This article sets out to establish the links between classical military doctrine as applied to general war and the empirical development of any doctrine with regard to insurgency and counterinsurgency. The theme is developed by covering both the attrition theory and the maneuver theory of warfare in outline, and then by examining the essential tenets of maneuver warfare in detail and applying these tenets to the experience gained by the United Kingdom in countering insurgency. The scope and role of the newly fashionable “information warfare” in counterinsurgency operations is examined, followed by an assessment of the important task of integrating all the separate aspects of these operations into an overall plan of action for a counterinsurgency campaign. The author concludes that there is a clear and positive link between classical doctrine for the application of force in general war and doctrine that can be usefully applied in counterinsurgency operations.  相似文献

Abstract

Combatting the continuing and growing threats of domestic and international terrorism requires new and bold efforts on the part of the industrial democracies. This article suggests that the simulation technique becomes one central element in these efforts. The article briefly presents the technique and shows how it has been used so far, and how it can be used in four different areas of combatting terrorism: training, research, planning, and education.  相似文献

This study investigates the origins and development of the cable news network (CNN) effect hypothesis. It reveals an ongoing debate among politicians, officials, and journalists who are involved in the political processes that this hypothesis attempts to explain, and also among scholars who have been studying it. Debates have been conducted both within and among these groups on the meaning and validity of the CNN effect, but none has contributed significantly to resolving the issue. On the contrary, these debates have presented contradicting statements that have only created confusion and misunderstanding. This study presents lessons from the decade-long effort to explore the CNN effect and projects a new agenda for more useful approaches towards different effects of global communication, apart from those covered by the present controversial hypothesis.  相似文献

This study offers three conceptual models to promote systematic research into uses of the media as a major instrument of foreign policy and international negotiations: public diplomacy, where state and nonstate actors use the media and other channels of communication to influence public opinion in foreign societies; media diplomacy, where officials use the media to communicate with actors and to promote conflict resolution; and media-broker diplomacy, where journalists temporarily assume the role of diplomats and serve as mediators in international negotiations. The first two models, while previously defined, undergo serious revision in this study. The third model is new. This article demonstrates the analytical usefulness of the models through applications to various examples and case studies of significant contemporary diplomatic processes.  相似文献
