Public managers across countries are faced with challenges of attracting and retaining high‐quality employees in the context of widespread financial constraints and increasing inter‐sectoral competition. These changing circumstances have reinforced the need to enhance public employees' affective organizational commitment, which is related to important outcomes such as employees' performance and retention. However, we know little about the factors that can positively influence affective organizational commitment in a cross‐national context. This study applies a cross‐national comparative approach using data from four US states (Oregon, Florida, Washington, and Utah) and India to examine the factors influencing affective organizational commitment. We focus mainly on the effects of job satisfaction, which is considered to be the most important antecedent of affective organizational commitment. Our findings indicate that, in both countries' contexts, job satisfaction has a significant positive impact on affective organizational commitment. We also examine the US–India differences in the levels of affective organizational commitment. Findings indicate that, compared to the four US states of Oregon, Florida, Washington, and Utah, affective organizational commitment is significantly higher among Indian public managers. 相似文献

This article examines the responses of ministers facing high levels of blame in the press after serious failures in the public exam system for school-leavers in Scotland in 2000 and England in 2002. It develops a method for systematic analysis and comparison of the behaviour of officeholders facing blame, tests the hypothesis that ministers will accept personal culpability only after other ways of handling blame have been exhausted and uses time series intervention models to show how one can estimate the impact of strategies on the next day's blame level. The basic sequencing hypothesis is partially upheld by the observed behaviour in these cases, though many other kinds of blame responses do not display a clear sequence. The intervention analysis also raises questions about the claimed effectiveness of presentational strategies for managing blame. 相似文献

Now that state governments issue comprehensive annual financial reports in accordance with Statement No. 34 of the Governmental Accounting Standards Board, it is possible to generate a consistent and comprehensive set of government‐wide financial information. We use the information to develop financial ratios to benchmark government financial performance from information beyond the traditional general fund, and test the hypothesis that such information is incorporated into the assessment of credit risk. We provide an empirical analysis of the incorporation of government‐wide financial information into state government credit ratings, which provides a positive empirical test of the theory of certification and demonstrates how information from the government‐wide financial statements is infused into financial markets. 相似文献

Helen Goodman, the Member of Parliament for Bishop Auckland has responded to the Blue Labour Publication The Politics of Paradox, with Tradition and Change: Four People. Blue Labour's thesis is that a return to the ideas and practices prevalent at the foundation of the Labour Party—solidarity and reciprocity, can form the basis of significant social change. Helen views the thesis from the perspective of two communities—first the hill farmers of Teesdale, a paradigmatic community whose rights and way of life on the Commons have existed for over 600 years.
