ABSTRACT

This paper examines the factors influencing household participation in and withdrawal from a World Bank-funded voluntary resettlement scheme moving 15,000 low-income farming households within and across rural districts in Malawi. Using a survey of 203 beneficiary households, focus groups and in-depth interviews, we identify a lack of access to land and conflict over land in the area of origin as salient participation factors in resettlement, while withdrawal factors include lower access to infrastructure and poor soil quality in resettlement areas. We also highlight limited prior awareness of actual conditions in resettlement areas, low and biased participation in the decision to move, a greater desire for formal land titles due to loss of customary entitlement as a result of resettlement, and widespread ambiguity and confusion over titles for resettled plots. In this context, we point to a pattern of ‘negative resettlement’, in which households remain resettled despite major grievances, for lack of an alternative option, contrasting with ‘positive resettlement’, where households remain by choice. We suggest that intra-district resettlement is more likely to be successful than inter-district resettlement when there is a risk of informed consent deficiency. These findings point to the relative failures of this particular resettlement scheme, and suggest possible improvements for land redistribution schemes from agro-industrial projects to poor households.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. Forensic age estimation methods are biased to sex and population; in general, accuracy is reduced when applied to foreign populations. This study assessed the accuracy of the Suchey–Brooks method in contemporary Malaysian individuals and aimed to formulate population‐specific standards. Multi‐detector computed tomography scans of 355 individuals (165 male; 190 female) of 15–83 years of age were reconstructed using 3D‐volumetric rendering in RadiAnt. Pubic symphyseal phase, bias, inaccuracy, and percentage correct age classifications are examined. Transition analysis was used to develop age estimation standards. High observer agreement (κ = 0.763–0.832) and a positive relationship between age and pubic symphyseal phase (= 0.884–0.90) were demonstrated. Mean inaccuracies were 8.62 and 8.95 years for males and females, respectively; overall correct classification was 97.8%. Transition ages between phases in males were 18.79, 23.29, 28.85, 43.64, and 61.15 years; in females, the corresponding data were 19.77, 22.53, 32.62, 41.85, and 57.39 years.  相似文献
