Indigenous vegetables play an important role in Kenyan food security, but production is limited by poor seed quality. Traditionally, seeds have been traded through informal networks, but a new formal seed sector is emerging. This study assessed the relative potential for formal or informal seed systems to meet the need for high-quality indigenous vegetable seed. By evaluating determinants of farmers’ seed purchasing behaviour, we conclude that informal seed systems have greater potential to meet this need and should be strengthened. This study suggests that policy-makers should use context-specific data to guide decisions on seed policy.  相似文献

Can formally employing service-users in co-production roles redress the problematic power imbalances inhibiting co-production in the public sector? In this paper, we analyze service-users formally employed in co-production roles. Through semi-structured interviews, we illustrate how actors use their voice, experience, and identity to respond to different power imbalances. First, through the process of “inverting professionalism” structural limitations resulted in neutralized co-production. Second, through the process of “embedding expertise” formally employed service-users challenged collective expectations of their role and meditated power imbalances, resulting in enhanced co-production. Finally, through the process of “perpetuating rejection” a new exacerbated power imbalance emerged when their employment became a negative resource, resulting in tokenistic co-production. We extend understandings of how formally employing service-users has potential to redress power imbalances. However, we caution against policy taking this for granted and argue that more consideration of the influence of different forms of power is needed.  相似文献

This article describes the author's experiences as a wartime cryptanalyst in two, then separate, sections of the British capability, namely that located at Bletchley Park and that at Berkeley Street in London. After recruitment and training, he worked first on the German high command teleprinter network and secondly on the Russian Comintern network which started up again in 1943. The implication is that the Cold War commenced rather sooner than was generally recognised. After the lapse of more than half a century these reminiscences are necessarily impressionistic and do not go into detail about technical methods or indeed the content of the decrypts.  相似文献

The purpose of this paper is to review the notion of branding and evaluate its applicability to political parties. As ideological politics is in decline, branding may provide a consistent narrative where voters feel a sense of warmth and belonging. The paper aims to build an understanding of the complexity of building a political brand where a combination of image, logo, leadership, and values can all contribute to a compelling brand narrative. It investigates how competing positive and negative messages attempt to build and distort the brand identity. A critical review of branding, relationship marketing, and political science literature articulates the conceptual development of branding and its applicability to political parties. The success or failure of negative campaigning is due to the authenticity of a political party's brand values—creating a coherent brand story—if there is no distance between the brand values articulated by the political party and the values their community perceives then this creates an “authentic” brand. However, if there is a gap this paper illustrates how negative campaigning can be used to build a “doppelgänger brand,” which undermines the credibility of the authentic political brand. The paper argues that political parties need to understand how brand stories are developed but also how they can be used to protect against negative advertising. This has implications for political marketing strategists and political parties. This paper draws together branding theory and relationship marketing and incorporates them into a framework that makes a contribution to the political marketing literature.  相似文献

Little is known about the amendment of death certificates (DCs) issued by medical examiners and coroners. This retrospective study examined why, how, and with what frequency cause and manner of death were amended on DCs issued by forensic pathologists over a 6-year period at the New Mexico Office of the Medical Investigator. Approximately 1% of DCs had either cause or manner of death amendments, with arteriosclerotic cardiovascular disease and intoxicants the most commonly amended and resulting causes of death, respectively. There was a significant association between manner of death and number of DCs amended (p<0.001). By percent, natural and suicide DCs were the most frequently amended. The way in which manner of death changed was significantly associated with the amount of time elapsed between DCs (p=0.04). Toxicology was the most common reason for DC amendment.  相似文献

The benefits of performance monitoring for public services are identified as greater transparency of objectives and accountability for results. This article considers recent experience in developing standards to evaluate efficiency and effectiveness of public services. In broad terms this is being done through performance information which is a much more encompassing concept than standards or indicators. Such information is an element of an accountability framework that provides greater management autonomy and flexibility and extends to the private sector which is increasingly providing, or involved with the provision of, public services.  相似文献
