The globalized security situation characterized by transnational threats and international interventionism in "new wars," connect non traditional local actors and traditional global actors to one another in unprecedented ways. We argue that children in particular need to be highlighted because they are highly pertinent to the globalized security situation, yet they make up one of the few agents that have remained non-politicized in the eyes of the scholarly community. The article suggests a framework of analysis that can generate analyses on security of traditional as well as non-traditional agents. Placing non-traditional groups in the center of attention serves to mirror the complexities of the current security situation better.  相似文献

Between July 1995 and June 1996, 533 subjects underwent forensic psychiatric investigation I Sweden. Odd case numbers (n = 268) were included in the study. Of these 268 people, 50% had been in contact with psychiatric services during the six-month period preceding the crime leading to forensic psychiatric assessment. Contacts with psychiatric services during the six-month period preceding the crime were significantly more common in three categories of individuals than others. These were: women, individuals who were diagnosed as having a psychotic disorder during the forensic psychiatric investigation, and individuals found to suffer from a serious mental disorder as defined in the legislation. Subjects who were found not to suffer from a serious mental disorder and were thus not eligible for special sanctions on medicolegal grounds had significantly less psychiatric contacts before the crime, as did subjects under 20 years of age. However, these two groups still had considerably more psychiatric contacts than the general population. The present results suggest that the patient category studied requires special monitoring and case management in general psychiatry in Sweden. To this end, we call for closer studies of high-risk individuals, particularly of previously violent offenders and potentially violent offenders, and closer studies of their psychiatric contacts. This will provide a basis for the development of adequate programs and guidelines for effective care and treatment within the psychiatric sector.  相似文献

Abstract

The North Atlantic Treaty Organisation's (NATOs) changing role was debated in the face of the Strategic Concept adopted in late 2010. Two main roles can be identified in the debate; that of NATO as a defence organisation and a security organisation. The article analyses the implications of these roles for security governance and the Alliance's legitimacy – with emphasis on the novelties associated with the role of NATO as a security organisation. This development suggests an increasing need for security governance, something which is reflected in the debate. However, how for instance decision-making and implementation function in a more fragmented environment is unclear. If NATO develops its role as a security organisation new audiences are introduced that determine its appropriateness and the basis of the Alliance's input and output legitimacy changes.  相似文献

A major trend in the Nordic countries is the increasing focus on citizens' perceptions of safety, the enhancement of which is seen as a task for the police. One way to accomplish this has been the introduction of proximity policing. Existing research on the subject from all the Nordic countries is evaluated, with special focus on a comprehensive evaluation of a Danish experiment. The evaluations demonstrate that the concept of proximity policing has had limited success, and it has been abandoned in Finland and Norway. The article concludes by offering some explanations for the lack of success, among these the high level of perceived safety already present in the Nordic countries, the lack of causal relation between police visibility and citizens' perception of safety, and the lack of tradition for citizen involvement in the Nordic welfare states.  相似文献

This article presents the findings from an evaluation of the care provided at treatment units for drug abusers in Swedish prisons. A total of 741 inmates who were placed in prison treatment units in 2006 are compared with individuals with whom they were matched on the basis of their statistical risk for reoffending, and who served prison terms during the years 2001–2002. Half of the inmates in the treatment group were placed in units working with a 12-step programme, while the remainder were placed in treatment units employing cognitive programmes. The study shows positive results with respect to reoffending. The greatest differences were found in the following subgroups: males, inmates who were at least 30 years of age, those who completed their stay in a treatment unit, and those who had spent at least 4.5 months in a treatment unit.  相似文献

Results from a qualitative study of police discretion in Denmark are presented. The aim of the study was to investigate the background for police decisions made on the spot, and to determine whether or not police discretion amounts to discrimination. Police discretion is analysed as two distinct forms of power, namely the power of definition/suspicion and the power of procedure/prosecution. The study shows that both forms are used in a discriminatory way, and it is argued that use of the power of suspicion results in discrimination. The power of prosecution, on the other hand, need not necessarily entail discrimination, but in practice it often does. The police discern between ?typical offenders' and ?decent citizens' and treat suspects differently according to type. The reason for this discrimination, it is argued, can be found in officers' notions of typological guilt , a form of ? alleged ? guilt that is independent of concrete evidence. Differences in the degree of leniency experienced by different types of suspect can be interpreted as vicarious punishment of the typologically guilty. The impact of this kind of police practice on police?citizen relations, and possibilities for improvement, are discussed.  相似文献
