From issues to goals: a novel conceptualisation,measurement and research design for comprehensive analysis of electoral competition

Abstract

The analysis of issue politics has long suffered from a fragmentation between valence and positional conceptualisations, preventing the effective development of a general model of issue-based party competition. Building on an overview of the evolution of party competition in the Western world in recent decades, this article offers a theoretical development that builds on ‘issue yield’ theory to provide a conceptualisation of political goals that generalises across positional and valence issues. This in turn allows a common measurement strategy, offering the possibility to comparatively assess various characteristics (including the electoral potential) of both positional and valence issues. Finally, it describes the specific research design derived from this framework and its implementation in comparative perspective in six West European countries during 2017–2018.

Complexity and hybrid effects in the delivery and evaluation of youth programmes in a remote Indigenous community

Indigenous Australians continue to experience entrenched disadvantage. Despite billions being spent, ‘Closing the Gap’ indicators remain resistant to change. It has become increasingly apparent that progress has been hindered by persistent administration and implementation issues in Indigenous Affairs, especially with the funding modalities deployed. This study uses the remote Queensland Indigenous community of Aurukun as a case study to examine the effectiveness and evaluation problems arising from overlapping programmes delivered to Aurukun children and youth (5–18 years of age). It documents programmatic crowding occurring in Aurukun, which has the potential to place considerable demands on the intended participants, and results in hybridised effects that are not understood. Within this context, robust evaluation – even through the use of sophisticated methods – is near impossible.     

Leadership for public value: Political astuteness as a conceptual link

Both leadership and public value are increasingly seen as concepts highly relevant to public administration, not only because of complex societal challenges but also as ways to address pluralistic interests in society. This article explores in detail the varied conceptualizations of public value and of public leadership. Furthermore, we argue that political astuteness provides an important conceptual linkage between leadership and public value, enabling actors to read, understand and foster coalitions around diverse and sometimes competing interests. In this introduction to the symposium, we analyse the different conceptualizations of public value, of leadership, and also show how the six articles explicitly or implicitly draw on the linking concept of political astuteness. The article assesses how the six articles of the symposium contribute to each of these three concepts.     

Evaluation of Suspected Counterfeit Pharmaceutical Tablets Declared to Contain Controlled Substances Using Handheld Raman Spectrometers

This study describes the performance of handheld Raman devices for determining whether suspect pharmaceutical tablets declared to contain controlled substances were consistent with authentic (CWA) or not consistent with authentic (NCWA) tablets using a simple, rapid, field-friendly method capable of being used by nonexperts. Twenty-five authentic products and 84 known NCWA tablets were examined using three “parent” devices for a total of 327 analyses. On average, the parent devices yielded a true pass rate of 100%, a true fail rate of 98.4%, a false pass rate of 1.6%, and a false fail rate of 0%. The methods/libraries were then transferred to 13 identical “daughter” devices, which were used to examine 10 suspect finished dosage forms in duplicate (six known NCWA tablets and four authentic tablets) for a total of 260 measurements. On average, the daughter devices had a true pass rate of 100%, a true fail rate of 95.5%, a false pass rate of 4.5%, and a false fail rate of 0.0%. These data demonstrate that the parent–daughter electronic transfer method was successful, which permits the ability to develop methods in the laboratory that can be seamlessly pushed out to field devices. The methods can then be used to (i) prioritize samples for additional testing using other more time-consuming laboratory-based techniques needed to detect and quantify active ingredients and (ii) help support the interdiction of dangerous tablets at ports of entry, thereby preventing them from reaching the supply chain.     

MI Implementation in Juvenile Justice: A Case Report

Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. This outline may assist other courts in their own implementation efforts.

Lev Gumilev and the European New Right

The striking affinities that have developed between radical-conservative movements in Western Europe and Russia since the end of the Cold War have been widely noted. This essay considers these affinities through the example of the Soviet historian and geographer Lev Nikolaevich Gumilev (1912–1992). It argues that Gumilev and the European New Right developed perspectives that were highly comparable, founded on similar principles, and articulated through similar images and allusions. Yet despite the powerful resonances in terms of basic concepts and theoretical orientation, there were nonetheless deep differences in terms of the conclusions regarding the practical implications for their respective societies that Gumilev and the Europeans deduced from these principles.
