This paper analyses the Chinese quest for energy resources in Latin America, arguing that the strengthening of relations in this sector can only be explained by a conjunction of interests on both sides. Looking at the presence of Chinese national oil companies in the regional energy sector, we show that China’s incursion has allowed the region to shift its traditional energy partners, introducing a factor of change into economic and political relations with geopolitical implications for the regional arena.  相似文献

Abstract

This paper examines the ways in which girls and women are using digital media platforms to challenge the rape culture they experience in their everyday lives; including street harassment, sexual assault, and the policing of the body and clothing in school settings. Focusing on three international cases, including the anti-street harassment site Hollaback!, the hashtag #BeenRapedNeverReported, and interviews with teenage Twitter activists, the paper asks: What experiences of harassment, misogyny and rape culture are girls and women responding to? How are girls and women using digital media technologies to document experiences of sexual violence, harassment, and sexism? And, why are girls and women choosing to mobilize digital media technologies in such a way? Employing an approach that includes ethnographic methods such as semi-structured interviews, content analysis, discursive textual analysis, and affect theories, we detail a range of ways that women and girls are using social media platforms to speak about, and thus make visible, experiences of rape culture. We argue that this digital mediation enables new connections previously unavailable to girls and women, allowing them to redraw the boundaries between themselves and others.  相似文献

The benefits of performance monitoring for public services are identified as greater transparency of objectives and accountability for results. This article considers recent experience in developing standards to evaluate efficiency and effectiveness of public services. In broad terms this is being done through performance information which is a much more encompassing concept than standards or indicators. Such information is an element of an accountability framework that provides greater management autonomy and flexibility and extends to the private sector which is increasingly providing, or involved with the provision of, public services.  相似文献

The purpose of the current article is to outline and comment the most important aspects of the regulation of Brazil's criminal legislation about the protection of the human genome, which establishes crimes related to genetic manipulation and to the dissemination of transgenics in the environment. It also refers to the problems related to the application of the old legal text (Law 8.974/1995), which punished conducts that stayed without the enough development. These gaps complicated so much the application of those rules that the Brazilian Parliament has recently proposed the complete modification of the present legislation by a new Biosecurity Law (Law 11.105/2005). This law for the first time authorizes research with human embrionyc stem cells in Brazil, trying thus to solve in this way the problem of cryoconserved human embryos produced by in vitro fertilization programmes. The new law is analyzed here from a legal and ethical view point.  相似文献

During the period from 1964 to 1966, the Communist Party of Australia (CPA) moved from a position of denying the existence of anti‐Semitism in the Soviet Union to voicing open public criticisms of Soviet policies towards its Jewish minority. These criticisms were unprecedented for an official Communist Party, and had considerable influence on the international communist movement. This paper explores the negotiations between Jewish community leader Isi Leibler and the CPA which induced these criticisms. It is argued that Leibler negotiated with the CPA on two fronts: official dialogue with the elected Sydney‐based CPA leadership, and unofficial private discussions — which can arguably be termed secret collusion — with other senior CPA officials in Melbourne. These unofficial discussions seem to have been crucial in shifting the CPA from its traditional position.  相似文献

This paper asks whether citizens judge public administration to be trustworthy using different criteria from other political institutions. Using survey data, we estimate ordered logistic and multivariate regressions to compare the determinants of trust in six different political-administrative institutions. Findings show that social trust, political interest, as well as other individual characteristics, have very similar effects on trust regardless of the institution. The evidence shows that people who are older and more educated, interested in politics, and employed in the public sector, are only slightly more likely to make some sort of distinction. Implications for non-discriminant judgement mechanisms are discussed.  相似文献

The growing presence of the People's Republic of China (PRC) in South America highlights its domestic priorities. On the economic side, high levels of development, source of political stability and international recognition, exacerbate the need of importing natural resources and exporting manufactured products. Politically, the policy of national reunification, which is also an important provider of stability drawn from nationalism, demand strengthening relations with countries in areas attracted by Taiwan, isolating the island in the international arena. Beijing is actively working to increase its political leverage and shape the agenda of international politics giving South-South cooperation a strategic dimension well beyond mutual development. This fits South American objectives, namely the ones of Brazil, Argentina and Venezuela, that aim at diversifying international partnerships and perceive China as an alternative to the traditional orientation towards Latin America, the US and Europe. Positioning itself as a stakeholder, China creates the basis for an alternative international order using persuasion. The Chinese soft power in South America may be a drop of water in a much broader strategy.  相似文献
