中国最近启动了将新建地方本科院校转型为应用科学大学的改革,并积极在此过程中借鉴国际经验。通过对比分析了世界上几种主要的技能培训体系的模式,认为芬兰模式可能对中国最有启示意义。通过文献综述和专家研讨,归纳了中国地方高等院校面临的挑战,并以这些挑战为出发点,介绍了芬兰应用科学大学在法律地位、治理结构、经费、校企合作、系统开放性、课程、教师发展等方面的最佳实践经验。在此基础上,对中国地方新建高校向着应用科学大学方向的转型提出了相应的建议。 相似文献

Based on data from two opinion surveys conducted in 2000 and 2008, this study shows that Hong Kong people have been consistently highly aware of the seriousness of different environmental problems and relatively pessimistic about the future resolution of these problems. Such pessimism is arguably related to their lack of confidence in the government's enforcement of environmental protection. Through an analysis of the environmental policy‐making and enforcement agency and three selected enforcement cases, the study further finds that the people's lack of confidence can be traced to the government's failure to bring about a comprehensive, integrated, far‐sighted environmental strategy with sophisticated institutional support and detailed enforcement mechanisms. Estimating the applied power during a stabbing incident, or estimating the minimal force necessary to penetrate the body with a certain weapon is a challenging task in forensic practice. A thorough forensic evaluation of stabbing forces needs objective numerical experimental data. Stabbing tests of 12 different weapons – including knives, a pair of scissors, a fork, screwdrivers, a rasp, a corkscrew, and a utility knife blade – were performed with a Mecmesin MultiTest-dV material tester on pork loin and ballistic gel to estimate the stabbing forces and dynamics. Penetration force (Fp) and maximal force (Fmax) were recorded, and the registered force curves were analyzed. Fmax was 159.8–212.07 Newton (N), 30.56–30.58 N, 168.9–185.48 N for various knives; 171.39–190.43 N for the pair of scissors, 233.6 N for the fork; 532.65–562.65 N, 370.31–367.19 N and 314.51–432.89 N for various screwdrivers, 44.14–56.62 N for utility knife during pork loin stabbing. The butter knife, corkscrew and rasp were not able to penetrate the pork loin, and the curved fork bent during stabbing. The results prove that weapon characteristics greatly influence the force necessary for penetration. Maximal stabbing force depends mostly on tip sharpness, and the force sharply decreases after penetration occurs, which indicates that edge sharpness is not as important as tip characteristics during stabbing perpendicular to skin surface. The penetration force during stabbing with a pair of scissors is comparable to the penetration force of knives. Stabbing with screwdrivers generally needs larger force than average knives but depends greatly on screwdriver size. 相似文献

通过杂交瘤技术制备猪瘟病毒单克隆抗体,对酶联免疫吸附试验筛选的阳性单克隆抗体进行免疫组织化学研究,从中发现1株单克隆抗体能与感染猪瘟病毒的猪肾、肝病理组织切片及PK15细胞产生特异性染色反应,与非感染猪的肾、肝组织切片和PK15细胞无染色反应。单克隆抗体与猪瘟病毒感染的PK15细胞或猪肝、肾小血管内皮细胞中的猪瘟病毒呈现较强的特异性棕色着染,表明该单抗是针对猪瘟病毒的单克隆抗体,对研究猪瘟病毒在宿主细胞中的生命活动和繁殖定位有非常重要的意义。该单抗命名为YNF,培养上清液和腹水的抗体效价分别为1∶80和1∶10 000。抗体蛋白属IgG类,亚类为IgG2/κ。 相似文献

企业自主创新瓶颈问题反映在体制层面上,表现为研发机构和研发人才的缺失,对社会资源的动用能力低,化解创新风险的能力差;反映在机制层面上,表现为企业的创新资源未形成合理配置,产学研结合不畅,运作失灵,各方利益分配不明;反映在法治环境层面上表现为法律支持不强。将较强的技术创新资源与企业自主创新能力结合起来,以研究院所的改制为契机,分类后相机长入企业,整合各种资源,改变企业结构,促进企业自主创新主体地位的建立和稳固。培育企业在"产学研"中的引领作用,"引"、"促"并举,重在融合,通过利益分配和合理安排,推动"产学研"的发展和壮大。加强对促进自主创新公共政策的宣传,适时提升其法律位阶,形成有利于自主创新的社会环境,在提高执法司法机构能力的同时,加强专业司法鉴定机构和仲裁机构的作用,形成有效的执法和司法体制与机制。 相似文献

As Britain prepares to leave the European Union after the popular vote of June 2016, the government is embarking on the revision of foreign policy. Boris Johnson, or ‘just Boris’, has been entrusted with forging the new ‘Global Britain’ for the post-Brexit era and reinventing British economy around new relationships. Boris has a track record of misrepresenting and offending foreign peoples, leaders and countries. This article assesses the prospects for Africa in Johnson’s vision for ‘Global Britain’ as presented in his foreign policy speeches. The paper unpacks Johnson’s discursive construction of ‘Africa’ and inserts it into a broader historical and political context of British relations with Africa. It argues that, by constructing Africa as a ‘problem’ and offering liberal values as a condition for development, Johnson is continuing British imperial and post-colonial discourses of ‘developing’ or ‘civilizing’ Africa. In the post-Brexit world of a changing global balance of power, democratic conditionality serves to sustain and reproduce British forms of power and policies. 相似文献
