The Critical Movement Against the 2010–2012 Education Reform in Russia: Networks,Organisations and Parties

Abstract

In 2010, Russian authorities presented a new draft law on education, which immediately became controversial. The essay examines whether user groups (parents) and low-ranking sector employees (teachers) were active in the movement critical of the reform, and how the state responded to the anti-reform movement. The movement consisted of several networks and organisations with no central node. It included teachers, parents and activists from both non-systemic groups and systemic opposition parties. Pressure from below by networks and organisations was combined with pressure from actors situated above in the political system, that is, in the Duma. Since the movement was welfare-oriented rather than fundamentally regime-critical, the Russian authorities tolerated open criticism both from civil society and inside the Duma. Some gains for teachers were won, but the movement’s proposed amendments and demands were generally rejected or only introduced in revised form.     

Balancing public health and practitioner accountability in cases of medical manslaughter: reconsidering the tests for criminal negligence-related offences in Australia after R v Patel

In 2010 Dr Jayant Patel was convicted of several offences on the basis of criminal negligence. Following the Queensland Court of Appeal's 2011 endorsement of the trial judge's decision, the case provides a timely opportunity to review prosecutions for medical negligence criminal offences throughout Australia and to critically examine the tests in assessing whether the balance has been correctly struck. The author argues that the thresholds required for prosecutions for criminal negligence for medical manslaughter are problematic and unduly onerous, and do not adequately strike the balance between the utilitarian value in health care and patient safety, on the one hand, and practitioner accountability and deterrence, on the other. This article considers reforms to remedy the imbalance, including a reformulation of the Criminal Code (Qld) and common law thresholds, proposals for the enactment of a separate offence of criminally negligent manslaughter and the utilisation of corporate prosecutions for manslaughter liability to broaden accountability in health care and promote patient safety on a systemic level.     

The Rise and Fall of a Crimean Party Boss: Nikolai Vasil’evich Solov’ev and the Leningrad Affair

Abstract

This essay focuses on the career of N. V. Solov’ev, a prominent Stalin-era official and little-known victim of the 1949 Leningrad Affair. When treated as a case study, Solov’ev’s life and times illustrate a variety of important things about Stalinism as a whole. Most obviously, Solov’ev’s rapid ascent into the party nomenklatura during the interwar years exemplifies the dramatic trajectory that many in party service enjoyed during this period. Once in office, Solov’ev promptly embraced the Stalinist political culture that had promoted him there, at times even emulating the general secretary himself. Finally, Solov’ev’s postwar disgrace and ruin reveal much about the broader functioning of this political system, particularly in regard to Joseph Stalin’s concerns about the USSR’s emergent party elite.

Allele frequencies for polymarker, HLA-DQA1, Ig-JH, D17S30, ApoB and D1S80 loci and population genetic parameters were obtained from a sample of 501 unrelated individuals born in the northwestern Federal Region of Russia.     

The men in the middle: a missing dimension in global land deals

Middlemen are largely absent from the literature and policymaking on land deals. Based on qualitative evidence from India, this paper shows a highly organised field of aggregators, brokers, touts, musclemen and others permeating the land economy. Biographical accounts provide glimpses of everyday work, career and aspirations. A high-definition narrative of middlemen as middlemen allows a shift away from instrumental analyses of bridges in global capitalist accumulation. Even as they reproduce larger structures, middlemen can be rule-makers who personalise, localise and actively shape the land economy. Global debates cannot afford to ignore these hitherto missing dimensions in land deals.     

Quantitative Assessment of the Sternal Rib End Morphology and Implications for Its Application in Aging Human Remains

Intercostal and age differences in the sternal rib end morphology of documented female skeletons from Spitalfields and St. Bride's are examined. The morphology was captured using three‐dimensional morphometrics and the statistical analyses employed included parametric and nonparametric MANOVA, discriminant analysis, and multilinear regressions. It was found that the quantified morphology of the sternal rib end was statistically significantly different between rib four and all other ribs except for the third one and that the morphological characteristics of all ribs varied with age. However, due to the inherent variability in sternal rib end morphology, nonstatistically significant results were obtained among the various age groups and neither disciminant nor multilinear regression analysis could be used for the estimation of the age of an individual based on digitized coordinates of the sternal rib end of individuals of known age, raising some concern as to the rigorousness of the fourth rib aging method.
