For quite some time parliaments were seen as the losers of European integration. As a reaction, several parliaments have sought to exert more control over the executive branch in EU decision-making. An alternative venue for ‘clawing back’ these lost powers is by influencing the domestic transposition of EU policies. Surprisingly, this opportunity for greater parliamentary involvement has not received much scholarly attention. Under what conditions do the parties in parliament engage in ex post scrutiny over transposition? To shed light on this question, this article provides a detailed study of scrutiny by the Dutch parliament over the transposition of two social policy directives, investigating four hypotheses regarding vote-seeking, policy-seeking and office-seeking incentives for parliamentary oversight. The analysis shows that the ex post scrutiny that takes place can mostly be summarised as low-profile scrutiny aimed at information-gathering and position-taking, especially by opposition parties.  相似文献

Post‐crisis international standards have been agreed on in certain areas of banking regulation, namely capital, liquidity, and resolution, but not others, namely bank structure – why? We articulate a two‐step analytical framework that links the domestic and international levels of governance. In particular, we focus on the role of domestic regulators at the interface between the two levels. At the domestic level, regulators evaluate externalities and adjustment costs before engaging in cooperation at the international level. This analysis explains why regulators in the United States and the European Union act as pacesetters, foot‐draggers, or fence‐sitters in international standard setting; that is to say, why they promote, resist, or are neutral toward international financial standards. At the international level, we explain the outcome of international standard setting by considering the interaction of pacesetters and foot‐draggers.  相似文献

After the international financial crisis, new financial regulation was adopted at the international, regional and national levels, raising the issue of how to promote regulatory coherence, defined as the consistency between the rules adopted at different governance levels and in a variety of policy venues. A major recent area of reform concerned the loss absorbing capacity (LAC) of banks. In practice, the lack of regulatory coherence concerning LAC hampers the effective resolution of large international banks in a timely manner, ultimately undermining financial stability. We examine the role of regulators in the quest for coherence on LAC, explaining the incentives they had and how they deployed their delegated competences at different levels to achieve coherent rules that ensure financial stability. Theoretically, we combine insights from the public administration and political economy literatures. Methodologically, we process trace the making of LAC rules on three governance levels and in multiple policy venues.  相似文献

The necessary adjustment to the political architecture in Europe is considered to happen with the Treaty of Lisbon. The treaty is an attempt to make adjustments to the decision-making process, ensuring democratic legitimacy, strengthening of the institutions, and enabling political action worldwide. With the Lisbon Treaty, a change has been made in the institutional structure of the European Union (EU). The Treaty of Lisbon brings together more than a half-century history of integration, which began with the decision for establishing the European Coal and Steel Community (ECSC) on April 18, 1951. The view on the whole, more than 50 years of integration, shows that the European unification process all the time is not out of the spirit of all issues related to the details of common goals and values, but goes in the direction of one political vision of: peace and prosperity, freedom and mobility, knowledge of democracy, populism and tolerant coexistence. The Treaty of Lisbon is in the way to improve the capabilities for action of the democracy in Europe.  相似文献

This article examines the development of the interest group system in Macedonia since independence and the extent to which it has been able to exert any influence in the political arena. We show how security issues, slow economic development, and democratic deficits have impeded the development of an extensive interest group system able to compete freely in national politics. This has resulted in Macedonia having a bifurcated interest group system with influential power elites but low participation by citizens in formal interest groups. Despite this, there have been some diversification of the group system, restructuring of exiting associations, professionalization, and increased ability, especially that of citizens and social movements, to influence national politics.  相似文献

This study examined university students' attitudes about attributing blame in incidents of domestic violence. The Domestic Violence Blame Scale (DVBS), which measures the attribution of blame for domestic violence to situational, perpetrator, societal, and victim factors, was used. The DVBS was administered to a voluntary sample of university students. Significant gender differences were found, with male students more likely to attribute blame to the victim for domestic violence than female students. Significant differences were also found between students with and without a prior history of violence in their family of origin. Students with prior experience of violence were more likely than their counterparts to ascribe blame for domestic violence to societal factors.  相似文献

This paper considers the ramifications of the fact that a majority of (Jewish) Israeli citizens no longer considers the Israeli military occupation of the Palestinian territory of the West Bank to be an ‘occupation’. Informed by qualitative research conducted in Israel and the occupied territory of the West Bank, the paper argues the case for understanding of this process of social legitimation as being rooted in complex structures of cultural processes and practices grounded in ideological and religious beliefs. Identifying Zionism as an ethno-national ideology, located within the wider ethno-national impulse of nineteenth century Europe, the paper further investigates a number of cultural processes that have led to the domestic justification and rationalisation of occupation in the Israeli public consciousness and consequently, the legitimisation of continued occupation. These cultural practices are inherently highly political, constituting a long-term strategy aimed at maintaining the occupation. The paper argues that this strategy is articulated not only by cultural practices of ethnonationalism and identity politics, but ultimately by various acts and facets of violence.  相似文献

The detection of potentially harmful substances presents a multifaceted challenge. On one hand, it can directly save lives, on the other, it can significantly aid and enhance police work, thereby increasing the effectiveness of investigations. The research conducted in this study primarily aims to identify paracetamol in fingerprints, considering situations involving direct contact of a person with paracetamol either chronically or in a single dose. The identification procedure presented, utilizing Raman spectroscopy, aims to rapidly detect the xenobiotic following ingestion by an individual, which involves touching the tablet with their fingers—this can be termed as touch evidence in forensic science investigations. Additionally, the authors focus on assessing the impact of additives present in drugs containing paracetamol as the main active ingredient. The screening results obtained will enable us to analyze the composition of drugs in terms of potentially toxic substances, and their influence on the physicochemical activity of the active substance. We successfully identified the paracetamol molecule using a noninvasive forensic trace detection method. Samples in the form of common drugs containing 500 mg of paracetamol were studied. Throughout the study, comprehensive validation of the method was ensured through the utilization of a statistical model, which excluded sensitivity to the presence of other substances, whether additives or from the external environment. The proposed approach to trace the content of substances in fingerprint using Raman scattering analysis provides a useful starting point to enhance current analytical methods not only in forensic science but also in toxicology.  相似文献
