Degradation of human DNA extracted from forensic stains is, in most cases, the result of a natural process due to the exposure of the stain samples to the environment. Experiences with degraded DNA from casework samples show that every sample may exhibit different properties in this respect, and that it is difficult to systematically assess the performance of routinely used typing systems for the analysis of degraded DNA samples. Using a batch of artificially degraded DNA with an average fragment size of approx. 200 bp a collaborative exercise was carried out among 38 forensic laboratories from 17 European countries. The results were assessed according to correct allele detection, peak height and balance as well as the occurrence of artefacts. A number of common problems were identified based on these results such as strong peak imbalance in heterozygous genotypes for the larger short tandem repeat (STR) fragments after increased PCR cycle numbers, artefact signals and allelic drop-out. Based on the observations, strategies are discussed to overcome these problems. The strategies include careful balancing of the amount of template DNA and the PCR cycle numbers, the reaction volume and the amount of Taq polymerase. Furthermore, a careful evaluation of the results of the fragment analysis and of automated allele calling is necessary to identify the correct alleles and avoid artefacts.  相似文献

China's long insistence on non-interference in sovereign states' domestic affairs has contributed to a widely held impression that China also lends abroad without attaching policy conditions. In this article, we debunk the notion that China's bilateral lending is entirely devoid of conditionality, by showing that it involves elements of political conditionality, embedded conditionality and cross-conditionality, stemming from the varying concerns of Chinese foreign policy-makers and state-linked lenders. We then draw on the path-dependence literature to explore the possibility that there may also be more indirect forms of conditionality associated with Chinese lending practices. By ‘emergent conditionality’, we refer to structural lock-in effects that may cumulatively restrict or redirect recipient countries' policy-making choices similarly as more direct conditionality would do, even if the PRC government officially shuns conditionality.  相似文献

This article shows how we can use the securitization framework to study extreme history politics. Securitization refers to a speech act or discursive process in which an actor makes a claim that some referent object, deemed worthy of survival, is existentially threatened. If successful, securitization justifies the use of extraordinary measures to counter the threat. After introducing the concept of securitization in detail, the article presents three ways in which history and securitization can be connected: history can serve as a facilitating condition of securitization; history can be explicitly used to strengthen a securitizing move; or history, or a particular interpretation of it, can be the referent object of securitization. The second half of the article is devoted to a discussion on the role of history in the securitization of national identities. Historical myths are the standard building blocks of national identities; challenging these myths can be presented as threats to the survival of the nation. The article also discusses potential forms of resistance against securitization of history/national identities. Illustrative examples from the political use of WWII history in Finland will be used to show the practical consequences of various conceptual choices.  相似文献

Neurocognitive deficits and psychiatric disorders are often brought up as risk factors of recidivism. In this study, we investigated how neurocognitive and academic deficits and psychiatric disorders (including substance dependence) are associated with criminal recidivism and prison career among male offenders. In a health survey of Finnish prisoners, 72 sentenced male prisoners were examined in Turku prison using a neurocognitive test battery and psychiatric assessment including a standardized psychiatric interview (SCID-I, II). The neurocognitive and academic tests were chosen to assess domains of cognitive functioning and reading, spelling and mathematical skills. Our results showed that the combination of neurocognitive deficits and substance dependence was connected to recidivism. Axis I diagnosis (major mental disorders) and substance dependence were connected with neurocognitive and academic deficits. Moreover, first-time offenders had fewer neurocognitive deficits and Axis I disorders, less substance dependence and fewer personality disorders than those with several convictions. Rehabilitation of cognitive functions and academic skills, along with intervention for mental health problems and substance dependence could help to prevent the unfavourable circle of criminal career.  相似文献

The Finnish Ex‐EU minister Mr Pertti Salolainen (Cons).1

The article gives a presentation of the Finnish Parliament's early adaptation to EU membership. Our main argument is that the Finnish Eduskunta is stronger that the other national parliaments with respect to dealing with EU issues, because the Eduskunta is pro‐active and because the whole Parliament, all standing committees included, is involved in the preparation of Finnish national EU policies before decisions are taken in the Council of Ministers. The Finnish Parliament is thus in a strong position to influence in advance, on an established routine basis, the position of the Finnish representative in the Council of Ministers. We also point out some practical and informational problems, and analyse the main procedural and organisational reforms inside the Eduskunta. Utilising interviews with the party functionaries in the Eduskunta, the article ends with a discussion on the main problems facing the Finnish parliamentarians, a way forward and some conclusions.  相似文献

As the theoretical and practical interest in policy networks increases, so does the need for further research into how, and based on what rationales, actors within a policy subsystem engage in interorganizational collective action and form political coalitions. The aim of this paper is to continue the search for explanations for coordination and coalition structures in the setting of Swedish carnivore policy. Based on the Advocacy Coalition Framework (ACF) and a previous case study within the same policy subsystem, the study investigates a set of hypotheses regarding actors' coordinating behavior and the defining elements of coalitions. The empirical analysis indicates, in support of the ACF, that perceived belief correspondence is a better predictor of coordination than perceived influence. Moreover, the explanatory power of empirical policy core beliefs in general, and normative policy core beliefs in particular, is further reinforced, while deep core beliefs seemingly do not influence coalition structure. The relevance of more shallow beliefs for coalition formation cannot be dismissed and therefore calls for additional research.  相似文献

Across Canada, governments of all level have increasingly embraced public‐private partnerships (PPPs) as their preferred approach to deliver large‐scale public infrastructure. After twenty years of practice, this paper examines the evolving rationales, governance structures and partnership models that have been used to deliver PPPs in Canada. In particular, the analysis highlights common deal structures, types of risks and responsibilities that are transferred to the private sector, and the significant role that public funding continues to have. Outstanding issues facing Canadian PPPs relate to their high upfront costs, limitations placed on meaningful community consultations, and a procurement process that can inhibit design or architectural excellence.  相似文献
