GCC-US Alliance-Making Reconsidered: The Travails of Dependency

ABSTRACT

Donald Trump’s presidency may have altered less in relations between the United States and the Gulf Cooperation Council than recent accounts suggest. Instead, power relations between the US and its Gulf allies have long been, and continue to be, asymmetrical. Dependency theory and postcolonial analysis illustrate the ways in which the US global hegemon exhibits hierarchy, exerting control over Gulf economic resources (oil) and extending its ‘security umbrella’ (e.g. weapons sales and bases) – all in highly unequal dynamics. A critical discourse analysis of American and Saudi speeches during the 2017 Riyadh summit further confirms this assessment. This raises questions about alliance-making and alliance-maintenance norms of promise-keeping and reciprocity.     

Treatment of paraphilia in young adults with leuprolide acetate: a preliminary case report series

Some juveniles who engage in sexual offenses may have a paraphilia, a psychiatric disorder characterized by a pervasive pattern of deviant and impairing sexual fantasies, thoughts, and/or behaviors. Though there is no known cure for these conditions, paraphilias can be effectively managed using a multimodal treatment approach. This may include the use of psychotherapeutic and pharmacological treatment interventions, including antiandrogen medications. One such agent, leuprolide acetate (leuprolide), a luteinizing hormone-releasing-hormone agonist, has been shown to be effective in reducing paraphilic symptoms in adult patients. To date, however, there is no published data on its use and effectiveness in adolescent and young adult paraphilic patients. This study consists of a case report series of six young adult patients treated with leuprolide. All subjects had been diagnosed with at least one paraphilia (i.e., Pedophilia, Sexual Sadism, Frotteurism, and Paraphilia Not Otherwise Specified). All subjects had been refractory to treatment in a residential program for adolescent sex offenders prior to initiation of leuprolide. All six subjects reported a reduction in sexually deviant symptoms following treatment with leuprolide. Clinicians rated four as much improved and two as moderately improved. The treatment was well tolerated in all six subjects. This preliminary case series supports the conclusion that leuprolide deserves further examination as a potentially safe and effective component in the treatment of young adult patients with paraphilia.     

Exploring the Link between Mentoring Program Structure & Success Rates: Results from a National Survey

Though mentoring has emerged as a promising and low-cost intervention for at-risk youth in recent years, the scientific knowledge base on the topic remains under-developed. The current study augments the knowledge base on youth mentoring by analyzing programmatic elements of mentoring programs situated in or adjacent to the juvenile justice system that are predictive of participant success. Poisson regression was utilized to analyze data collected through a national mentoring community saturation survey. Findings indicated that mentoring programs that require more frequent interaction and sustain relationships for longer timeframes realize higher success rates. Similarly, the use of formal mentor training was also observed as indicative of the use of evidence based practices and higher success rates, though likely beyond the logistical and fiscal reach of some local mentoring initiatives. The implications for further research and the mentoring community are discussed.     

Improving health care safety and quality: reluctant regulators

The Penal Code is the main of source of criminal law and criminal offences in Malawi. Unfortunately, as the results of a survey show, many people in Malawi do not understand the provisions of the Penal Code. This article examines aspects of the language of the Penal Code which impede people’s understanding of the provisions. The article recommends that the Penal Code be amended and redrafted in a language which the audience can understand.

‘Let them entertain themselves’: the fall of the Mubarak regime seen through Egyptian political cartoons

This article examines the issues underlying the downfall of the Mubarak regime from the perspective of Egyptian cartoonists. A total of 2734 political cartoons published in five leading newspapers between January 2010 and February 2011 are analyzed. Because they form a significant part of the cultural context within which these cartoons are created, popular political jokes are also referenced. The study identifies political stagnation, domestic issues and corruption as the three most significant issues that paved the road to the fall of Mubarak.     

Estimating the economic model of Hundi using micro-level data

Following Friedman et al. (2000), we have developed an economic model of Hundi (an informal money transfer system) behavior and is designated to identify the factors that determine the channels (formal or informal) used by remitters. The model is empirically tested using Tobit analysis for a sample of 132 returned migrants of greater Sylhet region in Bangladesh with work experience in 11 different host countries. Our findings suggest that sending remittances through Hundi first increases with age, peaks at one point, and then declines thereafter. It is observed that single or unmarried migrants are more likely to remit through Hundi, while relatively educated migrants have the opposite preferences. Cost and financing of migration have significant impact on an individual’s decision to choose the remitting channel. It is also found that the nature of the migration and type of job abroad affect an individual’s decision to use the remitting channel. Furthermore, migrants who have no ability to speak the language of the country of destination are generally more inclined to remit through an informal channel. Finally, migrants who receive low commission to remit, have families or relatives living in remote areas and mainly dependent on remittances, and have the opportunity to remit in holidays are more likely to remit through Hundi than their counterparts.
