From Anthropology to Human Geography: Human Terrain and the Evolution of Operational Sociocultural Understanding

Human terrain is a complicated term. It has been plagued with controversy in recent years stemming from US Army implementations in the Middle East. This paper reviews the history of human terrain in three forms: as a human behavioral concept, a conflict based application, and a multidisciplinary area of research. It investigates the history of the term and its evolution from anthropological foundations to human geography and geospatial intelligence. Recommendations are given and practices are suggested to gain knowledge and understanding of people that can assist in helping in hazardous situations and avoiding conflict.     

Los Congresos Estatales y la Política Federal en México: state legislatures and federal policymaking in Mexico

The Mexican Constitution, in the Poder Legislativo, grants state legislatures the authority to introduce legislation (iniciativas de ley) in the federal congress. In this paper the authors examine this powerful mechanism through which the Mexican state legislatures can directly influence policymaking at the federal level. Using a new data set of state-led initiatives, this work: describes the frequency with which iniciativas are introduced; describes the substance, timing, and final disposition of these state-led initiatives; and explains which factors affect the probability of presenting a state-led initiative. The authors find that party competition and partisan divisions at the state and federal levels play a significant role in the use of iniciativas de los congresos estatales. The authors’ study of this peculiar authority granted to the Mexican states contributes to the rich discussion of the changing role of the states in the era of Mexico’s nuevo federalismo.     

Hair-MAP: a prototype automated system for forensic hair comparison and analysis

This paper demonstrates the feasibility of the automation of forensic hair analysis and comparison task using neural network explanation systems (NNESs). Our system takes as input microscopic images of two hairs and produces a classification decision as to whether or not the hairs came from the same person. Hair images were captured using a NEXTDimension video board in a NEXTDimension color turbo computer, connected to a video camera. Image processing was done on an SGI indigo workstation. Each image is segmented into a number of pieces appropriate for classification of different features. A variety of image processing techniques are used to enhance this information. Use of wavelet analysis and the Haralick texture algorithm to pre-process data has allowed us to compress large amounts of data into smaller, yet representative data. Neural networks are then used for feature classification. Finally, statistical tests determine the degree of match between the resulting collection of hair feature vectors. An important issue in automation of any task in criminal investigations is the reliability and understandability of the resulting system. To address this concern, we have developed methods to facilitate explanation of neural network's behavior using a decision tree. The system was able to achieve a performance of 83% hair match accuracy, using 5 of the 21 morphological characteristics used by experts. This shows promise for the usefulness of a fuller scale system. While an automated system would not replace the expert, it would make the task easier by providing a means for pre-processing the large amount of data with which the expert must contend.     

Paths to the recognition of homo-parental adoptive rights in the EU-27: a QCA analysis

Although the recognition of the adoptive rights of LGBT (lesbian, gay, bisexual, and transgender) couples is a socially salient topic, cross-national variation regarding this issue has been largely underexplored in social science research. With the aid of configurational analysis, this article fills this gap and shows the conditions that explain the recognition of the adoptive rights of homosexual couples in the countries of the EU-27. It is argued that two different paths led to this outcome. All countries where adoptive rights were recognized had higher degrees of secularization and lower levels of social homophobia. In addition, in Northern European countries, the Protestant background and absence of conservative governments for a certain time period seemed to be the determinant. However, for the remaining European countries that recognized these rights, rising levels of gender equality appeared to have a more salient role.     

Institutional Suicide and Elite Coordination: The Spanish Transition Revisited

ABSTRACT

In the literature on democratisation, the Spanish case has a paradigmatic status, especially for the negotiations between the regime and the opposition. While these negotiations did stabilise the new regime, the transition was driven by the regime’s elites. The key event was the approval of the Law for Political Reform in November 1976, when the legislature voted its own demise. The change was done according to the rules of the system. To explain this reform, we offer a formal model of coordination and a statistical analysis of an original dataset of the 531 legislators. The reform was possible because of elites’ belief coordination.     

A review of security and privacy concerns in digital intelligence collection

In recent years, government leaks have brought many alleged potential privacy violating intelligence collection programs to the public arena. Intelligence collection can affect the privacy rights of citizens from any country. While the concept of privacy is a complicated one, United States citizen privacy is protected by various policies and laws. This paper reviews these alleged intelligence collection programs, as well as specific laws set in place to protect privacy. Also presented are discussions on public opinion and whether or not digital intelligence collection are providing a safer environment for Americans.
