In this article I explore how the child welfare system in Australia is a basis of governmentality, drawing on ethnographic fieldwork conducted with 35 women resettled in Australia as refugees originating from African countries. Although the explicit aim of the child welfare system is to protect children from a risk of significant harm, the findings presented here suggest that such systems can concurrently operate to evaluate, monitor, and demand behavioural change from women who are the subject of intervention in accordance with logics of white neoliberal motherhood, in which parental merit is measured through, and problematised by, factors of racialisation, assumptions of cultural difference, counter-heteronormativity, and socio-economic marginalisation. I argue that the child welfare system not only operates to protect children, but can also function as an instrument to govern women to ‘fit’ with an idealised standard of citizenship in Australia. Thereby supplanting maternal guardianship with the mandate of government institutions, operations of child welfare position the paternalistic authority of the state as absolute and render mothers who do not conform to white neoliberal motherhood as vulnerable to intervention.  相似文献

Ninhydrin developed fingerprints can be enhanced by treatment with a zinc or cadmium salt. The resulting fingerprint luminescence has been attributed to the induced coplanarity of the bicyclic indanedione rings of Ruhemann's purple due to complexation with the metal ions. This paper explores whether this effect also occurs in the 1,8-diaza-9-fluorenone (DFO)-amino acid adduct (1), formed from the reaction of DFO with amino acids. Molecular modeling studies of (1) indicate a relatively small out-of-plane angle of 24 degrees. 1H NMR studies indicate (1) is asymmetric about the C2 axis in contrast to what has been previously reported. Little, if any, enhancement of luminescence was observed with Zn, Cd, Ru or Eu treated DFO developed latent fingerprints. This lack of enhancement was also borne out by solution luminescence studies. Given this lack of enhancement of luminescence, solutions of (1) and the four metal ions above were analyzed by electrospray mass spectrometry (ESMS). This indicated the formation of predominantly 1:1 complexes of (1) with both Zn and Cd, and the 2:1 complex with ruthenium. No evidence of a Eu complex was found by ESMS.  相似文献

A persisting question in international studies is whether academic research can have an impact on the making of foreign policy. Much research has shown that policy decisions can be greatly influenced by misperceptions, just as much as by objective factors. The article describes an effort by academic researchers to challenge U.S. policymakers' image of an actor in the U.S. foreign policy process—the American public. The study's focus was a widely held assumption in the U.S. foreign policy community that the American public in the wake of the Cold War was entering a renewed phase of isolationism, similar to the interwar years. The study first interviewed policy practitioners on their perceptions of the public, then performed a comprehensive review of existing polling data, and finally conducted new polls with input from policymakers themselves. The net result of the elite interviews and the analysis of public attitudes revealed a significant gap in all areas, which is presented in synopsis. Interviews with policy practitioners reveal two key dynamics that could well contribute to policymakers' misreading the public: a failure to seek out information about the public and a tendency to assume that the vocal public is representative of the general public. Indications that the study did have some impact on the thinking of policy practitioners are discussed in the conclusion.  相似文献

This is the first installment in what we hope will be a recurring series of Forums in ISP. In each segment we intend to provide an outlet for peer-reviewed dialogue and debate on important topics in the field and to allow our readers to discuss material previously printed in the pages of ISP. Below are two comments on "Challenging U.S. Policymakers' Image of an Isolationist Public" by Steven Kull and Clay Ramsay published in ISP 1:1. Both comments raise a number of important issues pertaining to the relationship of public opinion and foreign policy, and also address more general questions of domestic impact on foreign policy outputs and several significant methodological questions about approaches to polling. The Forum begins first with comments by Richard Clark and Kenneth Dautrich, is followed by comments from Shoon Murray, and concludes with a response from Kull and Ramsay.  相似文献

This paper seeks to explain two problems posed by the history of criminal law doctrine by situating them in the context of the political sociology of citizenship. First, the paper outlines the logical connection between the rise to doctrinal orthodoxy of the idea of the responsible subject and the contemporaneous emergence of universal political citizenship. Secondly, it argues that subjectivist orthodoxy in doctrine may be reconciled with the apparently antithetical forms of regulatory strict liability law within the terms of 'modern democratic citizenship' as the latter were conceptualised by T. H. Marshall. Finally, by means of a comparison with Alan Brudner's recent philosophical rationalisation of the modern criminal law, it proposes that situating the criminal law in its environment of citizenship will help us to understand better the tensions that underlie contemporary challenges to its doctrine.  相似文献

We study two different varieties of uncertainty that countries can face in international crises and establish general results about the relationship between these sources of uncertainty and the possibility of peaceful resolution of conflict. Among our results, we show that under some weak conditions, there is no equilibrium of any crisis bargaining game that has voluntary agreements and zero probability of costly war. We also show that while uncertainty about the other side's cost of war may be relatively benign in peace negotiations, uncertainty about the other side's strength in war makes it much more difficult to guarantee peaceful outcomes. Along the way, we are able to assess the degree to which particular modeling assumptions found in the existing literature drive the well‐known relationship between uncertainty, the incentive to misrepresent, and costly war. We find that while the theoretical connection between war and uncertainty is quite robust to relaxing many modeling assumptions, whether uncertainty is about costs or the probability of victory remains important.  相似文献

England and France have developed distinct treatment systems to address the shock of a substantial increase in over‐indebted individuals since the mid‐1980s. In France, Over‐Indebtedness Commissions, with the Bank of France playing a central role in their management, now dominate the system. A more fragmented system of private and public providers of remedies developed in England, with innovation driven by private actors modifying existing commercial procedures and increased access to bankruptcy relief a side‐effect of government promotion of entrepreneurialism. This article explains the differences between these countries in terms of the influence of interest groups, including state actors, and ideologies. Historical contingency also plays a role. The distinct responses were not hard‐wired to legal origins and the article argues that analysis of the interaction of interest groups, state actors and ideology in shaping institutions, which in turn structure future change, provides a productive approach for future comparative research in this area.  相似文献
