. This brief report study examined whether shame proneness and guilt proneness were associated with direct and indirect experience of potentially traumatic events (PTEs). We investigated the relationship between gender, PTEs, shame, and guilt among adolescents (n?=?314, age?=?15–20 years). We hypothesized that shame proneness and guilt proneness would be associated with direct experience of interpersonal and sexual PTEs, that both direct and indirect experience of potentially traumatic sexual event/s would correlate with female gender, and that potentially traumatic direct and indirect interpersonal event/s would correlate with male gender. Shame was positively associated with having experienced direct sexual trauma and with female gender. Girls had more often experienced potentially traumatic direct sexual events and boys had more often experienced potentially traumatic direct interpersonal events. Indirect experiences of traumatic events were not related to either gender or shame. We conclude that the relation between shame, PTEs, and gender is complex with both types of traumas and gender interact with shame. This study found that shame and direct experience of sexual traumatic events were associated among adolescent girls. Gender and what type of traumatic events adolescents’ direct experience is most likely related but not gender and what type of indirect experienced trauma.
In this article I analyse the structural and cultural conditions of low-caste women's political agency in urban north India. Whereas in Western feminist political theory, the sexual division of labour is considered to be a key constraint for women's political participation, I show how this has a secondary relevance in the context analysed. I argue that issues concerning the division of labour are intertwined with and subject to those of male consent and support for women's activities. I illustrate how it is often the supposedly ‘oppressive’ household boundaries rather than alternative outer spaces that, under a series of enabling circumstances, initiate women's political activities. Against this backdrop, I show how Indian women activists’ political agency is shaped by men's role, and how agency's relational nature is embedded in women's lifecycles, everyday practices and cultural expectations; in essence, in overall gendered agency. Comparative analyses between Western and non-Western models of political participation and discourse have only just begun. In this respect, I contribute to this nascent field in the following directions: not only do the arguments I present in this article challenge the individualistic Western subject of political action, but they also complicate the idea of the resulting empowerment as a culturally constructed process whose understanding arises from the dialectics between insider and outsider values. 相似文献
The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process. 相似文献
