There is building evidence in India that the delivery of health services suffers both from an actual shortfall in trained health professionals and from unsatisfactory results of existing service providers working in the public and private sectors. This study focuses on the public sector and examines de facto institutional and governance arrangements that may give rise to well‐documented provider behaviors such as absenteeism that can adversely affect service delivery processes and outcomes. We analyze four human resource management (HRM) subsystems: postings, transfers, promotions and disciplinary practices from the perspective of front‐line workers—physicians working in rural healthcare facilities operated by two state governments. We sampled physicians in one “post‐reform” state that has instituted HRM reforms and one “pre‐reform” state that has not. The findings are based on both quantitative and qualitative measurements. The results show that formal rules are undermined by a parallel modus operandi in which desirable posts are often determined by political connections and side payments. The evidence suggests an institutional environment in which formal rules of accountability are trumped by a parallel set of accountabilities. These systems appear so entrenched that reforms have borne no significant effect. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

The implications of technology have been widely acknowledged in international relations. Studies ranging from the causes of war and military effectiveness to terrorism and nuclear proliferation have explored how technology shapes international politics. However, the implications of technology in domestic politics have not been scrutinised much. This paper helps fill this vacuum through an analysis of Turkey’s civil–military relations. Although civilian control over the Turkish military has improved in the past decade, this process has not been smooth. With a focus on the recent court cases involving the military, the 2007 e-memorandum and the transfer of electronic military intelligence apparatus to the civilian authority, this paper demonstrates how technology has become an important domain for civil–military relations in Turkey.  相似文献

For two decades, the questions of what really motivates foreign investors to invest in a certain country remain unanswered and a controversial issue. Moreover, previous studies have overwhelmingly treated FDI (foreign direct investment) as unidimensional rather than multidimensional. In reality, FDI is rather multidimensional in that it is composed of components (equity capital, reinvested earnings, and other capital), each with its intrinsic characteristics in response to the same economic fundamentals, such as growth, institutional quality, exchange rate, taxes, market size, skill abundance, etc. Therefore, the main objective of this study was to seek the major determinants of the total FDI inflows in Turkey by treating total FDI as multidimensional to avoid a distorted empirical prediction concerning the total FDI, which is greatly neglected in the FDI literature. Accordingly, the author employed the panel corrected standard error (PCSE) model for annual data between 2003 and 2012, he found that FDIs are responsive to the country risk (CR) indices of both Turkey and EU (European Union) and to the tax measures of 2006.  相似文献

The purpose of this study is to analyze the ongoing conflict situation between the government of Pakistan and the tribal population groups residing in the tribal belt along the Pakistan–Afghanistan border, while Pakistan aids the United States in its “War on Terror.” The article brings into limelight the political problems being faced by the government of Pakistan while it supports the United States and its allies in their mission to combat and weaken the Al Qaeda and Taliban forces. It further attempts to apply some simple game theoretic models to the situation in Waziristan and tries to accommodate the influence of the third party (the United States in this case) on the strategies as well as on the Nash equilibrium of the players in this situation of conflict. The aim of this exercise is to capture and highlight policy insights that might emerge from this strategic analysis. The possible Nash equilibrium depicts that the presence of the third party in the said conflict complicates the situation in an adverse manner. Moreover, the rebels might find it profitable to rebel and retaliate against the government in the subsequent periods due to the grievances caused by the actions of government in the first period. The government of Pakistan therefore seriously needs to rethink and reform its strategy for dealing with the extremists in the case discussed.  相似文献

Involuntary hospitalization of the mentally ill has been an issue that still remains outside the judicial system in Turkey. Despite the new Turkish Civil Code, which includes several articles relevant to involuntary psychiatric hospital admissions, there still appears to be a need for a comprehensive mental health law to address specific issues concerning civil commitment of the mentally ill. As a result of the lack of specific statutory regulation, an insufficient number of psychiatric hospital beds and limited appreciation of the safety risks involved in untreated mental illness, involuntary hospitalization remains an underutilized option by psychiatrists and the courts alike. In response to its concerned members, the Psychiatric Association of Turkey has appointed a task force to draft a proposed mental health law, entitled the "Psychiatric Patients' Bill of Rights." Although the draft suggests a model with emphasis on the right to psychiatric treatment, it also recommends close judicial oversight to prevent potential abuses of discretion by the system. However, this might present logistic problems in a country with already overburdened courts. Authors discuss the highlights of the draft within the context of Turkey's current cultural, social and judicial structure, and compare it to similar laws of other countries.  相似文献

The historical record of the majority of inter- and intra-state conflicts indicates frequent third-party interventions in these conflicts. In the decades following World War II, the United States has been one of the most frequent interveners in third world internal wars. This study focuses on the repercussions of U.S. military interventions on the intensity of civil conflict and political violence in the targeted nations. A comprehensive empirical analysis suggests that in addition to low per capita income, large populations, high religious fractionalization, and weak governance, the direct and indirect involvement of the U.S. military may also lead to increased civil strife and political violence in the targeted nations. U.S. military involvement increases the probability of political instability and unrest and hence could be one of the many conditions that favor insurgency.  相似文献

What forms do Islamist moderation take, and which factors underlie each form of moderation? Although a prevalent question in recent years, less is known about the causes and forms of Islamist moderation in a systematic fashion. By building on the findings of Communist moderation literature, we introduce a two-stage framework to explain variation in Islamist party moderation over time and across space: tactical vs. ideological moderation. Tactical moderation refers to the kind of moderation where radical parties make a decision on whether to accept electoral democracy as a means to achieve ideological goals without compromising their platforms. Structural factors such as political liberalization, international factors and state repression are causes of tactical moderation. Ideological moderation pertains to shifts in a platform from a radical niche to more moderate lines to respond to societal changes (economic liberalization, economic growth, electoral loss and changing voter preferences) to gain greater popular support. Empirically, we analyse the Italian Communist Party and the Party for Justice and Development in Morocco in a comparative perspective. In providing evidence through structured comparisons and field interviews, we hope to advance a more universal, generalizable theory of radical party moderation.  相似文献

Despite considerable interest in the relationship between Islam and political violence, there is little systematic empirical research that explores the intrastate conflict proneness of Muslim countries, and existing studies provide mixed results. This article examines the causal factors that explain the prevalence of intrastate conflict in Muslim-plurality states and the conditions under which Islam may influence civil war onset. Further, following Ward, Greenhill, and Bakke’s (2010) suggestion, the effects of Islam and other socioeconomic and political factors in actually predicting civil wars are examined by utilizing ROC curves and cross-validation exercises. Utilizing the Uppsala Conflict Data Program’s data for the 1981–2009 period, the findings indicate that Muslim-plurality countries are indeed disproportionately involved in intrastate conflicts, but these countries are also characterized by lower GDP per capita, oil dependency, state repression, autocracy, and youth bulges, all of which correlate strongly with intrastate conflict onset. The significance of Islam disappears when controls for such factors are included in the statistical model. The variable of Islam does not make any significant contribution to either the in-sample or out-of-sample predictive power of models. Among the factors that increase the risk of intrastate conflict, the presence of a youth bulge has the greatest impact in Muslim-plurality countries.  相似文献
